The variants of construction of SCS stationary lines for machine halls of data processing centres on the basis of modular-cassette technique are considered. Full compliance of this technical solution with the requirements of standards is shown. An important role in defining telecommunications development strategies is played by correct goal-setting, including elaboration of basic principles and basic technical requirements for prospective networks. On the one hand, the goals should be inspiring and non-trivial, and on the other hand, they should not be detached from reality, but should be set achievable goals. Examples of unattainable goals formulated in some international and domestic documents are considered, possible negative consequences of this are indicated, and measures aimed at preventing such cases are proposed.
