DEBATING ISSUES OF HISTORY

Russian Revolutionaries and Russian Old Believers: From Sympathy to Repression. Part 1. Statement of the Problem. First Period

Kerov V.V.

Abstract

The purpose of this work is to clarify the reality or mythology of the position about the active participation of Old Believers in the anti-government movement in the second half of the 19th — early 20th centuries. An analysis of sources showed that the Old Believers never took an anti-state position, showing only their loyalty to state power. During the period under review they rejected the revolutionaries' claims to cooperation. Only during the Civil War did the Old Believers side with one of the warring parties, which, in the absence of a single supreme power, cannot be assessed as anti-state activity. Soon after the Bolshevik victory, the Old Believers took an unambiguously favorable position towards the Soviet regime, despite the previous brutal repressions. At the same time, the Russian revolutionary intelligentsia during the second half of the 19th century retained illusions regarding the Old Believers and unsuccessfully tried to attract them to the fight against the samoderzhaviye. The democratic revolutionaries of the 60s turned to the clergy of the Old Believers, and the populist revolutionaries of the 70s also tried to work with the broad Old Believer masses, primarily peasants, to no avail.

What Kind of History is Artificial Intelligence Writing?

Gerasimov G.I.

Abstract

The purpose of the article is to find out the capabilities of public versions of modern artificial intelligence in the field of creating historical texts, their quality, theoretical orientation and the possibility of using them as a tool for historical research, as well as auxiliary material for students and anyone interested in history. To achieve the goal of the study, a comparison was made of texts on historical topics created by domestic (GigaChat from Sberbank) and foreign (ChatGPT 3.5 from OpenAI) artificial intelligence. Analyzing the test results, it was noted that both AIs make factual errors, including crucial ones. A comparison of foreign and domestic AI showed that the knowledge base used is much wider and richer in ChatGPT 3.5 from OpenAI, so it gives more detailed, extensive and balanced answers. GigaChat from Sberbank, as well as ChatGPT 3.5 from OpenAI, «adheres» to mainly liberal views on Russian history, which is explained by the predominance of Western liberal theories in domestic historical literature, used as an AI knowledge base. Assessing AI responses in general, the author believes that both versions of artificial intelligence give a mostly negative assessment of Russian history. The author considers it inappropriate to recommend both AIs for use by schoolchildren and students as an auxiliary tool for studying Russian history.

The Practice of Insurance of Industrial Enterprises in the Middle Volga Region at the end of the 19th — Beginning of the 20th Century

Arsentiev V.M., Makushev A.E.

Abstract

Purpose of the study. The article, using materials from archival sources and scientific literature, examines one of the most important components of the development of industrial business in Russia at the end of the 19th — beginning of the 20th centuries, insurance.

Conclusion. The purpose of the study is to identify insurance practices of industrial enterprises in the Middle Volga region within the specified chronological framework. As a result of the study, the author comes to the conclusion that under the conditions of accelerating the processes of early industrial modernization, the functioning of industrial business was associated with the need to fulfill a number of formal requirements. One of them was insurance of industrial enterprises, which was associated not only with increasing risks, but also with the need to implement financial and production projects for business development. In particular, the possibility of obtaining bank loans and participating in government contracts was associated with the need to insure industrial enterprises. Using the example of the Simbirsk province, we see that the practice of insurance is quite firmly integrated into the business organization system, allowing it to be financially stabilized and made more stable in terms of countering risks and threats.

Reserve and Reserve Troops and their Place in the New Organizational Structure of the Russian Army after the Reform of 1874

Benda V.N., Leonov E.A.

Abstract

The article deals with the recruitment system of the Russian army after the unsuccessful Crimean War, which revealed its shortcomings. It is shown that the recruitment reforms that began after the abolition of serfdom in 1861, as well as the reforms in the army as a whole, had as their main goal the transformation of the domestic armed forces into a modern mass army. The emphasis is placed on the fact that after the introduction of universal military service in 1874, conditions were created for the formation of the required mobilization reserve, which proved its effectiveness in practice. It is concluded that due to the implementation in practice of important transformations of the military organization, one of the main tasks of reforming the army has been solved — the creation of a modern mass army. Previously unknown archival and other little-studied sources and literature are being introduced into scientific circulation.

Animal Husbandry Orenburg Regions in 1954–1964: Number, Stock Composition, Products

Motrevich V.P., Mamyachenkov V.N.

Abstract

Based on the materials of two major federal archives — the State Archive of the Russian Federation (GARF) and the Russian State Archive of Economics (RGAE), as well as one regional archive, the dynamics of production of the main types of livestock products in the Orenburg region during the reign of N.S. Khrushchev (1954–1964) is studied. The analysis of meat, milk, wool production is carried out and eggs, both in terms of gross livestock production in the region, and separately by state farms, collective farms, farms of collective farmers, workers and employees in kind and monetary terms. The authors concluded that the ambiguous dynamics of livestock production had its reasons, one of which was the testing of nuclear weapons at the Totsky test site in September 1954, and the other was the contradictory actions of the authorities in the late 1950s — early 1960s. It is shown that throughout the studied period, the individual sector in animal husbandry demonstrated stable negative dynamics for all major types of livestock products with the exception of wool. This process was the result, first of all, of the strengthening of collective farm and state farm production, as well as state policy aimed at the full infringement of citizens' farms. It is concluded that in the period under study, the livestock industry of the Orenburg region made a noticeable step forward in its development.

ECONOMIC HISTORY

The Development of the Optical Industry of the USSR in the Second half of the 1940s — Mid–1960s under the Conditions of Transition Towards Late Industrial Modernization

Sludnyh A.V.

Abstract

The purpose of the research. The purpose of the research work was to study the history of optics as one of the high-tech industries of production and science in the context of the transition to late industrial modernization. The topic is actualized by the modern conditions of the formation of the post-industrial economy and the need for import substitution in the face of sanctions pressure.

Results. In the second half of the 1940s — mid-1960s, having carried out re-evacuation and reconversion, the optical and mechanical industry of the USSR expanded its production and scientific base, mastered new types of optical products, and improved optical glass production technologies. The scientific and technological revolution has led to the emergence of new high-tech industries in need of high-tech optical devices (space industry, electronics, photo-film industry). In the second half of the 1940s — mid-1960s. The Soviet industrial modernization in optics was entering its final stage, and the fourth technological order was taking shape, within the framework of which there was a proliferation of conveyor production, laser technology, alignment equipment, and programmable machine tools. By the mid-1960s, the country was well-off in competition with the West in optical technologies, the USSR produced high-precision optical devices for export. The successes of the optical and mechanical industry and science created the prerequisites for the transition of the Soviet Union to a post-industrial economy.

Implementation of Agricultural Tax Among Collective Farmers of the Urals in the Second Half of the 1930s

Filatov V.V.

Abstract

The relevance of the study of agricultural taxation of the collective farm peasantry is due to the fact that at present there are still not enough scientific publications on this problem, which is important for historical, economic and legal sciences. It is necessary not only to analyze the legislation on agricultural tax, but also to reveal the nuances of its practical implementation among collective farmers. Experience of taxation in the 1930s. in such a large region as the Greater Urals will be of interest to scientists engaged in similar research in other areas of the country. The object of study is the Ural collective farmers, and partly, before the introduction of income tax in 1936, collective farms, and the subject is the legislation on agricultural tax and its impact on the real economic opportunities of collective farm households to ensure the normal existence of the family. The time frame of the study is determined by the second half of the 1930s, when collectivization was completed and most of the taxation fell on the collective farm peasantry. The purpose of the article is to use new sources and approaches to systematize the available material and identify the peculiarities of taxation of collective farmers in the Urals. The work used general scientific methods, as well as comparative, historical-genetic, statistical and others. The study showed that during the period of economic modernization, with the help of the agricultural tax, issues of strengthening the state budget were resolved, part of which was directed to the needs of the village. For collective farmers, in the conditions of constant growth not only in agricultural taxes, other payments and in-kind duties, they had to experience difficulties in the family budget. The restrictions of the Charter of the agricultural artel did not allow the personal farmstead to develop to its full potential. Attempts by collective farmers to devote more time to their farming and to expand crops were resolutely suppressed, especially in the late 1930s. Not all collective farmers could withstand the hardships of collective farm life with a low assessment of their work and high duties, so some of them left the collective farm, joining the number of individual farmers, state farm workers, and city workers.

Folding and Operation During the Great Patriotic War Repair Systems

Zapariy V.V.

Abstract

This article examines the mechanisms of the formation and functioning of the post-war reparations system in the last period of the Great Patriotic War. Based on recently declassified GKO documents, a description of the forms and methods of work of the military bodies of our country in this direction is given. Quite debatable conclusions are being made that reparations in the short term after the war gave significant increases in industrial production, however, after some time, they became, to some extent, a technical and technological brake on the further development of Soviet industry.

Attempts to Overcome the USSR's Lag in the Field of Petrochemistry in the Second Half of the 1960s

Bodrova E.V., Kalinov V.V., Krasivskaya V.N.

Abstract

The purpose of the publication is to investigate the problem of the evolution of the state industrial policy in the field of petrochemical development in the second half of the 1960s on the basis of declassified archival documents. It is proved that the country's leadership had all the data indicating both the significant role of petrochemistry in the economy of developed countries, the active growth of production volumes, and the significant lag of the Soviet Union in a number of areas. The data provided by Soviet diplomats and experts in this field accelerated the consideration of these issues in the Central Committee of the CPSU. The conclusion is formulated that measures were taken to overcome the backlog, but they proved insufficient and did not bring the expected results. Among the blocking factors are: the predominance of the interests of individual departments; planning miscalculations; lack of financing; low prices for oil and petroleum products, constraining the development and implementation of energy-saving technologies, economical power plants; wasteful consumption of raw materials, products of its processing; forcing the export of raw materials, including to the COMECON countries. It was often political motives that prevailed in this case, but not economic expediency.

SOCIOCULTURAL COMMUNICATIONS IN THE PAST AND PRESENT

Representation of the Urals Space in Guidebooks at the End of the XIX — Early XX Century

Golikova S.V.

Abstract

The article studies the presentation of the Urals space in Guidebooks published in the end 19th — early 20th centuries. The publication of the guidebooks is recognized by the author as an important milestone not only in the development of tourism, but also in the formation of the cultural geography of the region. They allow us to present the process of producing knowledge about the Urals from a special point of view and clarify the changing approaches to describing the territory of the region. An analysis of guidebooks to the Urals showed the absence in their texts of clear principles for dividing the Ural macro-region, and the region itself was presented discretely and incompletely in them. The increase in the number and species diversity of tourist attractions in guidebooks compensated for this deficiency. It was they who made it possible to form an impressive and multifaceted geocultural image of the Urals.

Free Time and Recreation of Citizens in the Visual Images of the Soviet Press of the 1920s

Klinova M.A., Trofimov A.V.

Abstract

The purpose of the study. This article analyzes the visual content of the Soviet press of the 1920s, in order to reconstruct the normative and deviant models of recreation reflected in it by the urban population of the country.

Conclusions. In visual media stories, the problems of free time and recreation exist in several planes: imperative (approved, ideologically correct strategies and practices of organizing free time are broadcast); normative (examples are given indicating the «sprouts» of a new way of life); critical (deviant practices and «remnants» of the past that need to be eliminated are ridiculed and castigated). In quantitative terms, in the press of the 1920s, the plots of the first and second groups, devoted to cultural recreation of citizens in parks, libraries, theaters, etc., prevailed. The practices of deviant recreation (drunkenness, gambling, etc.), explained by pre-Soviet remnants, the difficulties of the recovery period, and the lack of education of citizens, were more often represented by anonymous plots indicating vice, but not discrediting specific citizens. The press was intended to form cultural leisure practices among citizens rather than reflect the realities of the pastime of citizens in the 1920s.

Approaches of Russia and Turkey in Strengthening Regional Security in the Middle East and Central Asia in the Second Half of the 20th and the First Quarter of the 21st Centuries

Pospelov N.V.

Abstract

The article considers the problem of regional security which is on the agenda of the international community. Russia and Turkey as two politically and economically interconnected countries have a rich history of relations. The Middle East and Central Asia where their national interests overlap are priority directions at the present stage. However, disagreements in conflict resolution do not allow reaching a compromise and entering a new level of interaction. At the beginning of the 21st century Russia and Turkey showed an interest in strengthening regional security and achieving peace and stability. Although the incident in November of 2015 slowed down the development of cooperation and caused the refusal to maintain friendly contacts Moscow and Ankara realized the need to overcome differences and follow the provisions of concluded treaties and agreements. The beginning of a special military operation in Ukraine on the 24th of February of 2022 showed their complex and ambiguous interaction in the Middle East and Central Asia. The aim of the article is to identify the approaches of Russia and Turkey in strengthening regional security.

To the Question of the Creation and Distribution of Gunpowder Weapons

Nefedov S.A.

Abstract

The article analyzes the current state of the problem of the creation and distribution of gunpowder weapons. A brief review of publications over the past twenty is given in the article. The evolution of gunpowder in China was traced in these works. The process of taking this weapon by the Mongols was explained, and its characters were indicated. Evidence of Mongol use of gunpowder in their western campaigns was analyzed. The proliferation of gunpowder weapons in the Middle East has been traced in more detail. In particular, it was shown that the concept of «naft» began to apply mainly to powder mixtures from the 12th century. This made it possible to evaluate information about the use of «naft» by the Mongols and about the sending of shooters with «naft» from Egypt to the Golden Horde. The opinion that the Golden Horde warriors used gunpowder was firmly substantiated.

The Nuclear Weapons Complex in Ural Historiography

Kuznetsov V.N., Konstantinova A.G.

Abstract

The article deals with the results and achievements of Ural scientists in studying the nuclear industry history. Public interest in detailed, scientifically based coverage of the construction, development and operation of enterprises in the nuclear weapons complex has always existed, but the development of this initiative was hampered by the special secrecy of archival materials on the activities of all enterprises and organizations related to the development and serial production of nuclear charges and ammunition. Only the socio-ideological changes caused by perestroika led to the declassification of archival funds, making them available for research. This situation has led to an increase in the number of publications on the nuclear project topic, including publications of Ural scientists.

Formation of Highly Qualified Personnel of History Teachers in Ural Universities in the 1917–1941's

Kamynin V.D.

Abstract

The article considers the question of how highly qualified personnel of history teachers with academic degrees and titles in universities of the Urals were formed in the first third of the twentieth century. It is concluded that in the pre-revolutionary period, history was taught to students by masters of history evacuated from Petrograd at the only university in the region in Perm. During the Soviet period, there were three stages of higher education reform1918 –the beginning of the 1920s, the 1920s-1930s, the end of the 1930s-before the outbreak of the Great Patriotic War, each of which had its own criteria for the formation of highly qualified personnel. There was complete confusion in the issue of certification of scientific personnel. It was only by the end of the period under study that the country developed the usual system of awarding academic degrees and titles. Until the beginning of the Great Patriotic War, the region did not have its own certification system for scientific personnel. History teachers who worked at universities in the Urals defended their dissertations at universities and scientific institutions in Moscow and Leningrad.

University Education in the Ural in the 1960–1970s: Historiography of the Issue

Gorbachev A.O.

Abstract

The paper attempts to identify and analyze the main stages of studying the history of university education in the Urals. The peculiarities of studying the issue under study determined the specifics of the author's approach — the inclusion of works that explore the higher school of the USSR. The author divided the extensive body of discovered historical literature into 2 periods: Soviet and post-Soviet. During the Soviet period, the formation of the study of higher education problems in the USSR, including university education, took place. Monographs, collective works, and papers are actively appearing, which are written in a wide chronological and territorial framework, based on a large statistical array of data. In the post-Soviet period, research on higher education continues. There are papers, the authors of which analyzed the formation and development of regional higher education systems, identified their main stages. Certain aspects of university education in the Urals (specific universities — Perm State University named after A.M. Gorky and Ural State University named after A.M. Gorky). A body of memoir literature dedicated to these higher educational institutions has been identified. The author has not revealed any generalizing works on the history of university education, which stimulates him to further scientific research on this issue.
