The article describes the theoretical and methodological foundations of industrial policy as a branch of scientific knowledge. In this regard, the possibility of its representation by a special type of management activity in the unity of the practice of state management of industrial development and theoretical foundations as a set of knowledge is determined. The theoretical and methodological foundations of industrial policy are understood as a set of methods and knowledge about industry as an object of management, the structure of the relevant subject of industrial policy and its functioning. The author gives a brief description of the new geopolitical realities associated with sanctions and the rupture of long-term integration relations, which determines the new conditions for the functioning of the country's industrial complex. It is concluded that in the current realities, the improvement of the theoretical and methodological foundations of industrial policy is of particular importance, and its main directions are determined.

The article deals with the problems of increasing the stability of the Arctic settlements of the Republic of Sakha (Yakutia) at the expense of the resilience driver companies. In the study, based on the key factors of resilience, private companies of the Arctic zone of the Republic of Sakha (Yakutia) were selected. These companies are resilience drivers, leading traditional economic activity. Despite the high influence of infrastructural and climatic factors, these companies proved to be highly stable and also showed socially significant growth in the analyzed period. As a result of the analysis, the categories of persons who have a greater impact on the resilience of Arctic settlements were identified. They are as follows: indigenous small ethnic communities and production cooperatives engaged in breeding horses and deer, fishing and commercial hunting. The authors also express the point of view that the companies identified in the course of the study are potential recipients of tax benefits. The results of the study will be used in the future in the formation of a methodology for assessing the resilience of the economic systems of the Arctic settlements of the North-East of Russia to economic shocks.FUNDING:The research was carried out with the financial support of the RFBR in the framework of the international scientific project 20-510-71001 Arktika_t "Sense Making, Place Attachment and Extended Networks as Sources of Resilience in the Arctic: the Russian Northeast Vector" (Russian Foundation for Basic Research, RFBR).

The article structured the elements of the process of making investment decisions in a hedge fund for the purposes of formalizing a decision support system (DSS). In particular, the authors systematized risk control methods when making investment decisions within a hedge fund, taking into account portfolio optimization, tasks and conditions for achieving optimality. The authors raise the issue of strategies' mutual correlation, which leads to a potential threat of a decrease in resource provision (in the informational aspect) of a decision maker when working with DSS with a focus on the proposed target value to resolve a problematic situation. To solve this problem, it is proposed to carry out constant monitoring and updating of the accumulated knowledge base by the subject of management (manager) about the management object (investment strategy).It is also necessary to control the flows in the management object on the basis of matching needs and opportunities through logical and linguistic modeling (frames) in order to maintain the system's homeokinetic equilibrium.

Organizational design is a fairly new direction, which is currently actively developing. An integral part of organizational design are organizational risks. Without an analysis of organizational risks, it is impossible not only to make any changes in the company, but also to ensure its full-fledged activity.The authors propose a risk assessment model as a tool for developing risk management techniques in a company based on constant monitoring, assessment and timely management decisions that allow to correctly identify and assess risk, minimize, level or completely prevent the consequences of risk.The results obtained can be useful for the development of specific management decisions in the process of implementing organizational changes in the company.The article will be of interest to employees engaged in risk management, students of management training, post-graduate students and teachers of management disciplines.

This article presents the main factors related to ensuring the competitiveness of service companies in the field of immersive learning and leisure. These factors are due to trends in the development of the service sector amidst digitalization. The arguments in favor of transforming the field of services in education and leisure with a virtual component are presented. The author formulated some proposals to ensure the competitiveness of companies providing such services, taking into account organizational and economic features. The article may be useful for managers and representatives of commercial blocks of companies providing services in the field of virtual and augmented reality technology.

The author summarizes and structures the existing knowledge and experience about crisis management at the companies of the housing and utility sector. The author considers the nature and features of the companies of the housing and utility sector.Factors that determine the activity of the companies of the housing and utility sector are identified. The novelty of the article lies in structuring the techniques and methods of crisis management in the context of the life cycle of crisis processes. The authors consider the prospects of placing the food and processing industry on the territory of the Omsk region in accordance with the available target resources and capabilities of municipal districts. The method of determining the spatial location of processing dairy plants in the Omsk region is given. The main selection criteria and district features affecting the location of processing plants are indicated. The optimal spatial location of dairy plants is proposed. It can be determined by solving a multi-criteria optimization problem using Saaty’s hierarchy analysis. This research is of theoretical and practical interest in the development of targeted programs and projects at the regional and district levels, as well as in making managerial decisions at the local level.FUNDING:The study was carried out within the framework of the assignment of the Ministry of Agriculture of the Russian Federation (Contract No. 8-2022 of 12.05.2022).
