General provisions
The high quality of scientific publications is ensured by a system of peer review of all articles, which allows for the selection of works containing significant scientific results, taking into account the current experience of domestic and foreign scientists and representing interest to the scientific community. The reviewers include specialists in the scientific fields covered by the journal.
After the review is completed, the author is sent a written review and a copy of the manuscript with comments from the reviewer and scientific editor for revision. When an article is published, the dates of its receipt and acceptance for publication are indicated.
The editorial board has the right to refuse to publish an article based on the results of the review, the incompatibility of the article's content with the journal's subject matter, or the unsatisfactory quality of the submitted materials.
Details
The review procedure for articles submitted to the editorial board of the Journal is aimed at ensuring the quality of articles published in the journal. All articles submitted to the editorial board for publication are reviewed. The review should provide a comprehensive and objective assessment and analysis of the strengths and weaknesses of the submitted article. Both members of the editorial board of the Journal and external reviewers with a candidate or doctor of science degree, who have sufficient experience in scientific work in the scientific field stated in the article and are familiar with the requirements of the editorial board of the Journal for published materials, are involved in the review process. If possible, the reviewer should not work in the same department as the author(s) of the article. The editorial board strives to avoid conflicts of interest between authors and reviewers.
The review should be 1-2 pages of typed text. When a manuscript is submitted to the editorial board, all authors are notified of the review procedure. The names and places of work of the reviewers are not disclosed by the editorial board. The number of reviews submitted is determined by the editorial board. Usually, one review is sufficient to make a decision on publication. More than one reviewer is appointed in cases where the article is at the “junction” of sciences or scientific fields. At the discretion of the editor-in-chief, additional reviews may be appointed after the initial review has been received.
Reviewing articles is not remunerated.
Review procedure
- All manuscripts received by the editorial board are registered, after which the executive secretary and the editorial board of the Journal determine the article's compliance with the scientific profile of the Journal and the requirements for formatting, and send the article for review to the editor-in-chief, who assesses the scientific level of the article and sends it for review.
- If the article is rejected, the editorial board of the Journal sends a reasoned refusal to the authors.
- The review period is set by the editor-in-chief, taking into account the date of publication of the next issue of the Journal, and should not exceed one month.
- The review indicates:
- the correspondence of the title of the article to its content;
- the relevance of the issues discussed in the article;
- the scientific novelty of the research results and their practical significance;
- the completeness of the literature review;
- compliance with the accepted standard for formatting references to the literature in the article;
- the clarity of the presentation of the material, the correctness of the terminology, and the quality of the article's formatting;
- completeness and clarity of the graphic material presented, use of SI units of measurement or units acceptable for use alongside them;
- presence of clear and understandable headings;
- completeness, validity, and correctness of the mathematical apparatus and theoretical propositions used;
- validity of conclusions;
- comments and recommendations to the author of the article, the need for its revision.
- The review should end with a recommendation:
- on the advisability of publishing the article without changes;
- on the advisability of publishing the article after its revision by the author (without re-reviewing or with re-reviewing);
- on the rejection of the article.
- The reviewer has the right to provide a review at their discretion. Reviews are certified with the seal of the organization where the reviewer works (not required).
- The editorial board of the Journal sends copies of the reviews to the authors of the submitted materials. In the event of a negative review, the editorial board of the Journal sends a reasoned refusal to the authors.
- Reviewing is confidential. The author of the reviewed article is given the opportunity to familiarize themselves with the text of the review.
If necessary and with the author's consent, the article may be sent for review again. An article that is not recommended for publication will not be accepted for reconsideration. - A positive review is not sufficient grounds for publication of an article. The final decision on the advisability of publication is made by the editorial board of the Journal.
- The editorial board makes one of the following decisions:
- accept the article for publication without corrections;
- send the article for additional review;
- return the article to the author for corrections based on the reviewer's comments;
- reject the article (with mandatory justification).
- After the editorial board of the Journal has made a decision on the publication of the article, the executive secretary of the Journal informs the author and announces the publication date. The originals of the reviews are kept in the editorial office of the Journal for five years.

General provisions
The editorial board's policy is based on international practices regarding copyright protection and ethical principles supported by the Committee on Publication Ethics (COPE), a community of leading scientific journal publishers.
In its work, the editorial board is guided by the following key principles: reliability, scientific significance, and relevance of published works.
The procedure for accepting, evaluating, and publishing scientific articles is open.
The editorial board does not allow the publication of materials whose content is prohibited by the legislation of the Russian Federation.
The editorial board is responsible for the quality of published scientific articles and supports initiatives aimed at reducing the number of misconduct by researchers and violations of ethical standards.
Negative results obtained by authors in the course of their research do not prevent their publication in the journal. The editorial board encourages scientific discussion and the exchange of experience in the pages of the publication.
Ethical principles for editors
The editorial board of the journal is guided by the following COPE ethical principles:
- editorial impartiality;
- maintaining the confidentiality of research participants, authors, and reviewers;
- adhering to scientific ethics when reviewing articles, encouraging honest scientific discussion between authors and reviewers;
- maintaining contractual relationships between the publisher, editors, and authors;
- promoting the protection of intellectual property and copyright;
- rejection of manuscripts containing previously published material by other authors without reference to the original sources (plagiarism);
- non-disclosure of the personal data of authors and reviewers and other information obtained in the course of professional interaction;
- making editorial changes to articles in consultation with the authors.
Ethical principles in reviewing
The editorial board supports the following basic principles that reviewers should adhere to.
- Reviewing only those manuscripts for which they have sufficient knowledge to evaluate.
- Timeliness of reviewing.
- Maintaining the confidentiality of expert evaluation.
- Objectivity and constructiveness in writing reviews;
- Informing the editorial board of any conflicts of interest;
- The content of the review should not be influenced by the origin of the manuscript, nationality, gender, religious or political beliefs of the authors; Reviewers should not use information obtained during the review for personal gain or in the interests of others.
Ethical principles for authors
Authors of materials submitted to the editorial board are fully responsible for the accuracy of the information contained therein and for the compliance of the materials with the norms of legislation, morality, and ethics.
The editorial board expects authors to adhere to the following principles:
- compliance of the materials for publication with ethical and legal norms;
- originality and scientific novelty of research;
- reliability of the results obtained; researchers should make every effort to describe the methodology of their work clearly and unambiguously so that their results can be confirmed by other researchers;
- objective discussion of the significance of research;
- recognition of the contribution of others, mandatory bibliographic references to the works used;
- presentation as co-authors of all participants who made a significant contribution to the research;
- reporting of significant errors or inaccuracies in the publication and cooperation with the editorial board to correct the identified errors or withdraw the publication as soon as possible;
- absence of borrowings without references to the original sources (plagiarism) in the article.
