Developing import substitution in the conditions of innovative economy in the Russian agro-industrial complex

Abstract

The article discusses import substitution development in the interests of stimulating the digital economy in the Russian agro-industrial complex. The study was based on a comprehensive analysis of statistical data on the digital development of the agro-industrial complex, including comparison with the industry benchmark, on information obtained as a result of a survey of digital management professionals in the agro-industrial complex and experts in the field of digitalization and import substitution in agriculture. transformations for the development of agriculture, highlight the priority areas of digitalization and emphasize the objective regularity of the digital lag of the agricultural sector compared to other industries. The dependence of digital transformations in the Russian agro-industrial complex on the import of equipment and key technology is shown. An extremely low level of import substitution is stated. This does not correspond to the priority interests of ensuring sectoral development. In conclusion, a set of measures to solve the problem of import substitution is proposed. These measures include the promotion of cooperation between the state, business, and scientific institutions; the development of intersectoral cooperation between companies and agribusiness management bodies, Russian industry and the information technology sector; the creation of a favorable ecosystem for the development of digital technology, improving legal regulation and public administration; raising awareness; and the development of digital competencies.
