The article considers the changes occurring to music today in connection with development of the media technologies. Despite the increased popularity of music, it is more often used practically: as a background, support of any activity, but all is more rare for esthetic pleasure. The author comes to a conclusion about global changes in the sphere of perception of music and occurrence of the new functions of it demanding the further studying.

The ecoethic ideal may be a little Utopian. It is a model for the society. Striving for this ideal make men to take care of environment. Some elements of ecoethic ideal exist in the social consciousness.

The fundamental problem of philosophy of history is that of the object of historical knowledge as a historical reality, understood as "something that was in fact" does not exist. Historical actuality, as something that affects the historical consciousness of modernity, and the really-existing past do not match. This mismatch causes a paradoxical phenomenon: the variability of the past. But it is at the same time means that the activity of the historian to interpret the "footprints" of the past change the historical actuality, and its results, thus, have themselves become "signs" and require further interpretation. In addition, the reality and the reality of the historical converge at the point "now", which must be understood as the co-existence of history and the historian. In this co-existence and should seek the existential foundation of history.

The sociocultural space of the information-oriented society sees not only an effect of the informational market globalization and mass information unification, but also an influence of the informational services diversification per regional or intensional signs. That allows small communities to develop their culture, maintain their language and form a sense of spiritual unity.

In a situation of dialogue with the unknown cosmic consciousness it is necessary to have a basic metaphor and the semiotic models of representation about it. To have such a representation it may be possible descriptive parallax between Water metaphor and Fire metaphor (Sl.Zizek's method). Semiotic models for our studies are S.Lem's novel «Solaris» and «Solaris» as A.Tarkovsky's film.

Object of studying of article is the problem of social philosophy - the maintenance of fundamental and spiritual relations in post reform Russia XIX century, reflected in a creative heritage of the Russian narodniks, investigated by means of aesthetic categories. An object of research are literary, economic, political and legal views of populists. In given article such characteristics of the sovereignty as "source" and "carrier" are investigated. The author suggests to differentiate concepts «a sovereignty source» and «the sovereignty carrier», results positions of scientific theories in understanding of the given categories and criticises their separate positions according to achievements of a modern legal science. In the present article the medical activity is considered, through the special characteristics, which are highlighted it from all the spheres of human activity. Four main characteristics are emphasized: the goal, onerousness, special education for that people who are performing the medical activity and special access to such activity (licencing).

In the article lawful bases and possibilities of expanding the rights of defender for the collection of proofs in the criminal case are analyzed. In this case, in accordance with CRC RF (criminally-remedial code of Russian Federation), the requirements for the assembled proofs are examined.

The article Civil servants work motivation in region: a sociological analysis by E.I. Vasilyeva focuses on the specific motivation of civil servants, in particular whether the public nature of the service being delivered can act as a motivating factor. This paper reports on a study of motivational issues within the Sverdlovsk region state power bodies, including work motivation and values. Results have significant implications for human resources management policy and efforts aimed at motivating staff.

Results of sociological researches of installations of townsmen of Ivanovo on debt behaviour are analyzed in the given article. Researches are spent by the author in 2008-2009. Possibilities of the analysis of variance and factorial analysis for definition a determinant of debt behaviour are used. Special attention is given to construction of typology of economic behaviour of the population.

This paper results of sociological inspection of the population of Krasnodar territory on revealing risks of distribution of various kinds of operation and human traficking are presented. On the basis of the results received during inspection the system of social indicators is developed, the groups of the population most subject to risk to fall a victim modern human traficking are allocated.

The article presents a theoretical structural model of sociology of culture, based on the analysis of sociological orientations. Based on the analysis of empirical data, such as copyright, and all-Russia research formulated the basic characteristics of the structural model of sociological culture.

The article discusses the applicability of systems theory and synergetics in ethnopolitical studies. Examples of both classic and contemporary ethnicity theories based on systems approach are shown, and a new concept of ethnopsychological matrix as the order parameter of ethnic system is proposed. The theoretical part of the article is illustrated by examinig the system nature of ethnoploitical conflicts in Northern Ireland, Kosovo and the Autonomous Republic of Crimea.

In the article the author considers the concept, essence, kinds, structure, principles and methods of regional political marketing. In the author's opinion regional political marketing is a system of activity management, based on a complex study of regional political market, political management and local self-government for satisfaction of political demands of the regional citizens, a change of political behavior and political mentality. Regional political marketing is devoted to arouse interests of representatives of all social groups and society layers, of the whole regional political membership. As the main kinds of regional political marketing the author defines: electoral, political and administrative, net. The basic structural elements of regional political marketing are presented by regional political market, by the regional political product and regional political space. To the main principles of regional political marketing the author relates: the principle of close correlation and coordination; the principle of interdependency of regional political marketing elements; the principle of effectiveness; the principle of unity of marketing strategy and tactics; the principle of reasonable sufficiency. As the methods of regional political marketing the author marks out: analysis, segmentation, positioning, promotion of the political product, control of marketing events realization.

One of priority directions of social and economic development of Russia last years becomes modernization of economy in view of the ecological factor. The active role in development of the Russian ecological legislation today belongs to members of parliament. In research pays attention to the analysis of ecological sections of programs of parliamentary and oppositional political parties of Russia.

Integration processes, proceeding in Central Asian region are the cause of global tendencies in a system of International relations. Modern world today represents totality of regional blocks.
