Labor market equilibrium and unobserved macroeconomic indicators

The authors of the article proposes a methodology for assessing a number of unobserved macroeconomic indicators. The methodology has been tested on the example of the Russian economy. The main research purpose was to determine the values of the equilibrium wage, the equilibrium headcount and the value of potential GDP. The solution of the latter task is carried out on the basis of information on the quantitative characteristics of the labor market without unemployment. The author's model constructed is based on two-factor functions of labor supply and demand at the macro level. This model acts as a tool for solving the problem. The model of the labor market in a state of equilibrium has been tested on statistical data for the Russian Federation. Calculations were performed for the years 2001 to 2016. Calculations have shown that the gap between the observed and potential values of Russia's GDP in all years of the period under review was negative. It is shown that achieving equilibrium in the labor market requires an increase in the number of employees. The relative deviations of the observed wage from the equilibrium value turned out to have different signs in different years. The article will be of interest to the employees of public authorities developing economic strategy, scientists, economists, academic staff and students of economic universities.

Structural imbalances in labor market supply and demand at the sectoral and occupational qualification levels

摘要

The qualitative and quantitative mismatch between labor supply and demand has a significant impact on labor shortages and the growth of structural unemployment in the labor market. Under the pressure of sanctions, increasing brain drain and mobilization of part of the able-bodied population, the problems of matching labor demand and supply in Russia are becoming particularly acute. Solving these problems is the primary way to address the staffing shortage. The unbalanced situation in the labor market is aggravated not only by the current problems, but also by new risks in the future, complicating the effectiveness of the national labor market and the declining possibilities of its state regulation, preventing effective restructuring of employment, increasing productivity and quality of labor. The study of employers' needs for qualified personnel is a necessary tool for determining measures for the economic development of the country, for the development and implementation of state policy to ensure the balance of the labor market, and for the modernization of the vocational education system.The authors focused on the factors affecting the supply and demand of labor. The analysis of the formed industry and professional qualification imbalances in the Russian labor market is carried out. The results of the study can be used by the relevant public authorities in improving the legal framework for regulating structural imbalances in the labor market, as well as for research and educational purposes.

Digital capital of the labor force in Russia: regional differentiation

The article presents the results of a study of the digital human capital in the regions of Russia. After reviewing the literature on digital capital, the authors identified two main approaches to measuring digital capital: monometric and polymetric ones. The monometric approach is more promising for measuring the digital human capital. This approach involves a single indicator for measuring digital capital, which should be sufficiently comprehensive to reflect the multidimensional nature of digital capital. The developed methodology is based on measuring the digital skills of job seekers who are looking for work in the regional labor market. The methodology has been tested at the level of Russian regions. The authors analyzed 5.5 million resumes on the Unified Digital Platform "Work in Russia" in April 2022. The labor force in the regions of Russia varies significantly in terms of digital capital. The highest values of digital human capital were found in Moscow and St. Petersburg, the Republic of Khakassia, Krasnoyarsk, Perm and Khabarovsk Territories, Kaliningrad and Tyumen regions. The results obtained will contribute to improving the measurement of digital capital and the development of policies to bridge the digital divide.FUNDING: The research was carried out with financial support as part of the NSTU development program, research project No. C22-19.

Diagnostics of activity elements for developing employees' competitiveness

The effectiveness of managerial decisions in the personnel management largely depends on the quality of procedures for regulating labor processes. The classic problem of managing activities to identify employees' competitive advantages is the search for tools used to analyze and evaluate professional knowledge and skills. The article substantiates the relevance of performing diagnostics of elements of activities for the development of employees' competitiveness. It is shown that the improvement of approaches and methods of identifying competitive advantages is an integral part of the personnel management system. An algorithm for the selection of increasing the competitiveness of employees when highlighting their competitive advantages using functional and cost analysis is presented. The possibilities of developing competitiveness using approaches and methods designed to perform a comprehensive feasibility study are considered. A systematic list of the main functions of employees who make significant personnel decisions in the strategic personnel management system is presented. The conditions for solving the optimization problem of distributing the efforts of management team in the implementation of personnel decisions are shown.

Foreign experience in forecasting the economy's skilled labor needs

In the context of the active development of digital technology, the reorientation of Russian business to work under sanctions, forecasts are the basis for choosing the optimal directions for the development of the economy and the labor market. At the moment there are no unified recommendations in Russia and abroad, in which a priority method of forecasting the needs of the economy in personnel would be singled out.The analyzed foreign models of forecasting demand for personnel have a number of common characteristics. As a rule, the prospective need for personnel is calculated for the medium and long-term periods based on the applied forecasting models (balance, computational models).Based on the comparative analysis of forecasting models, the specifics of the applied forecasting algorithms, comparison of the applied statistical and sociological data are revealed. The article contains an in-depth analysis of the methods of personnel forecasting. Specific conclusions about the application of certain elements of foreign models in the country are drawn. The results of the authors' research can be used by theorists and practitioners in the formation of new approaches to forecasting supply and demand in the Russian labor market.

The author of the article suggests the methodology of rationing managerial and administrative labor costs based on business process engineering and reengineering. The article presents the results of the study on the development of a management labor rationing system based on a process approach at a company in the ferrous and non-ferrous scrap metal industry. The results of the methodology testing are presented.

Talent agenda of the academic staff of higher educational institutions in the Russian Federation

In order to be effective, educational organizations of higher education need to have a high level of human resources, which is manifested in the qualitative characteristics of the main category of personnel, the academic staff.The article analyzes the academic staff according to a number of key parameters: an academic degree, age level and gender structure. The following conclusions are drawn. There is a decrease in the proportion of people with an academic degree below acceptable levels and a simultaneous decrease in the proportion of people in the younger age group. This seems to be a problematic area and requires the development of human resources of higher educational institutions, in particular, the involvement of young specialists and the creation of conditions to carry out both teaching and scientific activities.

Transforming the elements of educational infrastructure in the conditions of employment in the labor market service in the transport sector

The article substantiates the need to develop a new format for the accumulation of professional competencies in connection with new educational needs in digital knowledge. The state of the labor market and employment in Russia as a whole and in a number of sectors of the economy is analyzed; problems are identified. The possibility of implementing a number of principles of neuro-economic interaction in their activities within the framework of accumulating prerequisites for the formation of a model of remote-virtual transformation of educational institutions and to connect to the newly created elements of educational infrastructure is substantiated. The authors' interpretation of the concepts of educational institutions and educational infrastructure is proposed. The systematization of the elements of educational infrastructure is proposed. They include elements of methodological support, research educational complexes, coordination centers of management and systematization, elements of state support and state regulation of educational infrastructure, elements of remote involvement and involvement in the educational process.The authors took into account the proposed levels of ordering: providing level, level of educational institution consumers, and level of participants in the educational process. The principles of neuroeconomic interaction of educational infrastructure are formulated. These principles are as follows: the principle of ordering the elements of the educational infrastructure, the principle of neuroeconomic susceptibility of educational infrastructure elements, and the principle of inclusion of educational infrastructure elements. The forms of implementation of the elements of the educational infrastructure are proposed. These forms are as follows: interactive forms of functioning, virtual form, remote training form, form of collective discussion of problematic issues and independent individual cognition. The directions of transformation of the elements of educational infrastructure in the conditions of employment in the service labor market have been developed. These are the direction of transformation of basic values and the direction of formation of new levels and forms of cognition.

Specifics of the working conditions of catering employees

The article examines the peculiarities of working conditions of employees at public catering companies in order to identify unfavorable production factors that affect their health and well-being. The main attention is paid to the importance of the communicative space density in the creation of these conditions and their impact on the profitability and competitiveness of companies.The classification of public catering companies according to the conditions of service provision is carried out. This classification made it possible to identify those objects where the communicative space density acquires a system-forming importance in the creation of working conditions and intensity.The results of the study revealed the importance of taking into account the communicative space density when analyzing working conditions. The authors offer recommendations that can be implemented to improve working conditions, reduce occupational injuries and create a favorable working life at public catering companies. This will contribute to the economic well-being of the company, the formation of its positive image, and increase its competitiveness in the catering industry.

Managing the development of the occupational safety and health system in the modern economy on the basis of homeostatic modeling

The necessity of forming and developing the theoretical and methodological foundations of occupational safety and health research in the conditions of the modern economy determine the relevance of this article. The author suggests one of the ways to solve the scientific problem, which consists in the discrepancy between the overall effectiveness of the occupational safety and health system to the new socio-economic objectives established by the state policy in occupational safety and health.The author's approach to the managing the development of the occupational safety and health system based on the application of homeostatic methodology is proposed. The study of the contradictions between the elements of the occupational safety and health system has been carried out. This made it possible to determine possible directions for the implementation of external managerial influences.The obtained research results can serve as a basis for further scientific, theoretical and applied developments in occupational safety and health management in the modern economy. The research results can find their application in the practical activities of public authorities in the development of a set of measures to improve the effectiveness of ongoing occupational safety and health measures.
