Introduce efficiency index scheme for forming indices soft decision and its asymptotic limits for different types of signals. In the article necessary level of requirements to SPP depending on a project cost (an object category) and threat type (intensity and value of damage) is justified. For the decision of this task the spatial-temporal simulation model of functioning SPP is constructed. As a result of carrying out the plan of experiment for models the analytical model of losses of a project cost from influence of threats and expenses on SPP is received. On extreme point of function of expenses requirements to parameters of SPP were defined.
