Osnitsky E.M., Kuzmenko O.S., Dobryakovа K.V., Boroday D.V., Sartakov M.P., Deryabina Y.M.

Abstract

The article reveals the results of studies of the humic acids electronic spectra for various types and kinds of peat in the middle-taiga zone of Western Siberia (Khanty-Mansiysk Autonomous Okrug – Yugra). It was found that the increase in optical density is observed in samples of humic acids which were extracted from the peat with a high degree of decomposition (40–65 %).

At the first approximation the interpretation of received electronic spectra gives reason to range humic acids in the order with increasing proportion of aromatic structures share in macromolecules in the following order: 1) peat humic acids having a degree of expansion from 0 to 35 % with the content of a large number of peat-forming plants, where the extinction coefficients vary from 0.039 to 0.054 or sphagnum peat with the same degree of decomposition with the sphagnum containing 95–100 %, where the extinction coefficients have values between 0.030 and 0.042; 2) humic acids of all types and kinds of peat with a degree up to 35 %, where the extinction coefficients are from 0.042 to 0.068; 3) humic acid of peats of all examined types and species with a degree of decomposition from 40 % to 65 %, where the extinction coefficients vary from 0.059 to 0.087.

Although the method of electron spectroscopy is an important tool in the study of humification processes in peat, it has a limited informative value due to unresolved spectra.

Thus, peat humic acids with various botanical composition and various degree of decomposition are characterized by similar absorption spectra in the visible area in the form of a monotone increasing of absorption in short wavelength interval and differ from each other only by the absorption intensity.

Based on the obtained values of the electronic absorption spectra of the GK and the magnitudes of their degree of benzoindole (α), which are calculated by the results of elemental analysis, the obtained information about the ratio of aromatic and aliphatic fragments in the molecules of humic acids, i.e. the information about the structural organization of the molecule .

For the conditions of the Khanty-Mansi Autonomous Okrug – Yugra in all samples of peat humic acids did not reveal the dependence of their elemental composition from the types of source of peat, from the peculiarities of their species caused by the location and the specifics of peat formation.

Abstract

The subject of the study are informal institutions that influence the development of the Khanty-Mansiysk Autonomous Okrug – Ugra. The aim of the study is to identify the composition of informal institutions and the direction of their influence.

The scientific significance of the work is to use an institutional approach to study the economy of the northern resource-producing region. The practical importance of the work lies in the possibility of the executive bodies of the state power applying the management of the region's branches to draw conclusions about the degree of influence of informal institutions on the development of the industry.

The objectives of the study are:

  • studying the respondents' opinion on the impact of informal institutions;
  • study of the composition of informal institutions;
  • study of the direction of their influence.

The research methodology includes comparative institutional analysis, questionnaires.

The result of the work is an institutional analysis of the composition of informal institutions and their impact on the development of the economy of Khanty-Mansiysk Autonomous Okrug – Ugra.

Forecast of revenues from the tax on extraction of mineralsfrom oil production in new deposits in the northern territories

Razdrokov E.N., Korosteleva V.V.

Abstract

The purpose of the research, the results of which are given in this article, is to compile a forecast of revenues to the budget system of the mineral extraction tax on new fields in Eastern Siberia and the Far East. To achieve this goal, we analyzed the factors associated with the change in the price of oil, the exchange rate of foreign currency, the volume of oil production in the investigated territories; with the loss of budget revenues from the exemption of mineral extraction tax and export duties. The subject of the study are the factors influencing the revenues to the budget system of the tax on the extraction of minerals.

The scientific significance of the work lies in a comprehensive study of the influence of factors on the volume of tax revenues on the extraction of minerals in new fields in Eastern Siberia and the Far East. The practical importance of the work lies in the application of research results in decision-making in the field of taxation of mining operations.

The objectives of the study are:

  • definition of the list of factors influencing the volume of revenues from the tax on the extraction of minerals in new deposits;
  • Establishment of the degree of influence of factors on the amount of revenues to the budget of the tax on the extraction of minerals;
  • forecasting the further development of the exchange rate of foreign currency, the volume of production, the drop-out income from the budget.

In the process of work, the following research methods were used: statistical, computational, graphical, expert assessments, scenarios, etc. The result of the work is the identification of factors of revenues from the tax on extraction of minerals from oil production and their subsequent accounting in the process of forecasting the volume of tax revenue new deposits of Eastern Siberia and the Far East.

Inverse problems in the heat and mass transfer theory

Pyatkov S.G.

Abstract

This article is a survey of the recent results obtained preferably by the author and its coauthors and devoted to the study of inverse problem for some mathematical models, in particular those describing heat and mass transfer and convection-diffusion processes. They are defined by second and higher order parabolic equations and systems. We examine the following two types of overdetermination conditions: a solution is specified on some collection of spatial manifolds (or at separate points) or some collection of integrals of a solution with weight is prescribed. We study an inverse problem of recovering a right-hand side (the source function) or the coefficients of equations characterizing the medium. The unknowns (coefficients and the right-hand side) depend on time and a part of the space variables. We expose existence and uniqueness theorems, stability estimates for solutions. The main results in the linear case, i.e., we recover the source function, are global in time while they are local in time in the general case. The main function spaces used are the Sobolev spaces.

Particle dynamics with a viscous liquid through a porous medium cell with a pressure gradient

Martynov S.I., Deryabina M.S.

Abstract

On the basis of the previously developed mathematical model, the dynamics of the flow of a viscous liquid with particles in a porous medium is studied. The model takes into account the hydrodynamic interaction of all particles, both moving and stationary. For computer simulation of particle dynamics in such currents, a developed software package is used. A numerical calculation of the dynamics of a viscous liquid with particles at a given pressure gradient in two model structures of a porous medium, formed respectively of 450 and 478 particles of effective size is carried out. The dimensions of the dispersed particle placed in a viscous liquid were 0.3 and 0.2 of the effective particle size. The flow of a viscous liquid with a pressure gradient was specified.

It is found that in the presence of a pressure gradient, the movement of the dispersed particle in the porous structure has a component directed against the flow of liquid outside the structure.
