Сompetition status in the Russian post-reform electric-power industry

Abstract

One of the main purposes of reforming electric power industry was creation of competitive conditions in the segments of electric power generation and sales. The article analyses the level of competition on the Russian current wholesale electric power and capacity market. As a tool for estimation of the level of competition we used Herfindahl-Hirschman Index (HHI) which is calculated for the suppliers and buyers in all the areas of the Russian wholesale electric power and capacity market free crossflow. Additionally we investigated with due regard for the influence on the state-owned assets competition. The analysis performed shows that coordinated oligopoly that was formed in the environment of the unprepared state regulation system that had been monopoly control oriented for a long time.
