文章介绍了旨在制定俄罗斯联邦国防部规范性法案和服务文件的主动研究和计划研究工作的主要成果,以规范 2010–2020 年期间规范部队医疗供应系统运作。它反映了和平时期和战争时期编队、军事单位、军事医疗和其他组织医疗设备配给概念框架形成的关键阶段。该研究设计基于对提供各种类型医疗服务(包括专业和高科技医疗服务)时对各种类型医疗设备的需求以及国内医疗和制药行业的潜力的综合研究。考虑到军队建设和国防军事经济支持的发展趋势,提出了完善部队医疗设备提供机制的法律规范的主要方向。文章揭示了在乌克兰特殊军事行动期间受伤(患病)军人医疗供应的变化。在制定 2010-2020 年部队(军队)医疗供应系统综合规范性法律框架的过程中,S.M. Kirov Military Medical Academy 学院发挥了主导作用。总体而言,更新部队医疗供应系统监管法律框架并使其与俄罗斯联邦立法和监管法律行为相协调的活动,联邦执行机构的规范性法律行为以及俄罗斯联邦国防部的规范性法律行为和官方文件具有“生命力”和动态的性质。2010–2020 年期间,在 Main Military Medical Directorate of the Ministry of Defense of the Russian Federation专家、科学家和 S.M. Kirov Military Medical Academy员工的创造性联合行动下,制定 (修订)了大量俄罗斯联邦国防部的规范性法案和服务文件,对在当前军事战略和社会经济条件下向部队(兵力)提供医疗设备的预期措施的实施进行了规范。
