IMPACT OF US PROTESTANT MISSIONERS ON STATE AND SOCIETY IN JAPAN IN THE 19TH CENTURY

Nelyubin P.

Аннотация

The purpose of the research. The article examines the problem of the role of Protestant missionaries from the United States in the history of Japan. The author demonstrates that missionaries acted not only as disseminators of the Christian faith, but also as informal agents of influence of their country and «Western civilization» as a whole. Thus, the purpose of the study is to establish and identify the ways of influence of Protestant missionaries from the United States on the state and society in Japan of the specified period, which, of course, was by no means limited to the number of converts. This is necessary to overcome stereotypes and superficial assessments of the Protestant missionaries from the United States and their role in Japanese history. Results. As a result of the study, the author comes to the conclusion that it was precisely as informal agents of the United States that missionaries used their main advantage - the opportunity to share knowledge of Western civilization and popularize it in Japan. At the same time, the author notes that the success in the dissemination of «Western» achievements and ideas was not associated with Christianization. Christianity in this case, rather, was a deterrent to their spread. This seems to have been due to a deeply rooted bias against Christians on the part of the overwhelming majority of Japanese people, which arose as a result of anti-Christian policies that had been pursued for about 250 years. In addition, the circumstances, thanks to which they were able to preach their faith among the Japanese flock in the 19th century, did not contribute to the improvement of the image of the Protestant missionaries from the United States.

Paley D., Tsvetkova N.

Аннотация

The article examines one of the most important internal aspects of the political life of the United States - political lobbying within the acute and urgent problem of civilian weapons. The purpose of this study is to consider and review the institution of political lobbying at the present stage: its role in the American political field, the mechanisms of its work. The following aspects of lobbying activities will be considered: the concepts of interest groups and lobbyists and their fundamental difference, the formation of the Institute of Political Lobbying within the Association, the PAC and SuperPAC organizations, the typology of lobbying actors and the place of the Association in it, party engagement and support for ideas about free civilian weapons from the Republican party. In the study, the authors come to the conclusions that as a multi-disciplinary and highly specialized player in the lobbying field, the National Rifle Association has been one of the most influential lobbying actors in the United States for two decades; introduced a new concept «prophet mediator» to designate a unique position in which the organization's lobbying activities are carried out and the factor of the uniqueness of the phenomenon of lobbying of the Association in the form of combining the strengths of various lobbying groups represented in the American political field is derived and determined. This study is the starting point for further study of the influence of the arms-lobbying factor on the current domestic political agenda in the United States.

VAGUE FUTURE OF THE EU IMMIGRATION POLICY EXTERNAL DIMENSION

Pogorelskaya A.

Аннотация

The article provides the analysis of the EU external migration policy. The research aim is to assess its potential for managing international migration both in relatively favorable and crisis conditions and to outline the possibilities of its application in future. The article provides the overview of the EU external migration policy transformation, the assessment of the resources available to the EU for its application and the analysis of difficulties accompanying external migration policy. Conclusions: The EU external migration policy faces a number of difficulties, including the lack of financial resources during crises, the lack of effective incentives for third countries to bear additional burdens in the EU interests, the need to coordinate the actions and conflicting interests among different actors and levels of governance, etc. Despite the difficulties, external dimension became one of the priority areas in the EU immigration policy as a result of the 2014-2016 migration crisis. However, the EU immigration policy in general needs to be updated but the EU is not able to provide any innovative migration governance solutions. Therefore, the EU may find it increasingly difficult to expand its cooperation with third countries for common migration governance in future. In case of protracted crisis and the lack of progress in updating the EU immigration policy, the future of its external dimension seems to be vague.

«THE EUROPEAN QUESTION»: FROM M. THATCHER TO J. MAJOR

Menshchikova Y.

Аннотация

In the 1990s, the European Communities entered a new phase of development. The UK took an active part in the integration changes. Under Prime Minister J. Major (1990-1997) The United Kingdom signed the Maastricht Treaty and became a full member of the European Union, which had emerged on the basis of the former supranational structures. The attitude of British society and political circles to the «European question» was ambiguous despite Britain’s membership of the EU. The country divided into supporters and opponents (otherwise known as «Euro-optimists» and «Euro-sceptics» respectively) of the UK's participation in the integration. M. Thatcher, the predecessor of J. Major as head of the British government, had a preference for the United States in terms of international partnership and expressed doubts about the issue of rapprochement between the UK and the EU. However, J. Major’s foreign policy activity was directed towards the European Union. The idea of the article is to test the hypothesis that J. Major was neither a Euroskeptic nor a Eurooptimist, but he balanced between them, trying to integrate the United Kingdom into the union on British terms. In the present article the debates of the House of Commons of Great Britain, J. Major’s speeches and interviews, M. Thatcher’s memoirs and other materials are used. It has been concluded that, J. Major took a position between Eurosceptics and Eurooptimists regarding British participation in the European Union. The politician was forced to act in order to preserve the integrity of the Conservative Party, since the «European question» was the cause of the internal party split, and at the same time maintain the country's influence in regional politics. In the early 1990s, the solution to this problem was the UK's entry into the EU with respect for British interests as well as on British terms.

THE EUROPEAN UNION AND RUSSIA IN THE SOUTH CAUCASUS IN 2008-2020: A SPACE OF COMPETITION AND PARTNERSHIP

Yumatov K., Sivina K.

Аннотация

The article examines the relations of the South Caucasus countries with Russia and the European Union in the period between the military crisis of 2008 and the Nagorno-Karabakh conflict in 2020 focusing on the evolution of their interaction in the context of regional and global international relations. The author shows the importance of the EU Eastern Partnership policy for promoting the interests of the West as opposed to increasing influence of regional actors such as Russia, Iran and Turkey. The study observes specific features of the actions of the Russian Federation and the EU in the formation of mechanisms for resolving regional conflicts including Georgian-Ossetian, Georgian-Abkhazian, and Armenian-Azerbaijani ones. It is obvious that the internal problems and interstate contradictions in the South Caucasus are influenced by the differences between the West and Russia. After the 2020 war in Nagorno-Karabakh, an established system of confrontational stability in the South Caucasus, which was formed because of the peacekeeping activities of Russia, the EU and the OSCE Minsk Group in 2008-2009, has undergone a serious transformation, the most significant factor of which was the military-political and economic strengthening of Turkey in the region.

«INTERNATIONAL SOCIETY» AND «GLOBAL BRITAIN». SOME PRACTICAL ASPECT OF APPLYING THE CONCEPT ENGLISH SCHOOL OF INTERNATIONAL RELATIONS

Mironov V.

Аннотация

This article is devote to the possibilities of applying the concept of international society to the analysis individual problems in International relations and Foreign policy of the modern Great Britain. The English school of international relations recognized by modern science as a vivid example of a kind of autonomous theoretical approach to international politics. The ideas of the school began to develop in the middle of the last century, acquired the character of a scientific concept by the end of the 1970s. and today they have been developing for three generations of researchers. The concept of international society was a base for the analysis of the largest international institutions carried out by H. Bull during the work of the British Committee for the Study of International Politics. H. Bull considered diplomacy, the balance of power, the management of international relations through the interaction of great powers, international law and war to be among the fundamental institutions that ensure the functioning of international society. Subsequently, the development of this thematic line by representatives of the English school made it possible to talk about the formation of the British version of the institutional study of international politics. This theoretical approach can be apply to the study of a number of problems of modern international relations, including in relation to the problems of studying modern British foreign policy. Demonstration of these possibilities of the concept of international society is the purpose of the article. Most of the supporters of the English School noted the erosion and transformation of the institutions of international society in the second half of the 20th - early 21st centuries. The balance of power lost its importance by the middle of the twentieth century as a central international institution in the opinion of modern representatives of the school. The development of international law characterized by contradictory trends. The inclusion of war among the institutions of international society raise questions among supporters of the concept. Diplomacy has undergone significant modernization. The consequence of all these processes is the growth of great power principles in modern international politics, which well demonstrated by the idea of «global Britain», as well as the country's exit from the European Union. Thus, the concept of international society once again proves its relevance and political relevance. The English School of International Relations retains its heuristic potential and remains open to dialogue with the theory of international regimes in the United States.

Denisov S.

Аннотация

The study of the domestic experience of the policy of forming a positive image of the state in the international arena is very important within the framework of the goals and objectives of the political course of modern Russia. The article is devoted to the study of the role of the local press as an important means of forming a positive image of the USSR in the international arena during the formation of hotbeds of a new world war. The subject of the research is the materials of publications on the work of the Geneva conference on disarmament and the conclusion of bilateral treaties with foreign countries in the newspapers Volzhskaya Kommuna, Krasny Sever, Soviet Siberia for 1932-1934. Based on the results of the examination, the author comes to the conclusion that local periodicals actively contributed to the formation of a firm conviction among Soviet citizens about the foreign policy of the USSR aimed at preventing new wars and preserving peace. The policy of foreign states aimed at delaying the adoption of decisions on disarmament issues was sharply criticized. By all possible means, both verbal and visual, the local press tried to draw attention to the two-faced nature of Western countries on the issues of maintaining peace and preventing war.

CLASSICS LESSONS OF THE TOMSK SCHOOL OF HISTORIOGRAPHY AND METHODOLOGY OF HISTORY

Ivonin Y., Ivonina O.

Аннотация

The purpose of research. The article analyzes different explanatory models and classifications of the «scientific school» concept as it is used in scientific community and in actual normative documents. It is stated that within the framework of classical methodology emphasis was placed on the structural characteristics of the scientific school, its specific genesis determined by historical context and social conditions that ensure the production of reliable scientific knowledge. Later sociology and philosophy of science focused on the study of the “scientific school” evolution as a process of changing its paradigms and research tools. The postmodern paradigm of the scientific school abandons its previous understanding as a special kind of reality, relying on the effectiveness of virtual collaborations, project and network forms of science. The relevance of the study of the Tomsk historiographic school and its place on the map of modern science is determined by its leadership in the so-called «historiographic revolution», which changed the image of historical science and the «craft of the historian. «Sources and research methodology. To analyze the ego-sources of the Tomsk Historiographic School (TIS), the methodology of interdisciplinary synthesis was used, combining the research principles of the sociology of science and the scholar approach, which made it possible to identify the specific features of TIS in the system of modern historical knowledge. Results. The result of the study of the emergence and development of TIS, the evolution of its subject field, theoretical foundations and the historical concepts formed by it, became the identification of TIS proposed by the authors as an example of a special professional culture of the local scientific community, whose moral credo and civic position determined the research preferences and the trajectory of scientific research of its members. Heuristic and spiritual and moral potential of the school shows its viability given the classical culture of academic standards, their demand for modern scientific community. The original methodology of historiographic research developed by representatives of this school seems to be universally significant. A significant update of the research tools for comprehending and understanding the past, proposed by Tomsk methodologists, can be used in modern practice of studying various areas of historical knowledge.
