The institution of orders is well known in the history of the Russian state and its individual regions. Historical examples of appeals to the people’s instructions to representatives of state authorities are given. The author concludes that the use of penalties can be a significant factor in overcoming social tension in society, developing ways to effectively solve problems of regional and local importance, as well as contributing to the growth of the authority of public authorities.</p></abstract><trans-abstract xml:lang="ru"><p>В статье рассматривается институт наказов избирателей в истории государства и права России, имеющий большой потенциал в качестве механизма прямой демократии и обобщения чаяний и нужд населения на современном этапе. Институт наказов хорошо известен в истории Российского государства, ее отдельных регионах. Приводятся исторические примеры обращения к народным поручениям представителям органов государственной власти.
