Комплексный подход к решению проблемы наводнений в бассейне Амура

Аннотация
Разрушительные наводнения на территории России чаще всего случаются в бассейне Амура. Для защиты от этих стихийных бедствий планируется строительство гидростанций, так как их водохранилища способны перехватить часть паводка. Из возможных вариантов их размещения ПАО “РусГидро” выбрало створы в среднем течении р. Селемджи и в нижнем течении р. Зеи. В статье анализируются экологические последствия сооружения двух ГЭС, приводятся доводы о неприемлемости этих проектов. Авторы выдвигают обоснованное мнение, согласно которому альтернативные варианты экологически безопасны и при этом не более затратны. Ориентация на защиту от наводнений только посредством гидростроительства не может обеспечить приемлемое решение проблемы, поэтому необходимо комплексно использовать разнообразные подходы.
