Prospects for the development of the architecture of economic systems amidst global structural changes
Abstract
The article examines the impact of digital technology on strategy reform, tasks to achieve it, priority areas for flexible restructuring of organizational formats, and mechanisms for planning, forecasting and control of economic systems amidst global economic trends. Global structural changes are connected with consistent application of potentials of artificial intelligence, cybernetic models of neural networks, innovative technology of cross-border communication and management solutions, which provide a new format of scenarios for transformation of economic systems. In the digital space, administrative regulatory authorities must take into account promising directions for the development of management tools and justify the architecture of business entities at all levels aimed at successfully solving the tasks of sustainable growth of the Russian economy. The observed process of unification of innovative scenarios of transformation of economic systems and increase in the speed of implementation of management impacts have strengthened integration trends for organizational forms of management at all levels based on digital ecosystems, cloud databases and modernization of the format of information and communication cooperation of business entities.
The research material assumes the participation of scientists, academic staff and students in the development of theoretical and practical aspects of scientific discussion on promising areas of functioning of economic systems in the context of anti-crisis structural restructuring of global and local markets.

Influence of informatization of economic control circuits on the security of economic systems
Abstract
The key feature of the coming period of the digital economy is the application of digital ecosystems in all spheres of economic life of society and everyday reality. At the same time, the application of digital systems and technologies brings not only positive aspects associated with increased labor productivity and intensification of business processes but also a number of significant threats, the implementation of which can fully raise the question of the survival of business or even the state. Strategies for overcoming resistance to change in the company
Abstract
The article is devoted to an urgent research topic, since resistance to change in a company is a natural reaction of employees to innovation, but strategies to overcome this resistance can make the process of change more successful.
The article presents data on the implementation of changes in companies in Russia. The author reveals the typical reasons for staff resistance to change. The article analyzes modern strategies for overcoming resistance to change in companies. The author identifies successful and unsuccessful cases of implementing changes among various companies. The factors influencing the effectiveness of strategies to overcome resistance to change have also been studied.
Based on the analysis, practical recommendations for the successful management of the change process in companies are offered. Finally, it is concluded that effective strategies for overcoming resistance to change not only contribute to achieving the goals set but also create a favorable environment for the development and growth of the company.

Development of communication networks in the context of marketing and behavioral adaptation of business to the requirements of the mobilization orientation of the economy
Abstract
The article discusses the importance of developing communication networks by improving the marketing and behavioral adaptation of business as a result of changes in advertising, marketing and information signals generated by business and government, sent to various target recipients (producers, consumers, intermediaries, investors, and societies) to activate their innovative, creative and business activity.
Advertising and marketing support of the processes of creation and improvement of communication spaces of various market entities becomes an important component in the processes of their marketing and behavioral adaptation to the changes caused by the mobilization orientation of the economy and provides for activation of the activities of domestic producers and human-centered resources in the direction of development and implementation of innovative solutions on modern intellectualized marketing and communication platforms.
Improving the management of communication fields of subjects of relations balanced in terms of resources and interests of participants in interactions is aimed at creating conditions for the acquisition of technological and economic sovereignty by the national socio-economic system with the effective use of human capital. A model of improvement of advertising and marketing support system of a business entity focused on marketing and behavioral adaptation of business to the requirements of the mobilization stage of transformations in accordance with the priorities of development of the national economy as a whole is proposed.

Justifying the priority directions for improving the mechanisms for commercializing innovations in the modern economic environment
Abstract
The article discusses the priorities for the development of the mechanism for commercialization of innovations in a changing global economic environment. The sanctions pressure on the Russian economy had a stimulating effect on the domestic innovation environment, which led to the intensification of innovation processes in a variety of industries and spheres of activity. The military-industrial complex has become a traditional engine of economic growth, the innovative activity of which has allowed to determine the most significant changes in the relations between stakeholders in the process of bringing innovations to the market. The stages of development of the country's economy are identified, which determine the composition and state of the national innovation environment. The link between commercialization and transfer of innovation is shown. Mechanisms for commercialization of innovation, covering the activities of various stakeholders, are presented. An own mechanism of commercialization of innovations, focused on the main tasks of the initiator of commercialization of innovations, has been developed. The priority directions for improving the mechanism of commercialization of innovations are substantiated. The stages and tools for assessing the competitiveness of an innovation are considered.

Developing an algorithm to assess corporate digital maturity
Abstract
The digital economy is developing at an accelerated pace, which is closely related to the digital transformation of business, when it becomes extremely important for companies to quickly adapt to constantly changing environmental conditions, including the requirements of the digital consumer and for effective digital business. It is obvious that a low level of readiness for change can negatively affect the competitiveness of the company, which will subsequently affect the profitability of the business.
In these circumstances, the analysis of the company's digital maturity becomes particularly relevant. At the same time, the choice of measurable criteria for the company's readiness for digital transformation is problematic, as there is no single and generally accepted approach to assessing digital maturity today.
The article describes the process of developing an algorithm for assessing the corporate digital maturity.
This algorithm is based on the analysis of trends in various industries and existing approaches. The algorithm takes into account the current level of digital maturity. The algorithm aim is to identify problem areas in the company indicating a low level of digital maturity. The algorithm can be used to make recommendations for the development of growth zones.

Staff client centricity amidst digital business transformation
Abstract
The relationship between external and internal customer centricity is analyzed. It is proved that the staff client centricity directly depends on the degree of the employee's satisfaction with their work, which, in turn, is determined by the quality of interpersonal communication and the level of creative approach to the duties performed. The multilateral influence of digital technology on the employee\'s desire and ability to study the client and meet his needs is analyzed. The possibility of obtaining an objective assessment of the employees' work through the application of business digitalization tools to develop adequate motivation systems is analyzed.
The application of digital technology for the formation of employee-client, employee-employee and manager-employee chains leads to the need to adjust all elements of the marketing mix. In this study, additions to such a tool as market segmentation have been developed. The relationship between the level of business digitalization and the staff turnover rate is proved.
This article may be of interest to marketers engaged in scientific research in the field of internal and external customer orientation, as well as company managers to improve the effectiveness of intra-organizational marketing.

Algorithm for systematizing accounting information based on corporate accounting and reporting standards
Abstract
The purpose of the article is to develop an algorithm for systematizing accounting information based on corporate accounting and reporting standards for appropriate reporting documents that go beyond the standard system of financial reports. Significant restrictions that prevent companies from preparing non-financial reporting, affecting the procedure and rules for systematizing accounting information, have been identified.
The most significant barriers hindering the implementation of non-financial accounting and non-financial reporting systems in the corporate sector within the framework of global financial reporting systems are considered. The author also determined the content of public non-financial reporting as an object of systematization of accounting information. The most important non-financial factors for investors when making investment decisions are described. Elements of corporate accounting and reporting standards which constitute the company\'s methodological basis for systematizing accounting data are proposed.
The goals and factors for the development of public non-financial reporting in the Russian Federation are specified. The main aspects of the preparation of integrated reporting are identified. Its consideration is necessary for authorized persons.
A procedure to determine a minimum list of key indicators in the corporate accounting and reporting standards has been developed.
To calculate key indicators, systematic accounting information is used. Management benefits, which are a criterion for the selection of indicators, are particularized.
An algorithm for systematizing accounting information when preparing public non-financial reporting of a company has been synthesized.
The article will be of interest to specialists in corporate finance to improve the processes of preparing public non-financial reporting.

Characteristics of the intelligent solution-based planning system
Abstract
The study is devoted to the problem of the lack of a standardized scale for evaluating management parameters in the planning system of an integrated nuclear industry company as a complex economic system with a certain element composition, structure and connections, as well as having the properties of indeterminacy and diversity of economic activity, irregularity of the company\\\'s design and production cycle in conjunction with the main management functions: planning, organization, coordination, and control.
It is proposed to implement targeted dynamic rationing on the basis of a situational approach to management, logical and linguistic modeling of the consequences of decisions made and by describing the interrelationships of elements of the decision-making process based on the frame representation of knowledge. The scientific novelty consists in the proposed intellectual solutions. These solutions are based on the frame representation of knowledge in the medium-term planning system. The article provides an appropriate semiotic representation of the causes of problematic situations and the study of attributive and system concepts of elementary management objects (integrated company).

Dynamic and stochastic linear programming tasks in logistics and supply chain management
Abstract
Applications of mathematical programming methods to logistics and supply chain management are continuously expanding. New practical problems require co-improvement of approaches to the mathematical formulation of problems and methods for solving them.
The article discusses dynamic and stochastic tasks of linear programming, which have found wide application in logistics, as well as methods of their recreation. The vast class of these tasks is represented by various types of mathematical models, commonly used in logistics.
Thus, the following tasks can be considered as models of dynamic and stochastic linear programming: the task of the strategy of purchasing and selling goods in conditions of changing demand, the task of calculating the size of a batch and the choice of suppliers taking into account the area of warehouse facilities and budget constraints, etc.
This article presents the stochastic task of optimization of container cargo shipment of MMK-METIZ OJSC to the container point of the railway station of the city of Magnitogorsk and considers an example of its numerical solution.

Regional career guidance and career portals as a tool for effective personnel policy in the region
Abstract
The shortage of personnel in many sectors of the economy has a particularly strong impact on industrial companies in the regions of the Russian Federation. Creation of comfortable working conditions for young people in regional companies has become a priority for many of them. An effective regional employment policy requires an efficient tool to ensure information connectivity of interaction elements within the framework of education, vocational guidance, career development and employment in the region. Within the framework of this article, the authors systematized data on the presence or absence of such information resources in the constituent entities of the Russian Federation, analyzed the structural components and communication elements.
The main problem in the focus of the authors' attention is the determination of competitiveness parameters of the vocational guidance portal of the region.

Electronic interaction of the career guidance portal with applicants: conceptual and methodological aspects
Abstract
The professional self-determination of applicants is an important aspect of the marketing concept of customer relations. The starting point of communication for a prospective student can be the career guidance portal of an educational institution or a regional and federal career guidance portal. The authors have systematized data on the availability of these resources on the territory of the Russian Federation, identified their types and analyzed the main indicators of interaction with customers. The authors of the article focus on the problem of analyzing the effectiveness of interaction with the client of the career guidance portal.
The research conducted allowed to form the main advantages and disadvantages of electronic interaction of the career guidance portal with clients and to form an updated model of communication and an evaluation algorithm of career guidance portals.
The research will be of interest to academic staff whose professional activities relate to the process of youth career guidance.

The system of indicators for evaluating the innovation policy of a technical higher educational institution
Abstract
The article presents the authors' vision of a performance measurement system for evaluating the innovative policy of a technical higher educational institution. The indicator system is divided into eight projections (with three indicators in each), reflecting the main directions of the university\'s innovation policy. The authors' system allows to assess the impact of the innovation policy on achieving the university\'s goals in the field of innovation, track progress in implementing innovative initiatives and projects, make informed decisions about resource allocation, organize activities, and develop an innovative environment. Unlike existing systems, the authors' approach takes into account not only the final results of innovation activities but also the process of their implementation, including the interrelationships between various aspects of the innovation policy. The authors' approach is developed taking into account the specific goals and strategy of the technical university.

The role of universities in innovative regional development
Abstract
Innovation has long been a priority area of regional development due to its direct impact on the socio-economic indicators of the region and the volume of investments received. In this case, it is the university that is one of the key points of attraction for innovation. This requires an integrated approach to study university activities taking into account regional innovative development. The authors analyzed the components of innovative development and identified the following main areas: intellectual potential, knowledge-intensive business, innovative infrastructure, and government regulation. To confirm these directions, they were compared with groups of criteria of the most popular assessments of innovative development. This further allowed to propose a model of the university's influence on regional innovative development, which reflects both direct and indirect influence. The presented research can be useful for regional authorities and university administration. The research identifies the areas of innovative development that require adjustments; the research results can be used to build more effective interaction with universities in terms of coordinating interests and forming a common strategy and concept of development, including innovative development.

Assessment of the region’s contribution to the implementation of national projects
Abstract
The article provides an assessment of the results of priority regional projects of the Orenburg region aimed at the implementation of national and federal projects in 2023. The research is based on monitoring, analysis, synthesis of statistical and economic data, methods of logical analysis of inter-budgetary financing practices, as well as generalization, comparative and chronological analysis of financial support for the dynamics of changes in the volume and rhythm of national projects' funding. The annual analysis of the level of national projects' funding, both in the Russian Federation as a whole and in the Volga Federal District in particular, is presented. The place of the Orenburg region on 12/31/2023 in terms of budget allocations for the implementation of measures within the framework of the implementation of national and federal projects has been determined.
Indicators for the implementation of national projects aimed at the socio-economic development of the territory for subsequent years are proposed.

Trends in the development of the institutional environment within the framework of the application of public-private partnership mechanisms in modern Russia
Abstract
The article analyzes the Russian experience in the implementation of public-private partnership projects. The classification of the main actors of such projects is made; and the scheme of their interaction is revealed. The mechanisms of state support for PPP projects are systematized. The prospects of integrated corporate structures, which contribute to the improvement of the efficiency of PPP projects from the economic and organizational point of view, are assessed.
The authors of the article have identified a trend that corresponds to the current priorities of the state policy of the Russian Federation in the application of new financial mechanisms of PPP state support by attracting debt project financing instruments through development institutions.
The dynamics of development of these mechanisms is estimated; and the prospects of their application are determined.
The trends in the development of the institutional environment in the field of public-private partnership described in the article are the result of the adaptation of its participants to dynamically changing external conditions. In turn, interest in such a process is observed both from the state and from the private sector, which is a favorable factor that can have a positive impact on subsequent sustainable socio-economic development in the future.
The article is addressed to the managers of companies involved in investment activities related to the implementation of PPP projects, government officials involved in the process of infrastructure development through PPP mechanism application, as well as economic researchers studying the problems and trends of infrastructure development in the Russian Federation.

Public-private partnership and clusters as tools of the national policy for managing mesosystems
Abstract
The article is devoted to the justification of te application of public-private partnership as an instrument of state regulation. The application of this tool in combination with other methods of stimulation of socio-economic development used by the state should lead to the formation of territorial complexes of spatial and sectoral development based on an anchor project, auxiliary projects, institutional framing and an appropriate methodology of selection of these projects.

The resilience of suburban areas amidst infrastructure constraints: business processes and management tools
Abstract
The article is devoted to the study of the interdisciplinary category of resilience as the ability of systemic recovery from the effects of various shocks and transformations in relation to the space of suburban areas in Russia. The study examines the main business processes and tools for managing the resilience of suburban areas amidst modern infrastructure constraints. The authors prove the hypothesis which consists in the assumption of the increasing importance of the allocation and concretization of business processes in the management of the suburban area development in accordance with the resistant approach in economic theory.
It is proposed to distinguish the following business processes of the suburban area resilience: managerial, security and infrastructural ones. In addition, it is suggested to identify the business processes of the suburban area resilience according to the levels of implementation and in relation to the system (external and internal ones).
The role and importance of management improvement based on the ordering of inter-level interaction at various hierarchical levels and as a combination of traditional management methods and alternative approaches are noted.
The scientific novelty lies in the concretization of the theoretical provisions of the resilience of suburban areas and the definition of key business processes and tools, ensuring their adaptive development amidst infrastructural constraints. The practical value lies in the relevance of the results obtained in improving sectoral and territorial management at the national, regional and municipal levels. Managing the investment attractiveness of the regional industrial complex
Abstract
The article considers the features of investment attraction management of the regional industrial complex. The positive experience of creating the system of investment attraction in the Lipetsk region is presented; and the analysis of the key indicators of the development of the regional industrial complex is carried out. The study updates the role of special economic zones at the regional level. Attention is paid to the activities of special economic zones at the regional level of the industrial and production type of the Lipetsk region. The authors consider the possibility of creating a center of expertise in the Lipetsk region, specializing in the development of the most promising fields of science, which are selected on the basis of a developed research base, educational and business activities in the region. The study will be of interest to scientists and practitioners dealing with the investment attractiveness of regions in the context of the industrial complex development.

Analysis of the infrastructure of the city of Novosibirsk and the Novosibirsk region for the development of medical tourism in the region
Abstract
The relevance of the study is determined by the fact that for decades, scientists and practitioners around the world have been in a continuous search for effective mechanisms for economic dynamization that would take into account the specifics of a particular region and objectively demonstrate the effectiveness of their application. Medical tourism, in addition to the obvious positive economic effects of its development, is a particularly sensitive and socially oriented type of activity. It is in the framework of the following national and federal projects in Russia: Healthcare, Demography, Strengthening Public health, Development and Implementation of a Program for Systemic Support and Improving the Quality of Life of Senior Generation citizens, etc. Thus, medical tourism has recognition and support at all levels from the state, which indicates its great significance. Regions play an important role in this issue.
In the article, based on the results of the analysis of regional infrastructure, the author presents an assessment of the current state of the medical tourism sector in the region, gives characteristics of key medical institutions of the city and region, provides a brief overview of the demanded medical services, identifies problematic aspects of the functioning of this area, and draws conclusions about promising directions for the development of medical tourism in Novosibirsk and Novosibirsk region.

Transformation of transportation services in Russian tourism under the effect of economic sanctions: tasks and results
Abstract
The article examines the problems of the integrated development of transportation services in the tourism industry, which, on the one hand, should provide consumers with strong emotional experiences, and on the other hand, ensure safe, comfortable and uninterrupted transportation at the present stage and in conditions of financial instability.
The article examines the current situation in the Russian transportation industry under the pressure of foreign sanctions and the impact of such sanctions on the development of the tourism industry. The consequences of the imposed sanctions for the transportation industry are analyzed. In the course of the study, the data on the flow of outgoing tourists and passenger traffic of various types of transport are examined. The tasks of transportation services transformation in the tourism sector under the influence of economic sanctions waere highlighted. The results of the sanctions pressure on the transformation of transportation services in tourism are presented.

Approaches to the transformation of service technoloy in transport
Abstract
The article substantiates the need to consider the directions of transformation of service technology and identifies strategic priorities as metamorphoses in the service market.
These strategic priorities are as follows: modification of digital service infrastructure, use of collective industry service infrastructure, development of service technology in the format of providing intelligent services, and interaction of service companies based on an "embedded division" in the chain of provision of transport services. The article considers the scientific problem of ensuring the formation and forms of implementation of strategic priorities in the transport sector services. Within the framework of the identified strategic priorities, the main directions of modernization of service technology are formulated.
New groups of service efficiency indicators are proposed. They are: an indicator of susceptibility to competitive modifications of service forms, an indicator of the speed of introduction of new forms and types of services, an indicator of maintaining the level of service quality, and an indicator of satisfaction and anticipation of consumer expectations. The author\'s approach to the technology of the Internet of Things in the transport sector services is substantiated. The author\'s approach to managing dynamic changes to the technological component of the formation of infrastructural forms of service is suggested. The principles of managing dynamic changes in approaches have been developed. These principles are as follows: the principle of infrastructural sufficiency of service, the principle of providing remote communication with the consumer, the principle of mobile adaptation to remote technology, and the principle of dynamic translativity. The proposed article will be of interest to the heads of transport and service organizations.

The state of affairs and development of the catering industry in the region (on the example of the Novosibirsk region)
Abstract
The article identifies and systematizes the key areas of development of the catering industry in the region in modern conditions on the example of the Novosibirsk region, one of the largest regions in terms of the scale of the catering industry. The article considers the main Russian trends in the development of the catering industry: the transformation of the catering market due to the departure of well-known foreign players, the staff shortage, the rising prices of food and raw materials, and the gradual restoration of the branch industry.
In the context of these trends, the main development trends of the catering industry in the Novosibirsk region are substantiated. An analytical evaluation of the public catering turnover dynamics, the availability of the facilities and the level of the public catering services was carried out. Driving forces are listed. Characteristics of modern formats, gastronomic concepts and tools for scaling up the restaurant business in the region are given. Problems and prospects of the development of the catering industry in the Novosibirsk region are formulated.

A model for assessing the company's resource potential in the wholesale and retail services sector
Abstract
In modern conditions, contradictions between existing provisions of normative legal acts and official methods of assessment of retail and wholesale trade companies with the problems in the process of commercial activity of trading companies are acutely manifested. Insufficient elaboration of trading activity regulation and lack of separation of powers between business entities determines the relevance of this research and requires systematization of a number of basic financial indicators, such as liquidity, solvency, economic stability, etc. Based on the generalization of existing methodological approaches, the authors have developed and justified a model for assessing the resource potential of the company in the field of wholesale and retail services. The model is based on a number of analytical indicators.
The article will be of interest to students, postgraduates, academic staff, representatives of the industrial business community and specialists in related industries dealing with the resource potential of service companies.

Key trends in the development of FMCG distribution networks during and after the adjustment period of the Russian economy
Abstract
Special importance of FMCG distribution networks is determined by the specifics of the range of goods sold.
The predominant part of these goods acts as objects of daily demand, designed to satisfy a number of basic needs of the population.
Thus, taking into account the complexity of the dynamically transforming Russian economy, it is extremely important to find solutions to problems related to increasing the level of FMCG physical and economic accessibility.
This article is the result of a study of key trends in the development of FMCG distribution networks.
Timely updating allowed retailers with a sustainable competitive position not only to withstand the barrage of unprecedented shocks of the initial stage of the paradigm shift in Russia's economic development but also to strengthen their position.
The results of the study may have both theoretical value and practical significance for experts specializing in the analysis of the consumer market and the retail sector, in particular the FMCG segment, retail entities, manufacturers and suppliers of goods and services, as well as other participants of the product value chain, such as MIX retail and other stakeholders.

The article examines a set of indicators to assess the state and prospects for the development of thermal power engineering, in the context of the Sustainable Development Goals (SDGs).
The SDGs show the role of thermal power engineering in the development of the country's economy in modern conditions and also provide the opportunity to rank indicators depending on the achieved level of development of the country's heat supply. A systematic three-level solution for the objects of assessment and ranking related to ensuring the country's SDGs by contributing to the achievement of these goals of its thermal power engineering is proposed.
The article shows that the general assessments of SDG implementation are not enough. For a deeper analysis of the processes of sustainable development, it is important to have an assessment at the level of individual economic entities. To do this, the author suggests to apply the ESG toolkit and to evaluate individual projects for the development of heat supply. It is proposed to define the directions of such projects for building integrated strategies to achieve the SDGs in the context of the requirements of three of the “six SDG transformations” according to the UN classification, which correspond to the specifics of thermal power engineering.

Factor analysis of the power supply company efficiency based on a linear econometric model
Abstract
This article presents a study of the relationship between the efficiency indicator of power supply companies and the main components of the organizations\' activities. The relevance of this study lies in the fact that the issues of improving the efficiency of power supply companies, regulating sales allowances, and increasing sales volumes are of the greatest interest both from the management of the energy marketing sector and from consumers of electricity, due to the fact that energy supply to consumers is largely determined by the ability of power supply companies to adapt to constantly changing conditions within the country and on the foreign markets. To conduct a factor analysis, an analysis of the relationship of variables in multiple regression was carried out.
This allows to highlight the strength of the mutual influence of individual factors on the result and the closeness of the relationship of a set of factors with the studied result. Carrying out factor analysis based on a linear econometric model made it possible to form the dependence of the put forward factors of the power supply company activity, as well as to form a forecasting model of the main activity. The identified methods require further development and a deeper analysis of the relationship between sales volume and sales allowance, which leads to the need to develop and implement management decisions that will greatly increase the efficiency of power supply companies in various regions.

Methodological justification for the development of a performance measurement model for an oil and gas production company
Abstract
Modern companies face the need to combine various indicator systems to assess their performance at all levels of activity. Performance measurement models are a key tool in this process. The adaptation and application of these models reflect the strategic planning of the company's development, the assessment of the effectiveness of its activities, and the motivation of employees to achieve common goals. The application of scientific and methodological concepts of performance measurement has its advantages and causes certain problems that must be taken into account when implementing them in companies. The choice of an appropriate performance measurement model must be carefully justified and consistent with the company's strategy and goals.
In addition, successful implementation of such a model requires not only technical expertise but also an understanding of the specifics of the business processes and culture. The article discusses various aspects of the application of performance measurement models, their impact on strategic planning and business management, and possible difficulties and ways to overcome them in the process of implementing such models. The author proposes to build a strategic map using the example of an oil and gas production company. The results of the conducted research confirm the validity of choosing a balanced scorecard system as one of the most optimal models of performance measurement.

Development of an investment planning system for a gas chemical company
Abstract
Based on the theory of fuzzy sets, the study is devoted to investment planning of companies.
The article includes analysis and prospects for the development of the gas chemical industry, the main aspects of designing such a system, including analysis of the current state of the company, setting long-term and short-term goals, selection of investment projects, assessment and management of investment risks.
Detailed solutions for each problem are presented. These solutions include the use of expert knowledge, machine learning algorithms, methodological standardization, computational optimization, and dynamic model adaptation. The importance of taking into account the time factor and the need to update models for effective risk management are discussed. Finally, it is emphasized that investment planning based on the theory of fuzzy sets provides promising tools for more flexible and accurate management of financial resources. Finally, practical recommendations for the implementation of the developed investment planning system at a gas chemical company are proposed.

Problems in diagnostics of instrumentation companies of the Russian Federation and the North-Western Federal District
Abstract
Despite the special significance for the country’s economy at the present time, including within the framework of the policy of import substitution and the development of instrumentation companies, there are a number of problematic aspects that hinder the research, production and sales potential of the designated area both in Russia as a whole and in the North-Western Federal District in particular.
The lack of an integrated approach to instrumentation company diagnostics should be recognized as one of these problems. This approach would allow timely identification of problems of business entities and timely adoption of management decisions to completely eliminate them or mitigate their consequences. The article outlines arguments in favor of the importance of developing a set of indicators aimed at supporting management of the development of the instrumentation industry and also proposes the indicators themselves. The application of these indicators will allow assessing the effectiveness of managing the development of the instrumentation industry in the North-Western Federal District by the customer (a set of executive authorities responsible for carrying out a balanced politics in the region).

Corporate social investments: the concept and practice of application in metallurgical companies
Abstract
The authors update the role of corporate social investments at the present time. The development of corporate human capital is a priority goal of any organization. In the implementation of this task, the policy of corporate social investments is of paramount importance. The authors assess the effectiveness of corporate social investments for rational distribution of funds directed to the development and continuous reproduction of human capital, increasing the quality of life in the region.
As a results of the study, conclusions about the rather rational social policy of the metallurgical companies of the Lipetsk region in recent years are drawn. In order to increase the effectiveness of the social policy, the authors recommend a number of systematic measures as a continuation of the implementation of a number of projects aimed at the development of the personnel of a metallurgical company. This research will be of interest to scientists and practitioners specializing in the development of corporate human capital, namely corporate social investment.

The specifics of subsidizing Russian economic sectors
Abstract
The article presents an analysis of subsidies in Russian industry. Subsidies are basically financial compensations given to companies and consumers for a certain period of time for the production or operation of certain companies whose selling prices are below their costs, or to increase the selling prices of goods. Subsidies are a means of regulation of the national economy and social life by the state, intervening in distribution in order to support the development of domestic production, regulate supply and demand, stabilize market prices and ensure the interests of producers and operators or consumers. Subsidization of economic entities in Russia at the expense of budgetary funds is largely due to the need to perform the functions of the state and ensure sustainable economic development of various companies. On the contrary, it is a matter of social and other expenses of public authorities connected with the delegation of a part of public functions to organizations created in the form of business entities. As for the application of statistical methods of analysis, most of the available research works on the analysis of state support on the basis of Russian data still use the traditional methodology of regression analysis.
However, in practice, companies are not randomly included in state support programs. This can be caused by various reasons, including the effect of self-selection. The research will be interesting for scientists and economists of real sector companies.

Updating the priorities of budget expenditure management on the basis of program and project methods, taking into account the modern needs of society
Abstract
In connection with the completion of the implementation of most of the existing national projects and programs in 2024 and the limited budget resources, the updating of the priorities of budget expenditures for the following budget cycles, as well as the review of the program and project instruments used in the management of budget expenditures, are of particular importance. Social needs must be directly taken into account in the selection of such priorities.
In this regard, the article analyzes the current structure of program and project expenditures of the federal budget for its compliance with the identified public needs. In addition, the article also analyzes the content of existing national projects and state programs of the Russian Federation from the point of view of the possibility of assessing the level of satisfaction of public needs in the quality, volume and accessibility of public services within the framework of such projects and programs.
The article makes recommendations on clarification of the composition and content of national projects and state programs of the Russian Federation taking into account modern challenges and social needs.
The research material suggests the development of a scientific discussion on the practical aspects of program and project management of federal budget expenditures. The results of the study can be used in making managerial decisions in public finance.
The article may be useful for economists and all those who deal with the problems of budget expenditure management in the budgetary system of the Russian Federation.

Evaluation of the effectiveness of the program for improving the regional mechanism of public procurement on the example of the Krasnoyarsk Territory

The article is devoted to the study of the main directions for improving the mechanism of public procurement in the Russian Federation, implemented within the framework of Federal Law No. 44-FZ of April 5, 2013 \"On the contract system in the field of procurement of goods, works, and services for state and municipal needs\".
The article is aimed at solving the scientific problem of applying scientific and theoretical developments in organizing and developing a regional system of interaction between customers and performers in the process of implementing public procurement in conditions of requirements for increasing the innovativeness and manufacturability of goods and services supplied.
The author´s contribution consists in the application of the theory of motivation, the theory of clustering of the industrial sphere and the theory of ecosystems of industrial companies to transform the mechanism of public procurement into an innovatively oriented communicative and technical platform for the implementation of public procurement.
The result of the research is the algorithmization and improvement of the internal processes of the regional public procurement mechanism to achieve the goals of public policy, as well as the preparation of a medium-term forecast of changes in the results of the public procurement mechanism of the Krasnoyarsk Territory. The research materials can be useful in improving national and regional legislation on public procurement. The research results may be of interest for customers and executors of public procurement contracts when planning their participation in tenders for the purchase and supply of products within the framework of the public procurement system.

The article examines the structure, volume and dynamics of the derivatives market in the Russian Federation over the past few years. An analysis of the main types of derivative instruments and their use in the Russian financial market is carried out. The impact of key economic changes on the development of this market is assessed. The article examines the dynamics of the volume of transactions with derivatives and identifies the main trends and prospects for this sector. The authors assess the factors that negatively affect the pace of development of the derivatives market in Russia and provide suggestions for leveling them. Transfer pricing control as an element of ensuring economic security
Abstract
In the article, the author examines the main concepts of transfer pricing in the pre- and post-BEPS era and also presents a number of considerations based on the existing discussions on the digitalization, digitization and digital transformation. The author of the article notes that the digitalization of the economy, digitization and digital transformation pose new challenges for transfer pricing. These phenomena lead to the blurring of traditional borders between countries and the appearance of new types of goods, services and assets that can be transferred between related parties. The author concludes that transfer pricing should evolve in line with the new challenges posed by the digitalization.

Enhancing the role of countries and territories participating in the One Belt and One Road Initiative in global outgoing FDI
Abstract
The article is devoted to the study of increasing the role of countries and territories participating in the One Belt and One Road strategic initiative in the global outgoing foreign direct investment (FDI) in 2013 and 2021. Such indicators as the annual amounts of outgoing FDI and the amounts of FDI inward stock of countries and territories from the current list of participants in the One Belt and One Road strategic initiative and the corresponding role of these countries and territories in global annual amounts of outgoing FDI and FDI inward stock for 2013 and 2021 are considered and compared. It is shown that the total role of countries and territories participating in the One Belt and One Road strategic initiative in the global outgoing foreign direct investment for the period of 2013-2021 has increased significantly, largely because of China. The main growth leaders in outgoing FDI from countries and territories of the One Belt and One Road Initiative have been identified; and a high concentration of outgoing FDI in a small number of countries and territories participating in the strategic initiative is noted.

The role of China as an exporter of goods to the countries and territories participating in the One Belt and One Road strategic initiative
Abstract
Based on data from 2013 and 2022, this article analyzes China's role as an exporter of goods to countries and territories participating in the One Belt and One Road Initiative.
The share of China in the imports of countries and territories of the global initiative is determined.
It is concluded that the role of China as a merchandise exporter to the countries and territories from the current list of participants in the One Belt and One Road strategic initiative has increased significantly.
It is shown that China’s share as a merchandise exporter to the countries and territories of the global initiative significantly exceeds the share of China in global exports as a whole. The study also examines the overall role of countries and territories of the strategic initiative in global imports and their role in China’s exports, identifies countries and territories participating in the global initiative in whose imports the share of Chinese goods has significantly increased or decreased significantly, and shows the high degree of concentration of Chinese exports to countries and territories participating in the One Belt and One Road strategic initiative.
