The article analyzes the criminal procedural legislation and the legislation on operational-investigative activities of the Russian Federation and the Kyrgyz Republic, determines the place and role of operational-investigative activities in the public administration system, the development of operational-investigative policy and its transformation in the context of reforming criminal justice.

В статье анализируется уголовно-процессуальное законодательство и законодательство об оперативно-розыскной деятельности Российской Федерации и Кыргызской Республики, определяется место и роль оперативно-розыскной деятельности в системе государственного управления. В статье сформулированы задачи развития оперативно-розыскной политики и принципы ее трансформации в условиях реформирования уголовного судопроизводства.
