Peer Review Process

  1. Manuscripts submitted to the journal’s editorial stuff shall be accepted for review and shall be forwarded to responsible secretaries for further review within 5 business days provided compliance with the Instructions for Authors.
  2. Review shall be performed in a confidential manner by an expert in scientific studies domain to which manuscript relates elected out of members of the journal’s editorial board.
  3. Review shall be performed based on the principle: readers do not know authors, and authors do not know readers.
  4. In case of negative review results, manuscript shall be submitted for additional review to an independent external reader elected out of leading experts in scientific studies domain of the manuscript.
  5. In special cases, for more detail and deep assessment of the manuscript, it shall be submitted to independent external readers elected out of the number of the leading experts in related medical fields.
  6. Review preparation term is 15 days following submission date of an article.
  7. Reader’s objectives:
    1. qualified analysis of the manuscript, well-reasoned assessment based on the following criteria: consistence of the article’s content to the journal’s profile, topic relevance, scientific and methodological level of performed studies, validity of statistical data processing, originality of main provisions and conclusions, and practical implications.
    2. clear opinion expressed in review on publication suitability of the manuscript (full or abbreviated), need for reprocessing or denial;
    3. in case of negative review results, reasons for denial of the manuscript;
    4. submission of signed review to the editorial stuff. Submission of scanned review in pdf format in allowed.
  8. Manuscript authors may familiarize themselves with review.
  9. Editorial stuff shall retain the right to take final decision on denial, reprocessing or acceptance of the manuscript for publication.
  10. Editorial stuff does not assume any liability for publication terms of the submitted manuscripts.
  11. If necessary, the author shall rework its manuscript with description of all amendments and/or objections and shall re-submit the material to the editorial stuff.
  12. Following rework, responsible secretary shall forward manuscript for repeated review, which takes 10 business days. In such a case, submission date of the manuscript to the editorial stuff shall be the return date of reworked material.
  13. Decision on publication suitability following repeated review thereof, as well as in case of any diverse opinions of the readers, shall be taken by the Chief Editor or the Editorial Board by open voting, by simple majority of votes.
  14. Readers shall be notified by the responsible secretary on the fact that all manuscripts are private property of their authors and shall be treated confidentially. Readers shall not reproduce manuscripts for personal purposes. Confidentiality shall be deemed violated only based on invalidity or forgery of materials.
  15. Materials shall be kept in editorial offices. Storage term of manuscripts and reviews is 5 years following publication.

Archiving

The journal uses the PKP Preservation Network (PKP PN) to digitally preserve all the published articles. The PKP PN is a part of LOCKSS (Lots of Copies Keep Stuff Safe) program offers decentralized and distributed preservation, seamless perpetual access, and preservation of the authentic original version of the content.

Also, the journal makes full-text archives on the Russian Science Electronic Library (http://elibrary.ru/) platform.

 

Delayed Open Access

The contents of this journal will be available in an open access format 60 month(s) after an issue is published.

Indexing

Articles in journal are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.
  • WorldCat
  • Ulrichsweb (Ulrich’s Periodicals Directory)

 

Editorial policy and ethics

  • Articles, which have neither been published nor accepted in other publications, shall be accepted for publication in given journal.
  • An article shall be supplemented with the official letter of reference from institution, in which such article has been composed.
  • An article shall be signed by all authors. It is required to indicate last name, first name, and patronymic of the author, with whom editorial stuff of the journal would carry on correspondence, as well as his/her contact e-mail address, phone, and fax number.
  • By submission of an article, an author agrees that copyrights to the article shall pass to the editor, if accepted, as of approval thereof for publication.
  • Copyrights include exclusive rights to reproduction, distribution (including reprints, photos, microforms or any other similar reproduction forms), as well as translation of an article.
  • Articles submitted to the editorial stuff shall be reviewed.
  • Opinion of the editorial staff may differ from the opinion of publication authors.
  • Reference to journal shall be included in case of reprint.
  • Advertizing accounts shall be liable for validity of placed advertisements.

 

Publication Fees

Publication of results of scientific studies conducted by any candidates is free of charge.
