At the end of April, the Russian Week of High Technologies (RWHT), the largest congress and exhibition project in the infocommunications industry, was once again held in Expocentre, the capital’s Fairgrounds. Along with the anchor event – the 36th International Exhibition "Information and Communication Technologies" ("Sviaz-2024") − a whole range of forums, conferences and seminars in telecommunications, IT, navigation and telematics. The RWHT project is included in the "Designing the Future" initiative of the Decade of Science and Technology announced in 2022 by President Vladimir Putin.

This series of papers presents international industry standards for 400G open line interfaces with interchangeable coherent optical transceiver modules (transceivers) for OTN/DWDM transport fiber-optic transmission systems (OTN/DWDM) (Part 1), evolution of generations of coherent digital signal processors (DSPs) for high-speed optical channels (wavelengths) in OTN/DWDM (Part 2), and evolution of technologies used to manufacture coherent DSPs for OTN/DWDM (Part 3).

The paper considers the current issues of artificial intelligence (AI) technologies applicationto ensure information security in 5G networks based on the analysis of standardisation of technical requirements of 3GPP, ETSI and ITU-T standardisation sector group on machine learning ML5G. It is shown that application of AI technologies to solve information security problems in 5G networks leads not only to its provision, but also to the form the new threats due to the emergence of possibility of attacks on machine learning technologies when they are introduced into these networks.

The main features of the mobile virtual network operators (MVNOs) development in Russia are studied. The peculiarities of interaction between MVNOs and backbone operators are considered, the main host operators in Russia at the moment are presented. The activity of several large Russian virtual operators is analysed. The author compares the state of the MVNO market in Russia and abroad, forecasts the prospects of MVNO development in Russia.

Information about the work of the Council for Professional Qualifications in the field of telecommunications, postal communications and radio engineering is presented. Professional standards developed for the high-tech field of quantum communications are indicated. Information about the pilot project on independent qualification assessment of college students "Installer of quantum communications network (level 3 qualification)" is shown.

The modern information security monitoring systems are analysed and the MaxPatrol SIEM-system is selected. The principles of event processing in the system are described, and the algorithm of correlation rules building is shown. The architecture, interface and modules of the system are developed.
