Migration interactions of national labor markets amidst the transformation of the global economy

Resumo

The article describes the transformation processes in the world economy that determine the conditions and the mechanism of interaction of national labor markets. The trends in the development of the Russian labor market, expressed by the dynamics of the quantitative values of the labor force, employed and unemployed, registered unemployed, the needs of employers for workers, are studied. The influence of demographic problems of modern Russian society on the formation of labor potential, which determines the possibilities of achieving national goals of long-term development in the new economic reality, is reflected. The volumes and directions of migration flows that characterize the current socio-demographic situation and form interaction of national economies are determined. The relevance of the implementation of a comprehensive regionally-oriented management approach aimed at the restoration and structural transformation of the national economic system, improving the qualitative characteristics of the standard of living and social protection of families is substantiated. The article is of scientific interest for researchers of migration forms of interaction of national labor markets amidst the transformation of the world economy.

Digital exchanges as a factor of influence on the professional structure of the labor market

The article is devoted to the analysis of the activities of digital labor exchanges in Russia on the basis of the developed methodology using specially developed algorithms of the Magucha software. This made it possible to characterize the state of the modern domestic labor market, represented in the work of two different digital platforms, including one commercial and one state. This made it possible to give a holistic characterization of such elements of the labor market as the structure of professions. As a result, the conclusion is made about the expediency of more active involvement of the state employment service in the regulation of the labor market in modern Russia.

Relevant skills for labor productivity improvement amidst digitalization in Russia

The article is devoted to the study of the problem of increasing the level of labor productivity in the Russian market by improving the quality of human capital amidst digitalization. The conclusion about the relatively low level of labor productivity in Russia with a relatively high level of education is made. The factors influencing the dynamics of the labor market are considered; and possible reasons for this situation are identified. They are as follows: the birth rate and the share of elderly people in the population structure, the slowdown in the global economy, the transition to sustainable development, automation and digitalization of processes. At the same time, digitalization is one of the key factors influencing the number of jobs and the labor market as a whole. On the one hand, there is a reduction in vacancies for working specialties due to labor automation. On the other hand, new jobs and professions are emerging due to the need to perform new tasks for modern society. In this regard, employees are forced to become more skilled and educated. The demand for intellectual labor and the development of new competencies is increasing. The article presents the results of a study of demanded competencies based on the calculation of an integral indicator and a survey of representatives of the able-bodied population who can potentially increase their level of competitiveness and, as a result, labor productivity. It is concluded that most of the competencies of the future are formed by entrepreneurial competencies.

GROW ROST: how to ensure productivity growth to the second power

The article discusses the possibilities of the integrated application of the GROW coaching model and the ROST Automated Diagnostic Complex, developed on the basis of the All-Russian Research Institute of Labor of the Ministry of Labor of Russia. The study is based on the hypothesis that the integration of the ROST Automated Diagnostic Complex into the GROW model will allow managers to take a deeper look at the business development and improvement as well as at the goals that they set in working with personnel. The processes of identifying the potential for growth in company's efficiency and productivity were the object of the study. Diagnostic tools used in coaching sessions were the subject of research. Research methods are as follows: literary sources analysis, comparative analysis, a systematic approach, the method of induction in the formation of hypotheses and the synthesis of proposals according to the results of the conducted research. The author describes a possible method of applying the ROST Automated Diagnostic Complex in business coaching sessions. The practical application of this technique will improve the efficiency of coaching, and, consequently, the company productivity. In addition, the application of the ROST Automated Diagnostic Complex in connection with the GROW model will provide a more extensive analysis of the factors that prevent the company from using the available resources at minimal costs, and will also allow finding more effective steps to implement the insights received into work. The novelty of the proposed solution is determined by combining academic approaches to labor productivity management with modern coaching tools of an individual and business potential development.

Distribution of hours worked and average monthly salary by occupational groups

The article presents the results of a study of the relationship between the actual length of working time and the average monthly salary, depending on professional groups over the past 30 days. The study was conducted on the basis of the analysis of the Russian monitoring base of the economic situation and health of the population of the Higher School of Economics. This database is representative for the Russian Federation. Monitoring covers socio-economic indicators, such as income, expenses of the population, working hours, employment structure, etc. It also includes demographic issues: age, gender, marital status, education, etc. On average, approximately 10.0–12.0 thousand people are interviewed during the study. The calculations were performed in the IBM SPSS Statistics. The level of wages is not always commensurate with the costs of the employee's working time. However, approximately the same dynamics can be traced, both in the use of working time and wages for professional groups of employees. The study shows that a high level of wages is achievable with normal employment and self-employment, although there are exceptions with underemployment.

Regional policy of attracting labor force: the experience of the Tyumen region

The authors analyzed the features of migration processes and characteristics of the attractiveness of the Tyumen region as a territory for the life and work of the population in 2011-2021. A brief overview of the changes in the institutional conditions for the implementation of policies in the field of migration, employment, housing, education and health, implemented in the Tyumen region, is given. The Tyumen region involvement in national projects is analyzed. The results of the study showed the interest of the public authorities of the Tyumen region in creating conditions favorable for attracting and securing qualified labor force. Training infrastructure model for creative industries

The authors of the article conducted a study of the creative industries' development in Russia, as well as the main problems of their staffing. The expert survey method was applied. The opinions of the leaders of creative industries representing creative business, professional communities, authorities, institutions of creative industry development, and educational organizations were studied. The model of personnel training infrastructure for creative industries was described. An important element of the personnel training infrastructure is the circle work at the level of secondary schools and institutions of vocational education for schoolchildren. It performs career guidance, motivating functions and the function of determining talents and inclinations for creative activity. The main element is the educational programs of secondary vocational and higher education aimed at training personnel for creative industries. The connection of training with practical activities is provided by institutions and practices of additional education working at the intersection of education and applied activities in the field of creative industries. The next element is platforms, spaces, meeting places for customers of creative industries and subjects of creative activity, i.e. producers of creative products. It creates conditions for the monetization of creative products. A digital platform for creative industries should become a necessary element of the personnel training infrastructure. The authors give the characteristics of these elements and highlight their problematic aspects and development prospects.

Designing the network landscape of sectoral transport complexes

The research purpose was to improve the staffing of the transport industry on the basis of the key principles and methods of forming a network of educational organizations that provide training. To achieve this purpose, the following main tasks have been solved. The analysis of the existing structure of the network of industry transport educational organizations and their branches, as well as the factors of their formation and development, was carried out. The analysis of the quality of resource provision of educational organizations on the example of secondary vocational education was carried out. Methods of assessing the demand for educational organizations from the business side on the example of the railway industry have been developed. Methods of forecasting the need for specialists have been developed. A cyclical model of staffing in the transport industry has been built.The object of the study is educational organizations that implement professional educational programs at all levels for the transport industry. The subject of the study is the personnel support system of the transport industry, viewed through the prism of the quality of training and the demand for educational organizations for the transport business. The present study is part of a comprehensive scientific study devoted to improving the system of industry-specific transport education conducted on the basis of Rostov and Samara State Universities of Railways.

Occupational safety requirements of hotel service stuff

The article examines the peculiarities of working conditions of hotel service stuff, identifies possible causes of occupational injuries and types of occupational diseases. Based on the results of the analysis of statistical data on the indicators of occupational injuries and occupational morbidity, the proposals regulating the safety requirements for the performance of work in the field of hotel services in order to preserve the life and health of hotel and hotel workers are substantiated. The results of the article can be used by specialists in the field of labor protection, as well as by employers regulating social and labor relations and ensuring labor safety, prevention of occupational injuries and occupational morbidity of employees of the studied field of activity.

The apparatus of categorical-system methodology in the study of labor protection

The article is devoted to the development of methodology in the study of occupational safety in the modern economy. The purpose of the article is to substantiate the use of the apparatus of categorical-system methodology as a tool for the study of occupational safety in the modern economy. The use of methods of intelligent circuitry provides an opportunity to identify the relationship of categories through which it is possible to develop directions for further development of labor protection in the process of its transformation. The result of the research is a set of models developed on the basis of the application of new scientific and methodological approaches to the study of occupational safety, which are basic for the categorical-system methodology, ensure the productivity and effectiveness of the research process, and allow to identify the essence, content, principles of occupational safety as a socio-economic system, for further use of the identified aspects in the formation of the concept transformations of labor protection in the conditions of the modern economy.
