Regional information and communication systems (ICS) development simulation models, which take into consideration the specifi city of its problem orientation and associated with it chance factors impacts on functioning techno-economic indicators, have been designed. The system dynamic patterns core set used for regional ICS development simulation models construction has been developed. Formal specifi cation tools used for ICS development scenarios defi nition, which allow taking into account random actions within the simulation which adduce to mechanisms changing of ICS parameters dynamics, have been proposed.
