Risk management in preferential drug provision: modern approaches and application prospects (on the example of individual territories of the North Caucasus region)

Abstract

BAKGRAUND: The article is devoted to the study of the risks of preferential drug provision. Risk management in the provision of medicines to citizens within the framework of state guarantees is an important component of the pharmaceutical quality system. The growth of society's expectations regarding the level of medical care requires an increase in the effectiveness of the treatment and diagnostic process, minimizing the likelihood of side effects and maximizing comfort in receiving medical services. This requires the introduction of modern approaches to risk management, including inventory management of medicines, quality control and timely delivery. In addition, there has recently been an increase in the number of patients requiring long-term and regular medication, which creates additional risks associated with their improper administration, non-compliance with the regimen and possible drug interactions. Managing these risks becomes important to ensure the safety and effectiveness of treatment.

AIM: Scientific and methodological substantiation of ways to develop and implement modern approaches to effective risk management in the field of preferential drug provision to the population (using the example of certain territories of the North Caucasus region) and the development of measures aimed at minimizing threats related to the quality of medical services and the availability of drug.

METHODS: The research materials included: legislative and regulatory legal acts of the Russian Federation, regulatory legal acts of federal executive authorities; scientific papers on the organization of drug provision, as well as other scientific, methodological and reference literature on this issue. In the course of the research, the following methods were used: content, structural and functional, marketing analyses and the questionnaire method. The generalization and interpretation of the data obtained were carried out on the basis of statistical methods.

RESULTS: The key areas of application of risk management procedures in relation to the quality of preferential drug provision are identified (using the example of certain territories of the North Caucasus region). The results of classification, identification and risk analysis, developed specifically for the regional healthcare system, are presented. Risk assessment methods are described, their register is compiled, as well as risk management strategies are justified and specific risk management tools are proposed. Special attention is paid to measures to reduce the negative consequences of the identified risks in order to improve the effectiveness and safety of medical care and treatment of the population.

CONCLUSION: Thus, as a result of the conducted research, the main areas of application of risk management for the quality of preferential drug provision have been identified. A risk classification has been developed, risk identification and risk analysis have been carried out. Such quality risk assessment tools as the ABCD analysis method have been proposed and adapted for use in the healthcare system, as well as a version of the registry of risks of preferential drug provision. The high importance of introducing a systematic approach to risk management in the field of preferential drug provision to the population is shown (using the example of certain territories of the North Caucasus region). The integrated use of risk assessment and analysis methods, the creation of a risk register and the development of risk management plans provide the basis for improving the quality and accessibility of drug. Further steps include integrating the recommendations received into the practical activities of medical and pharmaceutical organizations and further exploring opportunities to improve risk management mechanisms at the regional and federal levels to minimize negative consequences and possible disruptions in the provision of necessary medicines to certain categories of citizens. The implementation of the recommendations will reduce the cost of money and material resources, optimize logistical processes and ensure stable drug supply to the population.
