The social component of the economic security in modern Russia

Abstract

The article presents the materials of the All-Russian Scientific and Practical Conference “The 7th Senchagov Readings” on the topic “Russia's economic security: responding to new challenge” for scientists, specialists, academic staff and postgraduates, held in Moscow on March 23-24, 2023 in full–time and ZOOM format on the basis of the Institute of Economics of the Russian Academy of Sciences and with the organizational and scientific participation of the Financial University under the Government of the Russian Federation, V.Ya. Kikot' Moscow University of the Ministry of Internal Affairs of the Russian Federation, St. Petersburg State University of Economics, Nizhny Novgorod State Technical University named after R.E. Alekseev, Section of Problems of Macroeconomics and Social Market Economy of the Russian Academy of Natural Sciences and the Journal "Economic Security". The main directions of the forum discussion on the sectional direction "The social component of the economic security in modern Russia" are highlighted. The problems associated with the revision of the social policy priorities and the strengthening of the humanitarian component of labor policy in close connection with the policy of prices and incomes are noted. The authors consider the indicators of economic security assessment that are most significant in the conditions of the mobilization and post-war economy, such as the dynamics of prices for certain groups of goods and services that characterize the state and threats to the development of socio-economic security: inflation, real wages, healthcare, education, mortality and fertility.FUNDING.The article is based on the results of the All-Russian Scientific and Practical Conference “The 7th Senchagov Readings” on the topic “Russia's economic security: responding to new challenge”. Price trends in the diagnosis of economic cognitive dissonance in the assessment of socio-economic security

Abstract

The article examines the impact and relationship of inflation and consumer prices on economic development, accompanied by a decrease in the level of income of the population as a result of the anti-inflationary policy, one of the factors of which is cognitive dissonance.The theoretical and practical aspects of ensuring the socio-economic security of the state in the refraction of cognitive dissonance and the development of the Russian economy in the conditions of unfavorable price trends are analyzed. A comparative analysis of inflation targeting in foreign countries with the implemented monetary policy in Russia is carried out.A comprehensive critical analysis of the monetary policy implemented by the Bank of Russia and price growth in various segments of the commodity market for the period 2012-2023 was carried out. According to monitoring data from various organizations, including the state statistical service, prices and price indices for food and non-food groups of goods, housing and communal services, and petroleum products were studied.Conclusions about the insufficient effectiveness of the goals of anti-inflationary policy in relation to improving the welfare of citizens are drawn. In this connection, the following series of measures in the field of inflation regulation are proposed.It is proposed to develop a state policy in the field of prices and tariffs based on the integration of market and state price regulation.It is necessary to annually improve the quality of state regulation of prices and tariffs for goods and services of natural monopolies and housing and communal services.It is recommended to develop a methodology for determining prices and tariffs without introducing additional costs into them.In order to reduce trade margins, inventory should be carried out and the network of Russian trade intermediaries should be minimized.The results of the study may be in demand in the legislative and executive authorities in the formation of pricing policy in the new model of the economy at the present stage.

The role of oil and gas revenues in ensuring russia's economic security

Abstract

The modern Russian economy largely depends on the amount of funds received by the federal budget from the sale of gas and crude oil to foreign partners. However, Russia, having been subjected to extreme sanctions from the majority of Western trading partners in 2022-2023, have been forced to quickly rebuild the export directions of these energy resources. To date, the problem has been largely solved. China and India have increased imports of Russian oil and gas, almost completely offsetting the volumes that Western countries refused. However, the strengthening of the monopoly power of these countries as the main buyers does not guarantee their loyalty to our state, which can cause serious damage to the economic and technological security of Russia.The authors propose a set of measures to reduce the dependence of the Russian economy and industry on oil and gas exports.

Problems of state regulation of prices on the Russian automobile fuel market in the context of Russia's socio-economic security

Abstract

The article examines the situation on the Russian automobile fuel market, which worsened by the end of summer 2023. The reasons for the rapid increase in wholesale and retail prices for gasoline and diesel fuel, as well as its impact on the socio-economic security of Russia, were analyzed. The measures of the Russian government that affect prices on the Russian automobile fuel market were considered. Their timeliness, consistency and effectiveness in reducing threats to Russia's socio-economic security were assessed. It is shown that in the absence of a clear concept of state pricing policy as part of Russia's socio-economic development strategy in an open market economy, price regulation in the highly monopolized motor fuel market is reduced to a series of ill-conceived and ineffective decisions that lead to contradictory results in terms of reducing threats to Russia's socio-economic security. Scientific and technological sovereignty: new challenges and solutions

Abstract

The article examines the problems associated with ensuring scientific and technological sovereignty amidst the sanctions pressure of the United States and the collective West on the economic processes taking place in Russia. The collective West is going to introduce the 11th package of sanctions, which may extend not only to Russia, but also to third countries.The subject of the study is the identification of new challenges and threats, as well as decisions taken to ensure the scientific and technological sovereignty of our country.The Russian economy is under severe pressure not only from economic sanctions, but also psychological, Russophobic and power pressure.In these circumstances, it is necessary to take a number of anti-sanctions measures that should minimize the consequences of the sanctions imposed, and above all, ensuring scientific and technological sovereignty and economic security.The author defines new challenges and threats, as well as the decisions to be made, taking into account the scientific and technological sovereignty of our country.In order to ensure scientific and technological sovereignty, it is necessary to analyze the impact of new challenges and threats on progressive development, as well as consideration of priority anti-sanctions maneuver measures.The article concludes that the sanctions war unleashed by the collective West had a negative impact on the pace of economic development of the country. According to the IMF, by the end of 2022, the fall in the size of Russia's gross domestic product should be (-2.2%), which will negatively affect the replenishment of the federal budget and the standard of living.

Developing mechanisms to ensure technological sovereignty of state corporations

Abstract

The relevance of the article is due to the need to form a new model of the economy based on technological sovereignty and a stable competitive position of Russian manufacturers in world markets. The hypothesis is considered that one of the main institutions of such a model are state corporations. As a result of empirical research, it was determined that the mechanisms used by state corporations include: activities in the field of high technology, creation of the most complete technological chains, consolidation of medium and small business companies around themselves, ensuring import substitution for key technologies and products, development of activity and projects of national importance, and participation in the creation and support of the necessary institutions. It is confirmed that these mechanisms make it possible to implement measures established by the state and theoretically justified for the formation of technological sovereignty. A number of institutional effects accompanying the activities of state corporations have been identified: the formation of the sectoral and technological structure of the economy, including the public and private sectors; creation of institutions for interaction between the defense and civilian sectors of industry; development of planning methodology at the state and corporate levels; formation of technology transfer systems; development of a model of technological sovereignty as a model of technological equality. The conclusion about the need for further institutionalization of the identified mechanisms and effects is made.

National defense as a basic factor in ensuring the technological sovereignty of the Russian economy

One of the priority tasks for the Russian economy is to achieve technological sovereignty. Financing the National Defense section of the federal budget is one of the basic factors in achieving sovereignty in any area, including technology. The study analyzes the connection between national security and the achievement of national interests, as well as such concepts as technological sovereignty and economic security. The characteristics of the financing of the National Defense section from 2021 to 2025 are given, which allows to draw a conclusion about the connection between defense spending and the achievement of technological sovereignty of Russia.

Assessment of measures taken to address demographic problems in the Far East amidst partial mobilization

Abstract

The article presents an assessment of the measures taken on demographic problems in the Far East. The example of the Kamchatka Territory as a separate entity, which development is impossible without migrants, is considered. A comparative analysis of the results of previous studies in various constituent entities of the Russian Federation is carried out. The main phase of the study took place at the beginning of a special military operation on the territory of Ukraine. This indicates a sharp decrease in the flow of migrants and, as a result, a reduction in economic activity in the region. The study was conducted both through a personal survey of respondents (migrants and the local population, including those directly interested in the workforce) and remotely (by phone and by sending questionnaires by e-mail, including to employers).The results of the study were sent to the Government of the Kamchatka Territory and the Department of Internal Affairs of the Kamchatka Territory. The results of the study have found practical application for the development of a number of regulatory documents aimed at changing migration legislation in the framework of the implementation of the provisions of the Concept of State Migration Policy and economic development of the region.

Political and economic aspects of business security in a world of change

Abstract

The article deals with the problems of economic security at the macro level. A comparative assessment of the concepts of company risk management policy and strategy is presented. The necessity of a broader interpretation of the concept of risk management policy, which significantly goes beyond the risk management system, is substantiated. The essence of motivation changes in the modern risk environment is revealed: from minimizing the mathematical expectation of a risk event in classical theory to minimizing the standard deviation from the expected result in neoclassical theory, and then to minimizing the cost of a call option (or maximizing a put option) in post-neoclassical theory. The actual problems in ensuring the economic security of the company amidst digitalization of public relations are noted; and ways of leveling them are formulated.

Customizing tools for antitrust regulation of digital markets as an element of successful competition policy amidst global challenges

Abstract

The changing nature of competitive relations in the face of severe restrictions, the emergence of new business models of digital platforms, characterized by dynamism, innovation and increased market pressure on the competitive environment, require the development of methodological approaches to antitrust regulation that take into account the specifics of the markets. Based on an assessment of a cross-network effect, the interaction of user groups in transactions and the degree of openness of the platform to new participants, it is proposed to establish the geographical and commodity boundaries of the markets that the digital platform uses. The importance of conducting an analysis focused on future potential competition in digital markets is increasing in order to understand the trends in the development of the digital world. The experience of the Federal Antimonopoly Service of the Russian Federation of law enforcement in relation to digital platforms is reflected. The directions in the practice of regulating digital markets are shown. They are as follows: focusing efforts on collecting empirical data on competition and barriers to entry into technology markets, ensuring the protection of the interests of consumers of digital services as a prerequisite for compliance with the requirements of antitrust legislation. A set of tools for suppressing cartels at electronic auctions used in OECD member countries is presented. These tools include mitigation of penalties for providing information, digital screening, digital verification methods, and digital detection tools. The dynamics of the suppression of cartels at electronic auctions by the antimonopoly authorities in Russia is estimated.

Assessing the systemic risk of mesoeconomic security based on regional strategies of socioeconomic systems

Abstract

The weak methodological elaboration of regional development strategies is the current problem of economic security at the meso-level. Such a problem is systemic in nature. It manifests itself in the lack of uniformity in the forms of strategic plans and the evaluation of their results, and, above all, in the chronic failure to fulfill the tasks contained in the development strategies. Based on the analysis of regional strategies, this article attempts to identify the shortcomings of their formation, using quantitative estimates for the entire set of regions. The characteristic features of such a presentation are noted for indicators that are considered the most relevant from the point of view of the world community, the population of the Russian Federation and its regions. A basic version of a set of indicators is proposed. It is advisable to evaluate these indicators when describing regional development strategies.Based on the analysis of data on regional strategies, the author tries to present in probabilistic terms an assessment of the economic security of a set of regions, using an implicit assessment of the requirements for the values of the characteristics of economic security of individual regions. To assess economic security, a probabilistic criterion is proposed. This criterion reflects the ideas that have emerged in the country's regions regarding how to develop them strategically.

Impact of the indicator of corruption in state authorities for counterdrug activities on region's economic security

Abstract

The article touches upon the growing threat of destructive influence on the level of economic security from its independent threat, expressed in the form of an increase in the share of the shadow sector of the economy due to its main criminal structural element - drug trafficking. Attention is drawn to the fact that under these circumstances, there has been an increase in corruption-related crimes in the field of drug trafficking, which causes discrediting of all activities of state bodies engaged in countering drug trafficking and drug use not for medical purposes, thereby encouraging the development of a negative factor of drug corruption. The author focuses on the need to determine the impact of the indicator of corruption in government agencies to combat drug trafficking on the level of economic security of the region.The paper notes that it makes sense to consider the nature of the destabilizing impact of corruption in the field of drug trafficking in combination with individual indicators of the country's economic development. At the same time, it assumed that the availability of generalized statistical data is not able to reflect an accurate description of dependencies, since the data are limited to several years and influenced by a large number of economic factors. The interrelation of calculated values of indicators influencing the spread of illicit drug trafficking and the indicator of corruption in the region shown using regression, variance and cluster analysis methods, an assessment of the impact on the level of economic security given, which emphasizes the relevance of the research for the purposes of developing and making decisions in the field of anti-drug and corruption security

Content analysis of articles on the economic security of the perfume and cosmetics industry

Abstract

The article presents an overview of scientific articles written and published in Russia, united by the research of the economic security of the perfume and cosmetics industry over the past five years (2018-2022). The array of scientific articles consists of 25 works selected in a non-random targeted manner. The phrase "economic security of the perfume and cosmetics industry" must have been present in the title of the research. In the absence of articles suitable for this parameter, the selection was expanded to such phrases in the title as "the state of the perfume and cosmetics market" or "problems of the perfumery and cosmetics industry" or "trends in the development of the perfumery and cosmetics market", or the presence of the following keywords "economic security" or "sanctions" or "falsification" or "counterfeit" or "import substitution" or "pace of development" and "perfume and cosmetics industry" or "perfume and cosmetics industry" or "perfume and cosmetics market" or "perfume and cosmetics" or "cosmetics" or "perfumery". The standard scientific article in the presented sample has an average volume of 6 pages and contains 2 conclusions: Me = 2 (1; 2), minimum 1, maximum 5. There are 49 conclusions in total. In this article, the authors described quantitative characteristics with the determination of medians and quartiles of the sample, as well as qualitative characteristics (scientific supervisors, places of publication and others). The articles were classified according to the objects of research and key conclusions. As a result, insufficiently studied areas were formulated.

Methodology for assessing the level of economic security of agricultural higher educational institutions

Abstract

This scientific study reveals the importance of higher agricultural education and higher educational institutions of an agricultural profile for the development of the state’s economy. An institutional system for assessing the economic security of an agricultural higher education institution has been described. Based on the institutional system, a methodology for assessing the level of economic security is proposed> The methodology includes indicators, indices and threshold values. Recommendations and measures to increase the level of economic security by improving the indicators of areas of activity of the educational institution that require improvement are presented. The proposed measures are aimed at improving the scientific sphere of the educational institution, increasing the income of the university, strengthening international cooperation. It is recommended to introduce a system for monitoring and assessing the level of economic security of a higher educational institution.

Trade and economic sanctions against Russia and their compatibility with WTO law: scenarios for ensuring the economic security of the state

Abstract

The article examines anti-Russian trade and economic sanctions and their compatibility with WTO law in the context of promising scenarios for ensuring the economic security of the state. The organizational and budgetary structures of the WTO, as well as Russia's membership fees to the consolidated budget of the organization are considered.The advantages and responsibilities of Russia's membership in the WTO, including in the conditions of the sanctions regime, are analyzed. A comprehensive analysis of the trends in trade and economic sanctions against Russia and their causal relations in the context of WTO compatibility was conducted.Recommendations on scenarios for ensuring Russia's economic security in the context of trade and economic sanctions are proposed. The results of the study may be in demand by the legislative and executive authorities in the formation of foreign economic policy in the new economic model at the present stage.

The article considers the formation of an optimal mechanism for ensuring the economic security of investment and construction projects in the context of the effectiveness of interactions between the subjects of the relevant process.The features of ensuring the economic security of investment and construction projects are analyzed. A functional decomposition of investment and construction project management is proposed. The powers and obligations of participants in the investment and construction process have been clarified. The classification of risks of investment and construction projects in the aspect of measures aimed at reducing them has been updated.At the end of the study, an adaptive mechanism for ensuring the economic security of investment and construction projects is proposed, which contains the following elements-mechanisms: organizational and managerial, regulatory, financial and budgetary, investment, innovation and insurance.

The publication of new textbooks on financial disciplines, which have a section on monetary policy, including material on currency risks, inflation, risks in commercial banks and the institutional structure of the credit system of a modern state, is a very small part of the books that could satisfy the needs of such readers as students, academic staff, specialists in the financial and banking industry.Therefore, the appearance on the educational horizon of any new textbook that touches on the problems, practices and trends in the development of the monetary sphere is an infrequent phenomenon. Textbook of A.H. Tsakaeva and Z.A. Saidova "Money, credit, banks" includes two parts: "Money and the monetary system", "Credit and the credit system. Banks and the banking system". The textbook was published by the publishing house of the Chechen State University in 2022-2023. It belongs to this category of educational novelties, which must be had not only in the collection, but also as a desktop book on financial discipline. An important advantage of the reviewed book in comparison with other textbooks on the topic of money, credit, banks is that the authors in a simple, relaxed form reveal the basic concepts, strategies, elements and factors of monetary policy in a developed market economy.
