Abstract
The first part of the report addresses the current problems of the country and the RAS: overcoming the technological gap; restoring the integrity of operation of the scientific and technological complex; restoring the unity of management of the scientific and technological complex; resourcing of Russian science, strategic planning of science, and internal objectives of the RAS. It is shown that the main challenge facing Russia at the moment – overcoming the technological gap – can be tackled by ensuring the integrity of operation of the scientific and technological complex, where new knowledge would translate into technology and then into the finished product. The second part of the report is dedicated to the key scientific achievements of Russian scientists in 2018.
On the draft program for basic scientific research in the Russian Federation for the long term. Report by the RAS academician V.V. Kozlov
Abstract
In his report, Vice-President of the RAS, Academician V.V. Kozlov gave an account of the preparation of the draft Program for Basic Scientific Research in the Russian Federation for the Long Term, specified the legal grounds for this document, and addressed the issue of the resourcing of program implementation. V.V. Kozlov noted that the 15-year planning horizon looks unrealistic with regards to basic scientific research. Therefore, the inter-departmental working group that is preparing the draft program proposes analyzing the results every 5 years and amending the document, if necessary. He also emphasized that Russia will not be able to make it into the Top 5 leading countries in priority scientific areas unless research funding is significantly increased-by approximately by 2.5 times.

Abstract
The report lists the fundamental principles of the formation of the Program for Basic Scientific Research in the Russian Federation for the Long Term, describes six sub-programs, one of which is being implemented, and outlines a system for program implementation management. The report also details which organizations participated in the drafting of the program, provides an estimation of the results of its implementation and a list of performance indicators that would make it possible to assess the efficiency of program implementation.

Abstract
Chief Scientific Secretary of the RAS Presidium, RAS Academician N. K. Dolgushkin, has informed the General Meeting about the work done by the RAS Presidium during the reporting period and the key decisions made. The interaction between the Academy of Sciences and public authorities has been streamlined, and there is progress in international cooperation. Persistent efforts are being made to propel Russia into the ranks of world's leading countries in the field of scientific research.

The prize Global Energy in 2019 was awarded to professor Frede Blobjerg (Denmark) for his outstanding technical contribution to the development of an intelligent management system for the wide use of renewable energy sources and dr. Khalil Amin (USA) for his contribution to the development of efficient energy storage technology.
