Gotlib E.M., Valeeva A.R., Yamaleeva E.S., Tverdov I.D., Dolgova A.V.

Abstract

This paper discusses the issue of utilization of rice and buckwheat husks, a comparison of their modifying effect in epoxy antifriction coatings, for this, the elemental composition of these fillers was determined using X-ray fluorescence analysis, their structure was analyzed by scanning electron microscopy, and the acid-base characteristics of the filler surface were determined by the pH method., the surface area of the pores of the ash of rice and buckwheat husks, their oil absorption were calculated, a sol-gel analysis was carried out to assess the density of the spatial network of filled epoxy coatings, and their wear resistance and hardness were determined.

In the course of the research, the optimal temperature for obtaining ash from rice and buckwheat husks was established, which contributes to an increase in wear resistance, hardness and a decrease in the static friction coefficient of filled epoxy coatings. It is shown that the optimal temperature for obtaining rice husk ash is 500 °C, and buckwheat husk ash – 800 °C.

At the same time, rice husk ash is a more effective filler for epoxy polymers than buckwheat husk ash, since it increases the hardness of materials and provides a greater decrease in their friction coefficient.

Phase composition and concentration of yttriumin films during the deposition of aluminumand aluminum alloys from the gas phase

Snitovsky Y.P.

Abstract

The work is devoted to the study of the stabilizing effect of yttrium additions during the deposition of thin aluminum films, which are used for the manufacture of elements of micro- and nanoelectronic devices. The surfaces of Al films doped with aluminum oxide were investigated using a scanning electron microscope before and after annealing for 300–420 s at a temperature of 500 °C. It is shown that fine alumina particles are uniformly distributed on the surface of the films during thermal evaporation of a wire made of an Al – Al2O3 alloy. By the method of quantitative metallography, the content of the AlxOy phase in the Al films was determined: when spraying wire from the Al – Al2O3 alloy, its content was 10–12% of the mass fraction; when spraying wire made of Al – Al2O3 alloy and Al wire in a ratio of 50:50 – 1% mass fraction.

Network architecture of the calibration benchof thermal imaging and spectral devicesfor monitoring high-temperature synthesis of materials

Dolmatov A.V.

Abstract

The work is devoted to changing the structure of the software of the temperature calibration stand for organizing interaction with networked intelligent devices for spectral and thermal imaging control. On the basis of.Net technology and the C # programming language, a network service of the PSH-2035 source was created, which controls the current of the TRU-1100-2350 model temperature lamp. The service translates network messages with temperature values in ASCII commands of the source with the corresponding lampcurrent level and sends them for execution via the RS-232 interface. The reverse conversion allows the network client to obtain information about the current state of the lamp. The transfer of messages between the network service and the client is carried out using a unique protocol based on TCPtransport. The server side of the software uses the MySQL DBMS as an operator for a structured storage of batch jobs and a temperature lampoperation log, synchronizes its own computing platform with the world time system via the NTPprotocol and provides a GUID to a calibrated smart device for consistent identification of records in specialized databases. The stand software supports the multicast protocol for the simultaneous calibration of several devices.

International legal problems of extradition in the united states:theory and practice

Karpovich O.G.

Abstract

Abstract: Russia consistently supports the return of interstate cooperation to the framework of generally recognized principles and norms of international law with the central coordinating role of the United Nations. Russia insists on stopping the "hunting" of American special services for Russian citizens in third countries, returning them to their homeland, who were sentenced to long terms of imprisonment in the United States under far-fetched pretexts. It is necessary to correct the problems artificially created by Washington with cooperation on legal assistance, to normalize the conditions for the functioning of our diplomatic and consular institutions in the United States.

The first research in this area was conducted in the 60s of the last century. Despite the apparent simplicity of the problem, its true content is ambiguous. Researchers usually use the General and very broad category of "efficiency of punishment", and the definition of "efficiency of execution of criminal punishment" remains undeveloped. While not restricted to such concepts as "effective sentencing", "the efficiency of criminal-legal regulation", "effectiveness of punishment" and "performance punishment." Also, to date, no indicators of the effectiveness of the execution of criminal penalties have been identified.

Methods. The conclusions made in the research process are the result of using various scientific methods, such as analysis and synthesis, as well as systematic and comparative methods.

Tasks. The main purpose of the article is to fill a gapin the theory of criminal enforcement law regarding the concept of efficiency of execution of criminal punishment. The following tasks are identified: formulation of the author's concept of the effectiveness of the execution of criminal punishment and determination of its features.

Results. In the study, the analysis of scientific views on concepts such as the efficiency of criminal punishment, the effectiveness of the criminal law and the effectiveness of the execution of criminal penalties, gives the authors the concept of efficiency of execution of criminal punishment.

Conclusion. The effectiveness of the execution of criminal punishment is the ability of the penitentiary system to achieve the goals of criminal punishment in accordance with current legislation and social expectations, reflecting the optimal application of repressive and correctional measures, the material and financial resources used. The execution of a criminal sentence becomes effective when it has the following characteristics: 1) balance of punitive and corrective actions; 2) progressive execution of punishment; 3) the focus of the punishment for public needs and social needs; 4) compliance of the execution of punishment the level of social and economic development of the state; 5) the regimentation of the sentence; 6) the variability and individuality corrective measures against the convicted person.
