How can security issues be reflected in the new spatial development strategy of the Russian Federation?

Bukhvald E.M., Valentik O.N.

Abstract

The Spatial Development Strategy of the Russian Federation, adopted in 2019, expires in 2025. However, experts are already making proposals on what should be corrected and how it is advisable to supplement this strategic planning document. Such an early beginning" of the work in this direction can be explained by a number of reasons. Firstly, despite numerous expert discussions on this document at the drafting stage, it was not possible to bring its content to a level that meets modern ideas about the goals of spatial development and regulation. Secondly, during the period of operation of this strategy, many important internal and, above all, external conditions of socio-economic development of the country have changed significantly, which could not but affect the nature of spatial priorities. Finally, the adoption of a number of amendments and additions to the Constitution of the Russian Federation in 2020 led to a certain restructuring of public power in the country and, accordingly, ideas about the system of subjects and objects of spatial regulation policy in the economy. The article argues the importance of consistently increasing attention to the security of spatial development, to the main factors and indicators of this component of the national security of the Russian Federation.

Lev M.Y.

Abstract

The article discusses the monitoring of individual socio-economic indicators in the context of strategic planning documents. The legal nature of strategic planning is examined. It is determined by the need to improve the directions of ensuring economic security in modern conditions. Economic security is considered as a part of national security. It is determined by an integrated management system based on the implementation of the Strategy of Economic Security of the Russian Federation for the period up to 2030. The monitoring of economic security processes as an integral part of ensuring national security determines the directions of economic and financial well-being and personal protection, as well as identifies and updates thresholds and targets at which negative trends increase challenges and threats to national security. For successful functioning of the economic monitoring system in the Russian Federation it is necessary to improve the normative documents of strategic planning, which should be formed taking into account national interests, in particular, aimed at economic growth of the country. It is proposed to create institutions capable of timely monitoring of the entire security system, identifying the main factors negatively affecting this system, as well as developing modern methods to improve its efficiency. Such institutions should be based on laws and legally implemented, taking into account the costs of their implementation provided by the budget. The results of the study may be in demand by legislative and executive authorities in the formation of pricing policy in a new economic model at the present stage. Acknowledgments: The article was prepared in accordance with the topic of the state assignment "Changing the institutional foundations of the economic security of the Russian Federation in new conditions".

Dead ends of the backwardness advantage and the possibilities for the development of Russian science amidst increasing geopolitical competition

Kolomiets A.G.

Abstract

In the context of increasing geopolitical competition and sanctions restrictions, it is necessary to revise a number of established views on the features of scientific and technological development of the Russian Federation, and the practices related to financing scientific research associated with these views. Among such views, the concept of backwardness advantage, which has long been inconsistent with the realities of the modern world, plays the key role. The author believes that budgetary policy in the field of financing science should be subordinated to the tasks of ensuring the technological sovereignty of the Russian Federation. The latter implies a reversal of the current trend of unreasonably low rates of increase in Federal budget expenditures for financing scientific research. However, the Draft Federal Budget for 2024 and the planning period of 2025 and 2026 does not provide for corresponding changes. Maintaining the current situation in the field of budgetary financing of science, especially fundamental research, is fraught with significant threats to Russia's national economic security.

Possibilities of using nowcasting for evaluation and prediction of the progress of implementation state programs and projects

Marshova T.N., Migunov I.N., Kirichenko I.A.

Abstract

State programs and national projects are tools for achieving Russia´s national goals for the period up to 2030, which largely ensure the development and economic security of the country. The management system must promptly and effectively respond to all kinds of changes, challenges and new opportunities, which is especially important in the face of increasing volatility and uncertainty and growing sanctions pressure. The task of promptly assessing the progress of the implementation of state programs of the Russian Federation and national projects in the context of a delay in the release of some of the actual data required to calculate project indicators necessitates the improvement of methods for their short-term forecasting. The article analyzes the existing system of indicators of national projects of the Russian Federation, taking into account the frequency of their development and publication. The successful modern practices of preliminary assessment and short-term forecasting of socio-economic indicators are summarized. It is concluded that it is possible and promising to use nowcasting tools for the purpose of rapid assessment of the implementation of state programs and projects. General approaches to the use of nowcasting for indicators of state programs and national projects are determined. Criteria for the formation of a list of alternative (proxy) indicators are proposed. It is shown that the integration of nowcasting and the models developed on its basis into the monitoring system of programs and projects will contribute to their effective implementation, including by improving the management system based on improving the quality of indicators used in monitoring programs and projects.

Lev M.Y., Medvedeva M.B., Leshchenko Y.G.

Abstract

BRICS is an economic grouping that unites five countries. Each of those countries is a leading state in its region. BRICS faces many modern challenges. This study examines the most important issues for BRICS in the context of anti-Russian sanctions, i.e. promising areas for deepening cooperation between member states and in expanded formats with new participants in the context of institutional aspects of economic security. The trends and factors influencing the formation of the BRICS agenda were identified. The indicators of the BRICS countries in the new composition are analyzed. These indicators are considered as factors of national economic security. The reasons for the intensification of political cooperation, obstacles and opportunities for the institutionalization of BRICS as an international organization are identified. BRICS has every chance to transform from an informal format of cooperation into a stable international organization. To do this, it is necessary to have the official status of an organization (charter, headquarters, and permanent secretariat), to develop an effective strategy for economic security and development (including such areas as finance, economy, investment cooperation, digitalization and ecology), to establish and strengthen external relations with leading developing countries and international organizations on the basis of sovereignty, complementarity and mutual benefit in the economic, scientific and technical fields, taking into account the resource base of the BRICS countries. Acknowledgments: The article was prepared in accordance with the topic of the state assignment "Changing the institutional foundations of the economic security of the Russian Federation in new conditions".

The Kamchatka Territory: the results of the study and proposals for changing the situation on the labor market in the region

Gorodnov A.V.

Abstract

The desire to improve the social and economic situation in a particular region always depends on the people living in it. An active life position, as a rule, not characteristic of the majority of the population. Therefore, the readiness of certain people to carry out reforms aimed at changing the existing situation does not always find understanding among those ones in power. At the same time, only those who work and try to somehow change the situation in a particular territory for the better see the true and complete state of affairs. In order to develop specific proposals for changing the existing situation in the economy and social sphere of the Kamchatka Peninsula, a survey of representatives of business community and the regional authorities was conducted. The result of the study indicates that in order to overcome stagnation in the economy and create an attractiveness of the region, it is necessary to change the current Russian legislation in the migration sphere and develop effective, rather than declarative, mechanisms. Based on the results of the study, a number of proposals are considered. The proposals have found a positive response in the Government of the Kamchatka Territory and the Department of Internal Affairs of the Ministry of Internal Affairs of Russia for the Kamchatka Territory.

Diversification: coherence, strategy and practice in the activities of military-industrial companies

Baydarov D.Y., Faykov D.Y.

Abstract

Despite the serious growth of the state defense order, the issue of diversifying the activities of military-industrial companies does not lose its relevance. It is necessary to create a practical system of production of civilian products by the defense companies, as well as to further justify it scientifically. To date, the main problems in the diversification of defense companies are methodological, organizational, institutional, and socio-economic ones in nature. The objectives of diversification should correspond to both public public interests and private corporate interests. The authors suggest to create institutional conditions which are in the best interest of the country. These are the following conditions: the formation of a regulatory framework, a special administrative and legal regime, a system of technology transfer and management of intellectual property results, state support, etc.; the creation of a management system that includes three levels (federal, sectoral, companies); improving the quality of life in the territories of the presence of defense industry organizations. It is proposed to begin the development of the necessary regulatory framework by developing a concept for diversifying the activities of military-industrial companies.
