SPECIFICS OF FREE CARE PLANNINGAT LEVEL OF REGIONAL PUBLIC HEALTH SERVICE

Practice of free care planning in constituent territories of the Russian Federation is notable for big variety of
approaches based on statements, recommended federal methodologies and need for decision of the planning problems in
view of specifics of medical system functioning. Search of the general planning principles, in a greater degree, focused on
need of region inhabitants for medical services and estimation of ability of medical system to provide such services is a
serious academic-research problem. In the article current planning problems are considered and the variants of decisions
based on citizens medical aid objective demand estimations, presented in terms of sets of standardized medical technologies
are suggested.
