Key influencing factors include legislation, ethical standards, diagnostic methods, health monitoring, education, and coordination between government agencies, employers, and medical institutions. The main elements on which the possibility of managing employee morbidity depends on the point of view of the impact on the health of employees (the working population of working age) are analyzed according to publicly available texts in the Russian Science Citation Index, on the PubMed portal. The legislative framework, including International Labour Organization Conventions No. 155 and No. 161 in the field of occupational safety and health) and national standards, sets minimum standards for occupational safety, but workers’ health issues go beyond occupational diseases and require integration with PHC systems. Ethical aspects such as confidentiality and protection of workers’ rights complicate the collection of data necessary for effective management of prevalence. Modern diagnostic and monitoring methods, including biomonitoring and digital technologies, make it possible to identify risks at an early stage, but their implementation requires a balance between efficiency and respect for workers’ rights. Education that increases health literacy and risk awareness plays an important role. Conclusion. To improve the management system, it is necessary to establish interaction between health and occupational safety information systems, ensure data protection and develop targeted prevention programs. Only coordinated efforts by all stakeholders will make it possible to create a sustainable system that promotes the preservation of the health of the able-bodied population and the socio-economic development of the regions.</p></abstract><trans-abstract xml:lang="ru"><p>Управление территориальной заболеваемостью населения, особенно экономически активной его части, требует комплексного подхода, основанного на принципах первичной медико-санитарной помощи (ПМСП) и межведомственного взаимодействия. Ключевыми факторами влияния являются законодательство, этические нормы, методы диагностики, мониторинг здоровья, образование и координация между государственными органами, работодателями и медицинскими учреждениями. Проанализированы основные элементы, от которых зависит возможность управления заболеваемостью работников с точки зрения воздействия на здоровье работников (работающего населения трудоспособного возраста) по общедоступным текстам в Российском индексе научного цитирования, на портале PubMed. Законодательная база, включая конвенции Международной организации труда № 155 и № 161 в сфере охраны и гигиены труда и национальные нормы, устанавливает минимальные стандарты безопасности труда, но вопросы здоровья работников выходят за рамки профессиональных заболеваний и требуют интеграции с системами ПМСП. Этические аспекты, такие как конфиденциальность и защита прав работников, осложняют сбор данных, необходимых для эффективного управления заболеваемостью. Современные методы диагностики и мониторинга, включая биомониторинг и цифровые технологии, позволяют выявлять риски на ранних стадиях, но их внедрение требует баланса между эффективностью и соблюдением прав работников. Важную роль играет образование, повышающее медицинскую грамотность и осведомлённость о рисках. Заключение. Для улучшения системы управления заболеваемостью необходимо наладить взаимодействие между информационными системами здравоохранения и охраны труда, обеспечить защиту данных и разработать целевые программы профилактики.
