摘要

American policy towards the People's Republic of China has undergone major changes over the past year. If the Indo-Pacific Strategy (February 2022) of the United States provided for "controlled competition" and even cooperation with China in some areas, then the National Security Strategy of the United States adopted in October 2022 designated China as America's enemy No. 1. These changes in American policy in the Chinese direction were largely due to the conflict in Ukraine and the position taken by China in connection with this conflict. Washington failed to achieve either an unequivocal condemnation of the special military operation by Beijing, or its accession to the sanctions policy of the United States and its allies. This position of the Chinese leadership on the Ukrainian issue is largely explained by the aggravation of US-Chinese relations in connection with the situation around Taiwan. Washington does not even rule out the possibility of a large-scale military conflict with China over Taiwan. The possibility of forming an anti-Chinese alliance system in the Indo-Pacific region is also in question: the countries of the ITR are interested in developing trade and economic relations with China, and not in isolating it.

The National Security Strategy of October 2022 is based on integration into the national security of the U.S. economy, including foreign economic and trade policy, export control, control over the transfer of advanced technologies and the consolidation of friendly and allied U.S. countries in order to collectively use the entire arsenal of these tools in the interests of ensuring the national security of the United States and ensuring the preservation of its leading position in the modern world. .This approach includes such main components as domestic investment in the United States in the promotion of innovative technologies and state support for technologically advanced industries of the American economy, strengthening economic government, monitoring not only incoming, but also outgoing investments. The Strategy justifies the thesis about the destruction of the borders between U.S. domestic and foreign policy while upholding the interests of the country's national security, the need to give priority to the internal technological security of its economy, maintaining American technological advantages, and actively countering the growth of economic, diplomatic, China's military and technological power as the main and sole centre of power, actually able to get ahead of the United States in the total volume of advanced technologies already this decade, depriving the United States of the status of the leading economic force of the modern world. The essence of the approach to U.S. economic security reflected in the White House Strategy is the desire to surpass China as the most strategically significant threat to U.S. national security and the joint efforts of a coalition of friendly and allied U.S. states to contain the breakthrough technological development of China, reflected in the concept of "Made in China 2025."

This study examines the prospects of arms supplies from the United States, the EU and the United Kingdom to Ukraine in the context of the ongoing military conflict. The paper analyzes the issue of expanding the nomenclature, up to the provision of American-made jet aircraft complexes, the supplied equipment and the process of transition from stocks of military equipment both produced by NATO and the Soviet model to newly produced samples. The problem of the impact of a special military operation on the defense industry of London, Washington and Brussels is considered separately. There is a tendency to increase the value of shares of defense companies and their profits. The paper concludes that the increase in military production with the further course of the conflict and the supply of weapons will grow both quantitatively and qualitatively. In addition, the existing problems of the defense industry of the United States, Great Britain and the European Union in the current period are revealed - the high cost of products, issues of standardization with Soviet weapons, its complexity in using and training personnel. The main conclusion of the work can be called the statement of a significant time required for the deployment of mass industrial production.

The changing vector of the United States climate policy in 1992-2023

The purpose of the work is to analyze the US climate policy, starting with the preparation and signing of the UN Framework Convention on Climate Change (1992) and its Kyoto Protocol (1997) and ending with the debate on raising the US public debt ceiling by 2023. It is shown that this policy is characterized by pronounced inconsistency, which is a reflection of bipartisan disagreements and an ambiguous approach to this problem, which is demonstrated by the Congress and the Administration of the US President. The country that signed the Kyoto Protocol has not ratified it. At first, supporting the Paris Climate Agreement (2015), the United States then withdrew from it and almost immediately after that rejoined the Agreement. The reason for this inconsistency is that, in general, the two main US political parties have fundamentally different attitudes to the problem of controlling the anthropogenic climate change. Therefore, almost every change of the White House Administration, with the victory of a candidate for the US presidency from an opposition party, leads to a reversal of the climate policy vector by 180 degrees. Such political practice is one of the reasons why it is impossible to fulfill the main goal of the Paris Agreement.
