Abstract
The new Federal Law «On health protection of citizens» is a great advance in reforming domestic public health services. A social response to the law content is varied. But the moral problem to be discussed is not the poor or high quality of the new Law, but rather the way it will work. And the present interpretation of the standards of this document within the intellectual scope of bioethics can be very helpful
