The article considers the criteria of poverty level assessment, the differences in the levels of minimum wages, the levels of living standards in Russia and in some developed countries.

In the article on the example of JSC «Molprom» it is shown the consistent use of strategy development matrix methods: regular and extended matrix of Boston Consulting Group, vision matrix – with the existing and the desired state assessment.

The analysis of Russia regions differences on the level of their investment activity has been made. The correlation between the size of the GRP and investment activity. Assessment of the impact of some socio-economic factors on the process of investment has been also conducted .

In the article models of two-level system of rural credit cooperation formation in Samara region have been presented as the priority direction of small business sustainable development. The ways of organization and formation of two-level credit consumer cooperation within rural areas further sustainable development Samara region have been also outlined.

The article describes the method of estimating the efficiency of agricultural policy in the region. There is a classification of the main indicators and methods for calculating them in the article. Author proposes to use a multiplicative approach to the evaluation of the agricultural policy efficiency in the region.

The typology Samara region areas on specialization and rates of economic growth has demonstrated. Strong and weak features of each type rural areas have been outlined. Rural areas sustainable development policy improvement recommendations have been developed, typology having been taken into account.

In this work the existing system of administrative staff business assessment procedure has been analyzed, its shortcomings and improvement ways have been specified. For an employee assessment the technology of Assessment Centre was applied. The formalized requirements to participants assessment in the form of description of necessary competences have been developed; the package of estimated procedures has been made up; the employees assessment from the point of view of available level of necessary administrative competences has been carried out; characteristics of employees by results of estimated procedures that allows to optimize business processes are made.

The state policy in the U.S. agro-food system is focused on the agricultural commodities because that is the base of the rural development, natural resources and environment. Also there is an important role for the support programs of the foods. Others program include trade, credit, rural development, forest and energy. This dynamics will be relevant to Russian conditions.

In the article the capital being in real commodity production model description has been presented where there is a continuous process of its circulation, that is transformation from a monetary form in commodity (production), and from commodity to the monetary. The directions of scientific researches in the economy sphere which are anyway connected with studying of laws of existence and activity of commodity productions and people are analyzed. On the basis of the received results adequate models reflecting movement of the capital in the commodity and markets share, and also model of a circulation of securities in stock market are offered.

Research in business management with a dynamic production process is held. The factors that influence the activities of these companies have been found, the concept of controlled dynamic economic system has been formulated.

Information and communication technologies have been considered as multifunctional tool of higher education , their efficiency in education process data have been analyzed, further problem study outlines have been found.

The interactive methods providing the activation of education and cognitive activity and promoting the effective formation of communicative competence of agrIengineering students of higher education institution are considered in the article.

In the article the essence of the concepts «activity», «professional activity», «engineering activity» is considered; specifics and features of engineering activity in the sphere of agro-industrial complex are allocated; the need of formation information and mathematical competence while engineers training at the university of agriculture.

Existing problems improvement of quality of preparation of future agroengineers in Russia are considered. Possibility of formation professionally – personal quality, namely technical creativity, at agriengineers on the basis of modernization of modern technologies of training reveals.
