Evolution of the Principle of Internationalism in Soviet Constitutions

The Soviet Constitution of July 10, 1918, possessed a unique feature in the panorama of the constitutional charters of the last two centuries: the proclamation of the principle of internationalism. Even if that constitutional charter remained ineffective, especially in the project of political and economic emancipation of the entire society - imitated by the Jacobin charter of 1793, from which it was inspired - the principle of internationalism was not only of great significance (given that the First World War produced a hardening of borders) but also produced considerable practical effects. In fact, it allowed many fugitives who had sought refuge in Soviet Russia to escape and enjoy the political rights enjoyed by Russian citizens. It prohibited any discrimination and granted the right to vote and stand for election to the soviets, even to persons without residence or nationality. However, «class» internationalism was abandoned with Stalinism, with its repressions and closures, and then with the successive Soviet Constitutions, which over the decades erased the revolutionary principles and practices of the origins. Despite the fate of this principle in the subsequent Soviet constitutional evolution (examined here in comparative form), it remains an interesting topic of inquiry and a point of reference for contemporary migration studies.

Features of the US-Chinese Rivalry in the Light of the Problem of American Leadership

The article examines the impact of the COVID-19 coronavirus pandemic on the rivalry between China and the United States. The analysis of the reasons why the United States unleashed the «new cold war», considering China as its main competitor at the international level, is given. It is noted that these reasons are interpreted by political scientists from different countries in different ways. According to the authors of the article, the long struggle between China and the United States for hegemony during the pandemic has moved into a new phase, in which the sphere of ideology has become a very important field of struggle. The US ideological offensive against China aims to restrain China's development and prevent it from challenging US hegemony. It is proved that, despite the fact that the ideological confrontation between the United States and communist China has been going on for many decades, the COVID-19 coronavirus pandemic has seriously changed the forms of the US ideological offensive against communist China.

US Congress and American Assistance to the Economic Development of Kazakhstan in the 1990 s

In the first years after the collapse of the USSR, the government of the Republic of Kazakhstan sought to implement in its country the mechanisms characteristic of a market type of economy. At the beginning of the formation of the state, own resources for such a transformation were not enough. The government of the republic counted on foreign assistance, including from the nominal world leader of that time - the United States. The main state body of the United States capable of assisting and promoting the economic development of the Republic of Kazakhstan was the US Congress. However, American lawmakers, although aware of the importance of this undertaking, treated this issue peculiarly. Assisting to Kazakhstan, they pursued their interests and did not allocate significant amounts from the federal budget. The purpose of this work is to identify the priorities of congressional representatives in the issue of promoting the economic development of Kazakhstan in the 1990s. Because of the study, it was concluded that for congressional representatives a sufficient level of economic development of the Central Asian republic was a level capable of ensuring its existence as an independent state. Washington also did not miss the opportunity to get the most benefits from the process of Kazakhstan's transition to capitalism.

Discrimination and Stigmatization of Political Refugees and Labor Migrants in the EUDuring the First Wave of the Covid-19 Pandemic

The article traces the reaction of the EU states in the initial period of the spread of the Covid-19 pandemic, when there was a transformation from rallying to the division of society along different lines. In relation to arriving or already living, but poorly protected groups of migrants in different countries of the European Union, they were stigmatized as the main carriers of various diseases. The authors aim to identify the causes and consequences of discrimination and stigmatization of refugees and labor migrants in the EU during the first months of the Covid-19 pandemic. The chronological framework includes the period of the first wave of coronavirus. The study analyzes in detail the manifestations of segregation towards migrants and the growth of xenophobic sentiments in the societies of individual EU states with the onset of the pandemic, separately examines the attempts of right-wing populists to strengthen their positions in the changed conditions, and examples of the exacerbation of many chronic problems of European states associated with migrants and their inclusion in host communities. Particular attention is paid to understanding the role of the media and the Internet space in the dissemination and attempts to end stigmatization. In the final part of the work, the influence of the indicated phenomena on the psychological and physical health of the societies of the EU countries is shown, on the change in people’s attitudes towards basic human rights and social values, as well as possible ways of solving the problem of rejection towards the indicated social groups.

On the Question of the Formation of the Kingdom of Serbs, Croats and Slovenes: A Historical and Legal Study

More than a hundred years separate us from the time of the creation of the first Yugoslav state. At the same time, the ideas underlying its creation have even deeper historical roots. They are directly connected with the linguistic and cultural unity of the Yugoslav peoples, their desire to preserve their ethno-national identity in the conditions of the imperial oppression of the enslavers. The purpose of the research conducted in the article was to analyze the final stage of the formation of a common state of the Southern Slavs. The historical method was used as the main one, which allowed the author to trace the process of the formation of a unified Yugoslav state in the context of the historical realities of that time. In addition, the authors used a comparative method, which allowed him to study the specifics of the approaches of each of the peoples-actors of the unification process in a comparative way. According to the results of the study, the authors came to the conclusion that, despite the noble goal and the general aspiration of the Yugoslav peoples to create a common state, the conditions and procedure for its formation, as well as the unsatisfactory solution of the national question in the Kingdom of Serbs, Croats and Slovenes, became the subject of fundamental differences between the «Yugoslavs». It was these problems that later led to instability and internal conflicts on national grounds, which gradually destroyed the very essence of the unifying ideas.

The Origins of Poland's Contemporary Eastern Policy

At the moment, a small amount of research has been carried out in the Russian literature devoted to the analysis of the ideological foundations and concepts of the development of the Polish eastern policy. The purpose of this article is to study the key ideas of the eastern policy of the Polish state and their further evolution before the emergence of the Eastern Partnership in 2008. As sources, the author used materials in Russian, English and Polish, which made it possible to conduct a comprehensive analysis of the eastern policy of the Polish state. The author of the article concludes that the Polish eastern policy has deep historical roots and is based on a fundamental ideological basis. The article provides an analysis of the «Jagiellonian» and «Piast» concepts of the development of the Polish state. The key features of Poland's foreign policy strategy in the East, which are relevant nowadays, are associated with the ideas of Józef Piłsudski and Roman Dmowski - the idea of messianism and a civilizational mission. Today there is a revival of old concepts, the so-called «Prometheism 2.0». Studying the historical foundations of Polish politics will help in analyzing Poland's current foreign policy strategy.

Franco-German Cooperation at the Early Stages of European Monetary Integration

The article examines the prerequisites for european monetary integration after the World War II, as well as the stages of the formation of the EU Economic and Monetary Union. The aim of the study is to identify the internal and external factors of european monetary integration, as well as the role of Franco-German cooperation in this process. As a result of the study, the author comes to the conclusion that the european monetary integration was facilitated by both external factors: the influence of the United States in the post-war recovery of destroyed european economy and financial system, as well as the collapse of the Bretton Woods system of fixed exchange rates; and internal: the successful economic integration of countries and the further desire to remove all barriers, including financial ones, to internal trade. Franco-German cooperation played a significant role in european monetary integration. The positions of the countries on the basic principles of the functioning of the euro zone differed: France defended the flexibility of the monetary union, and Germany, fearing to lose control over the stability of the economy, advocated the harmonization of the economic policies of states. Nevertheless, the countries were able to form a common position and to end the formation of the Economic and Monetary Union on time, introducing the euro.

Worldview Reasons for the Evolution of the Image of the Past (from Antiquity to the 19th Century)

The purpose of this article is to consider the reasons for the evolution of historical writing from the standpoint of an idealistic approach. The image of the past is created as a part of the picture of the world, within the framework of this approach, therefore the way of its creation directly depends on the main ideological ideas. With a change in worldview, the way of creating the past and its image change. A new worldview always requires the creation of a new past, as an important component of the picture of the world. The evolution of the main ideas leads to a change in particular historical theories that determine the historian's view of the past. Only secondary ideas and methods are taken from the previous history for forming a picture of the world within the framework of a new worldview. The main ideas of the previous worldview and the images of the past built on them, as well as the methods of creating these images, are rejected by each new historicism that replaces the previous one. The modern way of creating the past is the result of a gradual transition from a religious worldview to a rationalistic one with its anthropocentrism and humanism. It took several centuries for its formation. Competing images of the past, created within the framework of a religious and rationalistic worldview during the Enlightenment, led to the gradual displacement of the image of the past, formed from a religious standpoint, to the periphery of social thought. For the minds of the enlightened elite, various philosophical concepts fought, creating their own pictures of the past. They proceeded from different theoretical and methodological premises, therefore they created different images of the past.

Illiberalism: What lies behind the modern political phenomenon?

The article attempts to analyze a new political phenomenon that makes itself felt in connection with the failed «global democratic wave», which was predicted by many analysts in the late 1980s - 90s. On the contrary, at the beginning of the XXI century, illiberal states (China, Russia), challenging the world hegemony of the United States, entered the world stage. The crisis of political liberalism has become an indisputable fact. In post-Soviet countries, instead of democratic transition, there is a transition from imperfect democracy to authoritarianism. Illiberal constitutionalism is evident in Hungary and Poland. In connection with the above, analysts are trying to conceptualize a new political phenomenon, which has been called Illiberalism (non-liberalism). The article contains an analysis of the concept of Illiberalism, its correlation with traditional ideological, political and institutional phenomena. After conducting a comparative analysis of ideologies and political regimes, the author comes to conclusion that the ideological, political and economic constructs known within the European and Eurasian space are of European origin. In order to claim identity and universalism, Illiberalism must demonstrate the basic typological features inherent only to it. So far, we see an eclectic set of marginal European ideas and concepts cynically used by the ruling elites for political or mercenary purposes.

Russia and Turkey: Historical Features of Interaction and Prospects for Cooperation

The purpose of the article is to examine the history of bilateral relations until the beginning of the 21st century, thanks to the available information and based on an analysis of the actions of Moscow and Ankara, to assess the prospects for the transition to Russian-Turkish relations in the next few years. The modern world order, which arose at the end of the 20th century due to the collapse of the Yalta-Potsdam system and called «polycentricity», is an urgent problem in the scientific community (i.e, among analysts, scientists and experts). The foreign policy of this or that country has a significant impact on the development of geopolitical processes. As you know, Russia and Turkey play a key role in the international arena. This is evidenced by the holding of meetings of the Presidents and Foreign Ministers to resolve the conflict in Syria, the achievement of mutual understanding by Moscow and Ankara through the implementation of joint energy projects, the participation of the two countries in ensuring security in Central Asia and the Caucasus. At the same time, the prospects for Russian-Turkish cooperation are in the focus of attention of orientalists and Turkologists, and the presence of numerous publications makes it possible to determine their points of view on this issue.

International Inter-Parliamentary Cooperation of the Federal Assembly of the Russian Federation and Participation in Inter-Parliamentary Associations

The purpose of the research. The article analyzes the place and role of the legislative bodies of the Federal Assembly of the Russian Federation in the system of international inter-parliamentary cooperation. The article examines the political and legal mechanism of interaction between states within the framework of inter-parliamentary institutions at the present stage. The purpose of this study is to comprehensively consider the importance of parliamentary diplomacy of the Federation Council and the State Duma of the Federal Assembly of the Russian Federation in the system of international relations of the Russian Federation. This is essential for determining the vector of state policy on the implementation of cooperation between the legislative bodies of different countries, as much attention is paid to the activities of the legislative bodies of Russia in international inter-parliamentary organizations and their participation in the international integration process. Results. Based on the results of the study, the author comes to the conclusion that inter-parliamentary international cooperation is an important factor in the development of interstate relations, performing the functions of representative diplomacy. This policy is being successfully implemented by the Federation Council and the State Duma of the Federal Assembly of the Russian Federation, not only within the framework of bilateral contacts, but also in the context of the development of interactions between states within the framework of inter-parliamentary associations of a regional and international format, which are of no small importance.

To the Actualization of Stimulation of Activities in the Field of Climate Study on the Example of Ensuring the Career Growth of the Caretakers of the Ekaterinburg Magnetic and Meteorological Observatory (by the 185th Anniversary of Observatory Observations in the Urals)

For the first time for the 185th anniversary of the environmental observations in the Urals, information about the first caretakers Ekaterinburg Magnetic and Meteorological Observatory (EMMO) is presented. This is based on domestic and foreign archival data currently available on the world Internet. It is shown that the first caretakers have passed a wonderful way of life. All have made a great track record in the Mining Department, to which EMMO was originally attributed. They reached the general's ranks in the Rank Tables. On the scientific side, some of them became professors of the Mining Institute and members of the Scientific Committee of the Corps of Mountain Engineers. Some gaps have been restored in the biographies of Julius Reinke, Ivan Avdeev, Vasily Rozhkov and Konstantin Shugaev. It is shown that thanks to their activities, the Ekaterinburg Magnetic and Meteorological Observatory has become a reliable outpost of scientific research in the Urals. Now its successor The Ural Hydrometeorological Center has the longest range of continuous data. It is one of the key centers of global environmental monitoring as well.

The article is devoted to the historical events of the second half of the 19th century. The purpose of this article, in addition to the consecration of important historical events and our research, is to show the importance of studying money circulation. The system of monetary circulation is a clear marker of its time. Its changes reflect historical events conditionally from the «other side». And such a reaction often goes unnoticed for ordinary historians, and even more so for bonists. Special attention is paid to this only during the period of cataclysms, revolutions and upheavals, and even then, most often «in general», as an addition or argument. This article is direct and vivid, as through the history of monetary circulation, one can reach the most important general historical events of the global level, which could have remained a secret.

To the Question about the Organization of Higher Chemical Education in Ekaterinburg-Sverdlovsk

The article of Ural historians shows the formation of higher chemical education in Yekaterinburg-Sverdlovsk in the period from 1917 to 1930. On the basis of new archival documents, the stages of its formation are reflected, which took place against the background of regular reorganizations in the rapidly developing city of the Urals. It was revealed that the process was non-linear, as it took place in conditions of constantly changing political, economic, cultural attitudes from the change of the political regime, civil war, new economic policy, to the first five-year plan providing for the accelerated industrialization of the country. On the basis of archival documents, the conditions of education of the first students of the chemical and chemical-metallurgical faculties are shown, statistics are presented on the number of students, the teaching staff, as well as on the structure of the educational institution and its funding. In addition, in the published correspondence between the university leadership and the higher organizations in charge of higher professional education, the complex history of the formation of a new specialty for the Ural region - a chemical engineer - is highlighted. Shows the key moment in the formation of this specialty and the transition to mass training of specialists associated with the decision to «chemizatsii» the national economy in a young state. Presented are scientists chemists and metallurgists who played a significant role in the creation and development of higher engineering chemical education in the Urals - Professor A.E. Makovetskiy, N.N. Baraboshkin, N.F. Yushkevich. Attention was also paid to the first graduates of the faculty, including O.A. Esin, A.K. Sharova, K.N. Shabalin, who later became famous scientists - leaders of scientific directions in the region and teachers of UPI.

The 1948 Newsreel Film on the Ob-Irtysh Expedition of Valerii N. Chernetsov: 70 Years on

The article examines the research legacy of Valerii N. Chernetsov, an outstanding researcher of the history and culture of the peoples of Siberia. Different types of research materials and documents produced by Chernetsov are kept at the TSU Museum of the Archaeology and Ethnography of Siberia. These include a newsreel film on the Ob-Irtysh expedition undertaken by him in 1948. The newsreel film was shot by Chernetsov and his wife Vanda I. Moshinskaia. It is a unique video documenting archaeological and ethnographic research conducted in that year as well as the life and spiritual culture of the indigenous population of Western Siberia (the Khanty and the Mansi). The article gives an analysis of the historical background against which the film and other archival materials were produced, examining their current state and composition. Based on a number of sources, among them video titles and the ‘Field Diary’ by Vanda I. Moshinskaia, a description of the materials is presented. It is concluded that these feature fragments of the 1948 newsreel film of the Ob-Irtysh expedition, which is a unique visual source on the history and culture of the Ob River area, indispensable to the archaeological study of Western Siberia.
