Abstract
The judicial department at the Supreme Court of Russian Federation and its
managements in subjects considers complaints of citizens on an activity of the courts and
judges. Inherently an order and consideration limits the Judicial department of references
of citizens in aggregate having appeared itself the mechanism of the administrative appeal
without the reference for-interest persons in court. Judicial department in that case is the
original intermediary between the applicant and court, without being thus the most judicial
instance.
