Abstract
The main general premises of the cargo points control system creation will be reviewed in this article. Basic principles of system approach and programs and principal approach are formulated with reference to cargo point as an elementary logistic system. Also hierarchy of objectives of cargo point is analyzed. Author's findings are used as basic theses for the creation of general algorithm of cargo systems managing.
