Basic concepts of medical and social expertise. Part 2: procedure for carrying out medical and social examination of a person

In medical and social expertise (MSE) procedure the following persons are participating: the inspected person, doctor referring the patient to the MSE, and doctor performing the MSE. The sequence of actions of each participant is regulated by the «Rules for recognizing a person as disabled» (The Rules) approved by the Government of the Russian Federation. There are statutory goals for MSE carrying out. According to The Rules, there are corresponding procedures for MSE performing, a procedure for re-examination of a disabled person and a procedure for appealing against decisions of the MSE bureau. The algorithm of the MSE procedure depends on the form of its implementation (with or without personal presence of the patient). Depending on the degree of impairment of body functions, rehabilitation potential, clinical and rehabilitation prognosis, the terms of disability are established (with or without indicating the period for the next re-examination). Strictly regulated causes of disability are not a specific disease, but represent a certain social category, on which additional benefits and payments depend.
