Interest channel and innovative mechanisms of the Bank of Russia
Abstract
The Central Bank's key rate is not only one of the basic levers for regulating monetary aggregates and targeting trend inflation, but it is also a defining information indicator characterizing the regulator's strategic intentions. The article analyzes the interest rate channel of monetary transmission, where the main places are occupied by the key rate, market interest rates on loans to economic entities, and the interest rate system of the Bank of Russia on specialized mechanisms. The article suggests models of the interest rate channel of monetary transmission in the Russian economy that are more adequate to the conditions of the new reality. With the help of the revealed patterns, the following conclusions are drawn.
Firstly, market interest rates on loans to the public respond to changes in the key rate with the shortest time lag than interest rates on loans to firms.
Secondly, interest rates on loans to individuals and firms with a term of more than three years lag behind the key rate.
Thirdly, interest rates on programs to support large investments of a socially significant nature are less dependent on the key rate of the Bank of Russia.
