Resumo

The article is devoted to the implementation of the resolutions of the II Congress of Soviets of the USSR dated January 26, 1924. Assembled a few days after the death of Vladimir Ilyich Lenin, it legitimized a number of measures to preserve his memory, which formed the basis for the further formation of the cult. Based on archival sources, the author shows how each of the decisions was implemented and what difficulties the organizers faced. The purpose of the article is to review the first measures of the Soviet government aimed at perpetuating the memory of V. I. Lenin. The research materials used were archival documents from the funds of the Russian Academy of Medical Sciences and the General Assembly of the Russian Federation, periodical press materials, collections of legislative acts, published reports and memoirs of participants, as well as research papers on each of the adopted resolutions. The author comes to the conclusion that despite the spread of certain phenomena (for example, the publication of collected works or the appearance of monuments) even before their approval by the Second Congress of Soviets, he legislated them and initiated mass organized commemoration.
