The research studies the relations between the state and non-profit sector.

The article aims to analyze the prevalent models of interaction and to describe the emerging Russian model. Based on the system approach the existing models are classified according to the established practices into Western, Chinese and dependent models. The study reveals particular Russian experience and claims that it can be regarded as a new emerging model. The paper emphasized the need for coordinated effort from the Russian government and civil society in order to maintain efficient development of this model. Therefore it can be used for policymaking in relation to NGOs and may serve as a basis for further research to provide recommendations to boost the efficiency of interactions.

Исследование посвящено вопросу организации взаимодействия государства и некоммерческого сектора.

Целью работы является изучение наиболее распространенных моделей взаимодействия и оценка формирующейся современной российской модели. На основе системного подхода предлагается классификация существующих моделей взаимодействия исходя из устоявшихся практик – западная, китайская и зависимая. В статье делается вывод о наличии ряда особенностей российского опыта взаимодействия государства и НКО, что позволяет говорить об особой российской модели, которая находится в стадии становления, и для ее эффективного развития требуется ряд усилий со стороны государства и гражданского общества. Таким образом, исследование может быть использовано для выработки государственной политики в отношении НКО, а также как отправная точка для более глубокого изучения проблемы и последующего формирования практических рекомендаций по налаживанию более эффективного взаимодействия.
