The possibilities of the geographical method for the implementation of targeted social assistance in Kazakhstan
Abstract
To solve the problems of increasing the social effect of the beneficiary and the efficiency of budget funds for public administration, methods of addressing social assistance in the countries of the world are constantly being improved. The aim of the study is to create the typology of the regions of Kazakhstan based on the principle of proximity of the values of the parameters of a social group that has received the right to conditional social assistance to identify the geographical features of its distribution. The study uses economic and statistical methods of analysis, such as calculation of specific and average values, ranking of data, and cluster analysis. The evaluation of the parameters of the recipient families of conditional monetary assistance allows to identify two clusters with two subclusters each. The first cluster includes all the cross-border regions with the Russian Federation and the central regions of Kazakhstan. The second cluster includes all southern and western regions, million-plus cities, and one eastern region. To clarify the characteristics of the obtained cluster distribution, the authors have undertaken a comparative analysis of the arithmetic mean of the program indicators for the cluster with the average value of a specific indicator for the country. When analyzing the demographic characteristics of a family, cardinal differences between clusters are revealed. In the first cluster, all demographic characteristics are below the national average; in the second cluster, they are either close to the national average or above the average. According to the status on the labor market, the subcluster, in which the cities are millionaires, radically differs from all the others and from the national average for the better due to the small number of unemployed per family and the high number of those who have jobs at the time of applying for the targeted social assistance program. But since these citizens are still eligible for assistance, it is obvious that they need advanced training to increase their earnings and family income in order to exit the program. The western and southern regions of Kazakhstan are characterized by indicators of activity in the program at the level of the national average, but the level of employment for permanent jobs is low. At the same time, recipients from this subcluster account for 47% of all targeted social assistance recipients in Kazakhstan. Due to the high dependency burden, it is necessary to recall such a measure as replacing the allowance for a preschool child with a state-subsidized preschool service and providing the mother with the opportunity to work or vocational training.

Construction needs and economic impact of the solar power station project in Saran, Karaganda region
Abstract
The article presents a comprehensive modeling and feasibility study for a photovoltaic system in the city of Saran, Karaganda region. Within the framework of ordered research tasks, a methodology based on an iterative process is proposed. To realize the expected effect of the project, the main technical and technological solutions offered by the solar power plant are designed.
Based on the analysis of sensitivity, financial and environmental benefits in order to find the most optimized solution, indicators are compared. The article analyzes the economic feasibility of solar photovoltaic systems, in terms of total cash flow and payback period, for a system with a capacity of 100 MW (the most optimized one).
Using a specific example of this photovoltaic system, a feasibility study was considered for the construction of a 110/30 kV solar energy substation in Saran and a 110 kV overhead line.
A comparison with a traditional power plant is given. The solar power substation has many advantages over a traditional power plant. They are as follows: environmental safety, lack of fuel dependency, and reduction of electricity production costs.
The total investment cost of the project is 29,003,470.60 thousand tenge. The estimated amount of energy produced by the solar energy substation per year is 145 GW per hour. The purpose of the sensitivity analysis was to determine the limits of changes in the main parameters that will allow maintaining an acceptable level of efficiency and financial viability of the project. When analyzing the sensitivity of the project, the influence of the following indicators on the main parameters of the project was examined: a decrease in the sales price and the sales volume of the generated energy.

Main trends and prospects for Uzbek exports to Russia
Abstract
In this article, the authors analyzed the current trends of foreign exports of the Republic of Uzbekistan to the Russian Federation for 2016-2022. Particular attention is paid to the development of net exports of goods and services, which differs from traditional approaches to export analysis. The authors attempted to identify the main current trends in the development of exports in this geographical direction, taking into account the following factors: the dynamics of Russia's real GDP, the relative price of exports, the Covid-19 pandemic, and the special military operation. The authors present scenarios for the prospective development of Uzbek exports to Russia in 2023-2025. The research is based on an autoregressive model with a distributed lag and give appropriate recommendations for the further development of the export potential of the Republic of Uzbekistan in this geographical direction.

Development of measures to ensure employment in Central Asia (on the example of the Republic of Uzbekistan)
Abstract
The article highlights the current measures taken by Uzbekistan to increase the level of employment.
The methods used by the government to solve the problems of unemployment, their effectiveness are considered; suggestions for optimizing existing mechanisms are provided. Particular attention is paid to the importance of employment for economic stability and prosperity, which is especially important for Uzbekistan with its dynamically developing economy. The article will be useful for politicians, economists and scientists, as it presents a comprehensive analysis of government strategies and methods to improve employment. The recommendations offered in this article can serve as a basis for the development of new policy initiatives and economic reforms in Central Asia, as well as provide valuable lessons and implications for other countries with similar economic conditions. The study also contributes to a better understanding of labor market dynamics in the region, which is important for making informed decisions in socio-economic planning.

Innovative means of ensuring the supply of agro-food goods between Russia and Uzbekistan
Abstract
The research goal was to systematize the innovative directions of modern transportation of means of delivery of agri-food products in accelerated refrigerated container trains between Russia and the countries of Central Asia (in particular, the Republic of Uzbekistan). The following methods were applied: statistical analysis of international trade, technical and economic assessment of vehicles, content analysis of materials and reports of transport and logistics operators. The analysis of the foreign trade of the Republic of Uzbekistan was carried out. As an indicator of the volume of food supplies in refrigerated containers between Russia and Uzbekistan, the cargo base was evaluated. Various means of delivering agricultural products in the Russia–Uzbekistan direction were considered. The advantages of innovative temperature control installations (diesel generator sets and diesel generator containers) were shown. The successful experience of GLONASS JSC in the formation of digitalized supply chains for end-to-end control of transportation and storage conditions of agri-food perishable goods is also presented. The research materials are addressed to representatives of companies producing agricultural and food products, companies operating international multimodal transportation.

Opportunities for applying the Triple Helix model of innovation in Central Asian countries
Abstract
At the moment, the world economy is developing under the influence of events that contribute to a change in the geopolitical contour, transformation of trade, political and economic relations and changes in the global economic space.It is very interesting to demonstrate the capabilities of such method of maintaining the country's economy, counteracting global crises and expanding competitive advantages as the Triple Helix of innovation.
The author conducted a study of trends in the development of the global economy. The following trends were identified: a change in geopolitical competition and geo-economic fragmentation, de-dollarization and the emergence of cryptocurrencies, the rapid growth of public debt and inflation, an increase in the number of employees working remotely, the rapid spread of new technologies and services, the emergence of new consumption formats, the digital transformation of existing sectors of the economy and the formation of new ones, and the rapid growth of online learning.
The author identified the necessary components of the Triple Helix of innovation from the perspective of growth factors and overcoming crisis situations, as well as modern features of international technology trade.
The author conducted an analysis of quantitative indicators for assessing the effectiveness of the Triple Helix model of innovation in relation to the countries of Central Asia, including the Global Innovation Index, Times Higher Education, and Fortune Global 500.
An analysis of available evidence regarding the application of the Triple Helix model of innovation in Central Asian countries was conducted.

Express-analysis of the tourist flow between Russia and Central Asia: country and regional aspects
Abstract
Authors analyze the tourist flow between the Russian Federation and the countries of the Central Asia. In view of the sanction realities in which the Russian Federation is forced to operate, there is a reorientation of the outbound tourist flow of Russians from the European to the Asian market. A similar situation is observed in terms of tourist arrivals to Russia. From 2014 to 2022, the number of citizens of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan coming to the Russian Federation for tourism purposes has increased both in absolute and relative terms. These changes affected the activities of Russian collective accommodation facilities and the structure of foreign citizens accommodated by country of citizenship in the federal districts of the Russian Federation. In most federal districts, the countries of Central Asia are in the TOP-10 in terms of the number of citizens placed in the collective accommodation facilities.
