Russian Journal of Labor Economics is an international scientific and practical journal devoted to theoretical, methodological and practical aspects of work activities, including studies on labor market, social and labor relations, work productivity and efficiency, remuneration of employees, reproduction of labor resources, as well as other scientific materials in the context of the Higher Attestation Commission specialty passport “Labor Economics”.

The journal publishes original research results in the field of labor economy and organization in Russia and abroad, analytical surveys, reviews, and short announcements of ongoing researches and labor statistics at the discretion of editorial board. All articles published in the journal are subject to mandatory peer-review.

Working potential of the unemployed population in regions with high unemployment: characteristics and prospects for using the potential

Abstract
In the conditions of growing labor shortage and reaching the historical minimum of unemployment, the problem of underutilization of the labor potential of the unemployed has persisted for many years in a number of regions of Russia. The Top-10 regions with the highest unemployment rate were identified; and their problem profile was compiled.This profile includes the main indicators of labor market tension. In the context of the gender, age and social groups of the unemployed, their educational level and practical experience, industries, and groups of occupations, the assessment of the labor potential of the unemployed population was carried out. The author draws conclusions about a deep imbalance of supply and demand in the labor markets of problem regions with an unbalanced structure of personnel training and a high proportion of youth unemployment. There is a general decrease in the quality of the labor potential of the unemployed population as a labor reserve and a low readiness of the job-seeking population for labor mobility within and outside the region. The article presents proposals for creating opportunities to use the workforce potential of regions with high unemployment, which may be of interest to federal and regional authorities, as well as researchers and experts studying the problems of the Russian labor market.

Characteristics of the quality of working life of different groups of the Chinese population

Abstract
Now China is embarking on a new path of development as a modern socialist country, where the growth of labor productivity is of great practical importance. At the same time, the quality of working life directly affects labor productivity. In this connection, the socio-economic assessment of the quality of working life is especially relevant. The scientific novelty lies in identifying the features of the quality of working life in China in modern conditions. As a result of the study, it was revealed that the differentiation of incomes of urban and rural residents, high differentiation of incomes by industry and region of the People\'s Republic of China, and differences in wages have a negative impact on the quality of working life of certain groups of the population. The findings will allow to develop measures to improve the quality of working life in the People\'s Republic of China. This scientific article will be of interest to researchers in the field of economics and management.

Влияние особенностей человеческого капитала на зарплатные ожидания: исследование рынка труда Санкт-Петербург

Abstract
Человеческие характеристики действительно влияют на решения людей во всех аспектах жизни. Целью данного исследования является анализ характеристик, которые могут повлиять на решение соискателей включить свои зарплатные ожидания в свое резюме при подаче заявления на новую должность. В частности, сюда входят уровень образования, опыт работы, возрастные и гендерные различия. Данные были собраны с одного из ведущих российских порталов вакансий HH.ru. Набор данных состоял из претендентов, подавших заявки на руководящие должности. Для изучения этих переменных и их связи с ожиданиями заработной платы были использованы два разных метода анализа. Анализ Т-теста использовался для сравнения средних значений переменных. На втором этапе были использованы 3 модели логистического регрессионного анализа с различной комбинацией переменных для изучения взаимосвязей и их влияния. Наше исследование показало значительное влияние уровня образования и навыков, опыта работы и пола на ожидания по заработной плате. Авторы пришли к выводу, что люди с большим количеством навыков, опыта работы и более высоким уровнем образования, как правило, не упоминают в резюме свои зарплатные ожидания, и наоборот. Это исследование может быть полезно работодателям, занимающимся персоналом, которые хотят нанять новых сотрудников.

Employee innovative behavior: competence approach

Abstract
The article is devoted to the study of the problem of low innovation activity of employees in Russian organizations, which is relevant for the domestic economy throughout the post-reform period. It is indicated that digitalization currently acts as a catalyst for transformations in all sectors of the economy, which increases the correlation between the innovative activity of organizations and their competitiveness. Economic entities of different levels and forms of ownership react differently to the challenges of digital reality, making attempts to find the most effective mechanisms of adaptation to changing conditions. The purpose of the study was to develop a logical model of employee innovative behavior based on a competence-based approach. The theoretical and methodological basis of the study were the works of domestic and foreign scientists dealing with the problems of innovative development and labor motivation. The research tools included the following general scientific and private methods: historical-logical, system and functional analysis, empirical research and generalizations, and modeling. As a result, it is proved that it is advisable to increase the competitiveness of Russian organizations by activating their innovative activities through the development and implementation of effective tools for the formation of employee innovative behavior. The authors suggest a system of measures to solve the problem of the shortage of highly qualified personnel at the macro and micro levels and develop a logical model for the formation of innovative behavior in the conditions of digital transformations of the socio-economic environment. The proposed model is focused on innovative competencies through the integration of staff training and motivation systems. It takes into account the factors of the organizational environment.

Strategic personnel management in conditions of labor shortage on the labor market

Abstract
The article discusses the problems of strategic personnel management in the conditions of a shortage of job seekers on the labor market. The authors analyzed the current situation and studied the factors that influenced the emergence of labor shortage conditions on the labor market. The analysis revealed the following reasons for the widening gap between supply and demand: increased demand for labor due to the development of import-substituting industries and an increase in government contracts; structural changes in the economy; low general unemployment; demographic factors; a pandemic that changed the organization of work processes and the preferences of job seekers in their search for work; consequences of mobilization; changes in the sphere of employment. During the study, to identify the features of strategic personnel management in organizations of the Irkutsk region, an expert survey was conducted. The authors came to the conclusion that in conditions of staff shortage it is necessary to adapt the personnel strategies of organizations. Based on the results of the study, the key measures to adapt personnel strategies to the conditions of labor shortage on the labor market were developed.

Labor occupational safety in the modern Russian economy: directions and development trends

Abstract
In the modern Russian economy, labor conditions and labour occupational safety, as well as the health of the working population are the determining criteria and indicators of the effectiveness of not only a single company or organization, but also society and the state as a whole. Modern economic relations, the development of new forms of ownership, and the intensity of increasing production volumes require a fundamentally new approach to labour occupational safety as a key institution of the state's social policy. The study identifies the role and place of labour occupational safety, examines the current problems of labour occupational safety, presents the directions and development trends of labour occupational safety in the modern Russian economy, forming the state policy in labour occupational safety.

A modified matrix method for professional risk assessment

Abstract
A description of the modified matrix method for assessing occupational risks is given. The modified method formalizes the risk assessment procedure, which is carried out on the analysis and evaluation of the effectiveness of each management measure used to protect against danger. To this end, for each control protective measure, weight coefficients ranging from 0.0 to 1.0 have been introduced; and the procedure for calculating risk and risk attitudes has been improved. The modified matrix method of risk assessment of checklists is a simple and effective tool applicable for assessing the level of occupational risk and meets the requirements of current regulatory legal acts to ensure the possibility of tracing, reproducibility and verification of the process and results.

Accounting methodological features in conditions of uncertainty of the influence of psychosocial risk factors on the decline in agricultural labor productivity

Abstract
The article is devoted to the definition of a possible methodological approach to assessing the impact of psychosocial risk factors on the decline in labor productivity under conditions of uncertainty (unlikely scenarios). It is shown that there is a need to introduce mechanisms for analyzing the economic consequences of the implementation of occupational risk, which allow to solve the problem of unlikely scenarios, primarily related to the human factor and not intentional errors due to overwork or age-related changes in the cognitive abilities of the employee, such as attention, memory, and reaction speed, and simulate the associated uncertainty in assessing the prospects for economic losses. In the case of assessing the economic consequences of the implementation of occupational risk, the methodology of the Grey System Theory and the theory of the Black Swan Theory can be applied. For research purposes to assess economic losses from unfavorable working conditions and to analyze the socio-economic consequences of labor inefficiency under conditions of uncertainty, regression equations are proposed. Using this approach to the economic assessment of potential damage and the economic effectiveness of the proposed measures for labor protection and safety, it is possible to convincingly justify the expediency of spending on improving working conditions and increasing its productivity, as well as to protect the quality of occupational safety to the company owners.
