The organization problem of management by housing-and-municipal development administrative and territorial units in city agglomeration is considered. The management analysis of housing-and-municipal development at various levels is carried out. The recommendations about perfection of administrative-legal regulation of housing-and-municipal development at thelevel of administrative and territorial units in the city agglomeration, legislations developed as a result of research and the developed practice of authorities in management of housing-and-municipal development are resulted.
