The article explicates the ontologic basis of the Russian identity constitution. As such basis the author offers topological models of social space of Russia. Each of models considered in the article can be presented as a spatial form of sense building which is a condition of the Russian identity constitution. The author allocates the concentric and boundary model and also model of chaos to which correspond monodiscourse-, polydiscourse- and nought-identity.

For modern Russia enduring not the best period of the history. Definition of logic of development of culture of military safety and variants of its realization during a globalization epoch is actual and is necessary. In article attempt to prove the given thesis is undertaken.

The article deals with the analysis of the dualistic concept of reality presented in the studies of the american philosopher and antropologist Carlos Castaneda. Special attention is given to the categories of Tonal and Nagual, discovering the content of which gives an opportunity to explain the essence of functioning and existence of the universe. The most thorough analysis of the functioning of existence is presented in Castaneda's Tales of Power.

The subject of the article is a system of postmodern world view with its main principles, which form the basis of modern historiography. Pluralism is the most important of them. From it may be drawn all other typical features of postmodernism, such as fragmentation, differentiation, deconstruction, decentration, changeability, localization, individualization, etc.

As article affirms, that «existence» on the internal semantic structure is «existence of the person in the world». On the one hand, the category «existence» sends to the real world, and with another - to stating subject as to the active being living and operating in this world. Features of development of the philosophical approach to a phenomenon of synchronic and diachronic semantic aspect of expression of a category «existence» in language which is defined by the importance of semantics put in pawn in it are analyzed.

In this article socially-philosophical aspects of consumption are considered, the social maintenance of this process is opened. It means: symbolization and conceptualization of cultures through consumer process (consumer products, styles of consumption, consumer culture); formation within the limits of specific cultural consumer an expert of psychotypes and a way of life; translation by means of consumer an expert of cultural traditions, rituals, values and as a whole an image of social -economic system; display of creativity in consumer experts; formation of social system of representations, classifications and stratification, and also formation of system of social relations and socialization of the person.

The article dwells on the significant role which information technologies play in the modern Russian society. One of the most important kinds of information technologies is information-psychological activity, which includes advertising as well. However, research in the sphere of information-psychological research is prevented by the negative understanding of the term «propaganda», which, in this case, is identical to the understanding of the term «information-psychological activity», and by poorly developed methodology of the abovementioned research. Hence, the article enumerates the principal methods of conducting research of information-psychological activity. The after word gives practical conclusions about improving the research level of information-psychological activity.

Presented clause is devoted to consideration of a problem of war in works of German researchers of XIX century. In it attempt of the analysis of evolution of concept "war" in a philosophical and historical context is made. Lacks and advantages of the German classical theory, with reference to a modern practice are revealed.

This work represents the systematised exposition of P. Ricoeur's hermeneutic ideas. There are the philosopher sources of Hermeneutics , purposes and the major moments of Hermeneutics are considered in the article. An attempt of the comparative analysis with hermeneutic concepts of predecessors who are Heidegger and Gadamer was undertaken. Also innovative thesis such as hermeneutic logic of double sense are revealed.

The article is devoted to the problem of the reality construction by means of mass media. The reality construction means both the process of information transmission and the meanings creation. The analysis of mass media as communication does not allow finding out the specificity of the reality effects because of communication acts deontology. On the contrary mass media as the meanings creation is often connected with the problems of the reality. It allows forming the idea of mass media reality effects and distinguishing them from the reality as itself. The article offers the consideration of the forming and working of the cumulative effect.

The article provides the myth of the fallen Watchers analyze, described in apocrypha text of the 1 Ethiopic Enoch, in 6-11 chapters. The author investigates the angels' images and the possible mystic traditions, which are probably incarnated in the passages. Related texts, such as the Bible and other Apocrypha mysticism texts took into consideration.

Formation and development of the civil law, regulating legal status of the railway right of way lands, is comprehensively studied in this article. A special attention is drawn to the fact, that the notion railway right of way appeared only in the Soviet period and meant in fact a narrow plot of land given to the railway as a legal person on the right of enjoyment. Analyzing the development of the rules in this sphere makes possible a conclusion that a serious change in the legal status of railway right of way is connected with the acceptance of The Land Code of the RSFSR in 1991, in which the provision for the lease of this lands by the third parties was made.

The primary element of any normative legal system is a rule of law. It has the indications typical for this legal institution and the branch of law on the whole. In general a rule of law is a rule that regulates public relations and the primary element of law. A rule of tax laws is the state will which is directed to set up the order ensuring the function of the system of taxation. A rule of taxation law consists of separate structural elements which make up a system called the structural of a rule. A specific character of the taxation law is shown not in the structure of a rule but in the method of interpretation of a legal rule of not taxation. According to this the method of interpretation of the legal rule means the arrangement of this legal rule in the texts of normative legal deeds.

In the article the author scrutinizes the historical development of the ideas about the private prosecution in the Soviet times, dwelling on the fact that the main feature of the Soviet procedural criminal law was the expansion of public and the reduction of private elements. The author comes to the conclusion that in the Soviet times the private prosecution was understood by the legislator and scholars not as independent activity of a complainant but as a special procedure of legal investigation of certain crimes.

In clause the analysis of activity of the Representative by the rights of the child in the Russian Federation is carried out. Social factors-legal which presence speaks about a urgency of institute of the Representative by the rights of the child are certain. Features of its activity are considered. The special attention is given to problems of activity of the Representative by the rights of the child in the Russian Federation and some ways of their decision are offered.

In August, 1921 the People's Republic of Tuva (PRT) was formed at the Tuvan Constituent Assembly (the Hural). There were firstly considered such basic decisions as questions on self-determination of Tuva, about the Constitution and also about strengthening friendly mutual relations with people of Soviet Union and Mongolia. The Supreme legislature according to the Constitution should belong to the National Congress (the Hural) of representatives from all regions of Tuva (Khozhun) and take place not less than once a year. The Supreme executive authority should belong to the General Central Council consisting also from representatives of all regions (Khozhun) (one from each khozhun). The government should be guided by instructions of the National Congress (the Hural) which subsequently (since February 1922г.) started to be called Great (Ulug) Hural. Large number of the constitutional acts accepted at various periods in the People's Republic of Tuva (the constitution 1921.1924, 1926, 1930 and 1941) makes one of the bright historically caused features of the Tuva statehood.

The Presented article reveals the notion and signs of the bank legal relations. The Bank legal relations - a special type of the legal relations, characterizes person by methods of the legal regulation, which most brightly reveal itself in process of the realization to bank activity.

In this article the definition of malicious evaluation of serving a sentence as imprisonment. Is analysed the emphasis is placed on problems connected with lack this concept in legislation and arguments concerning with criminalization indication in this legal category. Sociological knowledge allows to build a system of priorities (values), connecting with needs and interests of the society in general and other social groups separately, which are formed in brand after. Social results, received during a research performed, reflect an importance of an advertising while the process of purchase and confirm a mechanism of creating a brand's image with the help of formation status groups.

In given article image of local governments is considered. Conclusions and positions are based on the secondary analysis of empirical researches on problems functioning and development of local governments in the Russian Federation. The attention is focused on features of image of local governments, stages of its formation and structure.

Political socialization of youth, which is an important part of the socialization process, has popped up today in a number of pressing problems, as today the social studies of Russia's young people are experiencing a serious crisis. In a study of political socialization of youth theory of generations is a very promising. It was popular in the western management and used, in particular, to make recommendations on personnel management, taking into account the values that are important for employees of different generations. Using the applied aspects of the theory of generations in the study of political socialization can be considered the most adequate to interpret the processes of political socialization, structuring the system of values for each generation. And, of course, it can identify the most effective forms, methods and channels of political socialization of the young generation. The results obtained in the framework of the theory of generations, which is an effective tool for the study of political socialization, may underlie the development of effective forms and methods of political socialization.

The article is deroted to the changes in the membership in the state Corral of the Chuvash Republic in the period from 1998 till 2008. The biography of the deputies of the State Caincie Chandes according to the professional characteriotics are researched as well as how the level of anthority on elective process.
