Reduction of imbalances in the development of Uzbek regions based on the assessment of economic growth factors

Abstract
The article discusses the indicators used in monitoring regional development imbalances in the USA, China, Japan, the UK, and the EU countries, as well as the specifics of regional policy to eliminate them. Generalization of foreign experience made it possible to identify priority areas that need to be taken into account when implementing programs to reduce the disproportions in the level of development of Uzbek regions. Methodological approaches to assessing the level of socio-economic development of the regions of the republic are studied. According to the specific indicators of the gross regional product, the volume of industrial production, investments in fixed assets, and real total income per capita, an analysis of the differentiation of regions for 2018-2022 is carried out. Diagnostics of the factors of economic growth made it possible to identify the main problems that negatively affect the level of development of depressed regions of Uzbekistan. In order to align the territorial structure of the republic\'s economy, new mechanisms of regional development are considered, based on conditions, potential and opportunities, as well as further improvement of the business environment, improvement of the procedure for providing state support and increasing its effectiveness.

Development of digital technology in Uzbekistan within the framework of COVID-19

Abstract
The article discusses various problems of digital technology development in Uzbekistan and factors of digital transformation of the economy during COVID-19. The analysis revealed the possibilities of digital technology, which proved to be promising organizational solutions during COVID-19 coronavirus infection. Digital technology has opened up new opportunities for managing economic and social processes and increasing the adaptability of the studied systems to increased workload. The author, based on the world experience in the digitalization development, compared the growing needs, as well as the development opportunities of the industry under study in Uzbekistan. The study of the experience of using computer technology in a complex epidemiological situation has become necessary to identify the main directions of digitalization not only during the pandemic, but also in the subsequent development of Uzbekistan.

Economic impact of agro-food supply on Russian-Uzbek communication by means of Agroexpress accelerated container trains

Abstract
The article substantiates the cargo base for the supply of agro-food products in the export-import direction between Russia and Uzbekistan. The characteristics of the project for the organization of accelerated container rail and multimodal transportation of agro-industrial food products between the countries of the Eurasian Economic Union, Central and Southeast Asia are given. An assessment of the economic effect of agro-food shipments by refrigerated container trains in comparison with deliveries in universal wagons and non-specialized rolling stock is given. The research materials are addressed to representatives of companies producing agricultural and food products and companies operating international multimodal transportation.

The status, challenges, and opportunities of Russian-Kazakh cross-border cooperation: the nearer, the farther

Abstract
Taking into account the uniqueness of each section of the Russian-Kazakh cross-border area, the authors test two hypotheses. First, under the new economic and political conditions, the cooling of relations observed at the intergovernmental level is directly manifested at the level of municipalities in the cross-border regions. Secondly, the strengthening of the barrier function of the border determines the positioning of the studied region of the Russian-Kazakh cross-border area in the group of coexisting cross-border territories.The study is based on empirical data obtained through a sociological survey on the territory of the Bolshechenigovsky municipal district of the Samara region of the Russian Federation, bordering the Bayterek district of the West Kazakhstan region of the Republic of Kazakhstan. Special attention is paid to the interpretation of the comparative results of the survey of two groups of respondents: the population and experts.As a result, the assessment of changes cross-border cooperation in the new geopolitical conditions was carried out. The authors identifies the causes and factors hindering the development of cooperation of cross-border territories, various aspects of the attitude of residents to the territory on the other side of the border.The authors identified opportunities and challenges for the development of cross-border cooperation, as well as priority areas of cooperation at present and in the future. Conclusions about the need to form an integral ecosystem of cross-border cooperation in order to strengthen friendly relations between Russia and Kazakhstan are drawn.Acknowledgments: The reported study was funded by RFBR and FRLC, project number 21-510-23002.

Scientific foundations of the formation of the digital economy in the regions

Abstract
The article examines the trends and dynamics of regional development, the essence and features of the digital economy, reveals its specifics and determines how the introduction of its individual elements contribute to the development of the economy. The process of digital technology development and its socio-economic features are analyzed. A mechanism for managing regional economic development in the context of digitalization is proposed. The structure of the digital economy as a phenomenon should contain elements that are basic for each of the above theories, that is, the digital economy in this context can be considered as a stage of economic development characterized by the use of innovations and the latest achievements of scientific and technological progress (in particular, information and communication technologies and computer networks), based on information and knowledge.Separate components of the digital economy can be distinguished: big data, artificial intelligence, quantum technologies, wireless communication technologies, virtual and augmented reality.
