Abstract
The universal crisis of the late twentieth century exacerbated problems of a systemic crisis in Russia. It attracted attention of the scientific community to the special role of management in the formation of a new type of reproduction. For Russia, the question arose about the adaptation of international practice, considering the real situation in the country.
