Abstract
For the purpose of the effective decision of problems of complex social normalization of medical activity it is possible to formulate the following offers: 1) formation of an ethical basis of medical activity with use of universal principles of bioethics; 2) perfection of a legal basis of medical activity is possible only under condition of precise formulations of the norms of the right; 3) the basic attention is necessary for giving creation and the development of clinical committees on bioethics on a wide social basis.
