Abstract
Многие страны мира испытывают острый и средний дефицит воды. Такое положение дел приводит к конкуренции за этот ресурс. Изучение потенциальных инструментов снижения угроз для Российской Федерации является приоритетной задачей, так как она находится на втором месте по уровню запасов пресной воды и граничит с вододефицитными странами. В статье проанализированы различные определения водной безопасности, обозначены ключевые направления и инструменты обеспечения водной безопасности, позволяющие создать смягчающие условия последствий изменения климата и других факторов, влияющих на стабильность.
