International experience of self-employment legal regulation

摘要

The article is devoted to the analysis of the experience of self-employment legal regulation in foreign countries such as USA, Canada, Japan, China, France, Germany and Great Britain. The relevance of studying this experience is due to the active development of the self-employment segment in the Russian labor market against the background of the digitalization, the shortage of decent jobs in the corporate sector in a number of regions, the attractiveness for citizens of the professional income tax. The authors of the article explore international and national approaches to determining the legal status of the self-employed. The peculiarities of regulating the relationship of the self-employed as dependent or independent contractors with employers are revealed. The features of providing the self-employed with basic and additional social guarantees are established. The results of the study can be used in the preparation of proposals for amendments and additions to the Russian legislation in the field of regulation of self-employment.

Becoming self-employed in Russia

摘要

The introduction of changes in the Russian legislation concerning the self-employment tax has provided more favorable conditions for the legalization of self-employment. The article attempts to identify trends in the development of self-employment in the context of federal districts and types of activities, to determine the main directions of migration flows of self-employed citizens, as well as the size of the average income of self-employed citizens in different federal districts. The results of the study allow to conclude that the legalization of self-employment has a positive dynamics for the years 2020-2023. The income of self-employed citizens from professional activities is growing; the largest number of self-employed people is concentrated in large Russian agglomerations, where the experiment of establishing a special tax regime and official registration of the self-employed began earlier. At the same time, a considerable part of self-employed citizens continue to remain in the informal sector of the economy and do not wish to undergo the official registration procedure. This requires an extensive information work among the population on the part of the state bodies and interested structures. Further development of self-employment in Russia will create conditions for the implementation of entrepreneurial initiatives of the population and will create prerequisites for increasing the stability of the economy in times of crisis.

Forecasting the growth of regional labor productivity

摘要

The article is devoted to the problem of forecasting the growth of regional labor productivity. To study labor productivity in the regions of Russia, the methods of factor and regression analysis were used. Based on the proposed multivariate regression model and logistic regression model, the share of Russian regions where labor productivity will increase with a probability of more than 95% is estimated. This made it possible to identify regions as points of growth of regional labor productivity. In terms of labor productivity growth, problematic regions have also been identified. The proposed results can be used by the Ministry of Economic Development of Russia to justify the effectiveness of regional development.

This article examines some aspects o social policy related to people with disabilities at the regional level. The situation in the sphere of social services for persons with disabilities is analyzed.The authors suggest ways to improve the activities of authorities in this area. The official statistical data of the main indicators of the sphere of social services of the Lipetsk region residents are systematized. The authors assess the results of the activities of regional authorities on the implementation of social support programs for persons with disabilities and assistance in the employment of unemployed foreigners. Measures to improve the implementation of social policy related to the disabled in the region, including measures for the social integration of the disabled by creating an information and communication portal, are proposed.

Analyzing how to pay medical staff in the current epidemiological conditions

The article considers problems related to the replacement of special social payments for providing medical care to patients with COVID-19 coronavirus infection with compensatory payments.The evolution of payments to medical staff for COVID-19 treatment and other social support measures is considered. Causes and consequences of suspension of special social payments were revealed. The order of realization of compensatory payments was analyzed. The problems of financial provision of a new type of payments were established. The measures to be taken by health care institutions are highlighted.The actual status of the new compensatory payments in terms of attributing them to payments for hazardous working conditions is ambiguous, because the authorized executive authorities allow the treatment of COVID-19 to work part-time. From the point of view of the provisions of the Labor Code, this is inadmissible. This demonstrates the need to improve the regulatory framework of payments to medical staff for the risks associated with the treatment of COVID-19.

Problems of visualization of statistical data on occupational safety and health amidst digital transformation

The article is devoted to the visualization of statistical data as a way of analyzing economic information, in particular, labor conditions and occupational safety and health. It is shown that scientific researchers offer methods for optimizing big data for a simpler and more understandable representation. Attention is paid to the need to develop programs and platforms to ensure occupational safety and health with visualization of the main indicators. The problems of obtaining and processing data and the introduction digital technology for the development and improvement of mechanisms of state management of occupational safety and health are discussed. The conclusions and recommendations obtained during the analysis on visualization of statistical data and integration into existing reports can serve as a guideline for meeting the needs of public authorities in high-quality and detailed statistical information, as well as the needs of commercial, scientific, educational organizations, the media, and individuals.

Transforming occupational safety: new approaches to high-tech personal protective equipment in the digital environment

The process of digital transformation of the Russian economy requires industrial companies to introduce new information technologies that allow increasing the labor productivity and, consequently, the companies' efficiency.The research purpose was to substantiate a new approach and a system of criteria for classifying personal protective equipment as innovative and high–tech amidst digital transformation.The authors analyzed the elements and suggested forecast of the digital transformation of an industrial company. The authors justified the importance of innovative personal protective equipment, defined the requirements and developed a system of criteria for assigning personal protective equipment to innovative and high-tech. The conceptual and categorical apparatus in the digital environment is developed. New definitions, which makes it possible to justify the classification of personal protective equipment in the digital environment, are proposed.Criteria for high-tech personal protective equipment against heavy pollution and increased mechanical loads, toxic and aggressive substances, as well as extreme conditions should be included in the occupational risk management system in order to improve the industrial production safety.The results of the study may be useful to representatives of public authorities, specialists of the labor protection system, as well as experts solving problems of improving the efficiency of the occupational health system management.

Profile of the victim in fatal accidents

The article is devoted to the problem of stabilizing the level of fatal occupational injuries in the Russian Federation. The author suggests compiling a profile of the victim in fatal accidents. A review of scientific publications and research is carried out. According to the established characteristic, the profile of the victim was compiled. These characteristics are as follows: age and years of experience, gender of the victim, availability of personal protective equipment, conducting a knowledge check and the time from the moment of the knowledge check to the accident, type of economic activity and profession. The data obtained can be used by employers and occupational safety specialists in order to identify employees who have fallen into these risk groups in order to build a set of additional occupational safety measures to prevent a possible fatal accident.
