Aims and Scope

The academic journal "Vestnik VGIK” | Journal of Film ART and Film Studies  is the leading scholarly periodical issued by the Sergei Gerasimov Russian State Institute of Cinematography. This peer-reviewed journal is on the list of scholarly periodicals and editions approved by the Supreme Attestation Commission (VAK) of the Presidium of the Ministry of Education and Science of the Russian Federation - publications which contain major results of dissertations submitted for the advanced academic degrees of D.Sc. and Ph.D. and meeting the requirements of the Supreme Attestation Commission in the fields of Art History, Philosophy, Film Culture and the Economics of Filmmaking. 

The journal publishes original research papers by scholars and educational workers, doctoral, post-graduate and undergraduate students, as well as information on VGIK faculties' research activity, conferences and discussions, and books, textbooks and teaching aids compiled by VGIK professors. Its target audience comprises scholars, university professors, school teachers, post-graduates, undergraduates and others interested in the developments of Russian cinema studies.

Peer Review Process

I. General Terms

Following Resolution No. 17 (21.01.2014), “Vestnik VGIK| Journal of Film Art and Film Studies Editorial board issued the following procedure of peer-reviewing the articles submitted for publication containing the academic results of doctoral dissertations in the following disciplines:

  • “Art History and AudioVisual Culture”
  • “Philosophy” (Aesthetics)

The manuscript should be presented in accordance with the regulations publicly available on the journal’s website.

Each entry should be a complete text original in form, well-researched and stating the relevance of the subject matter and its academic novelty, which has not been published elsewhere.

The originals of all the documents submitted by the authors (including reviews) are kept at the editorial office for five years.

II. Rules of Submitting Reviews

  • For post-graduate students, the essay is accompanied by two reviews (internal and external) written by Doctors of Sciences in the relevant field in compliance with the Supreme Attestation Commission (VAK) Regulations (the signature is certified according to the established procedure and sealed at the place of employment), an extract from the minutes of the faculty meeting or another academic division and a Post-Graduate Study Department’s certificate.
  • For the authors with a Doctor of Sciences degree, an extract from the minutes of the faculty meeting or another academic body is not needed.
  • In view of encouraging student research activity, VGIK’s faculties and research divisions can recommend student papers for publication in “Vestnik”. For these publications, it is necessary to produce an extract from the minutes of the faculty meeting or another academic body recommending the article for publication, (duly certified and sealed).
  • The following published entries are not to be reviewed: original reviews of scholarly literature published in the section “Reading Room | Reviews” and information in the section “Reading Room | Bookshelf”, as well as articles in the section “Case Study | Side-notes”, panel minutes, and news items in the section “Timeline | Current Events”.

III. Blind Review Procedure

  • All submitted manuscripts are subject to blind peer-reviewing. The essays are reviewed by the Editorial board members (on a selective basis) and by an approved body of VGIK researchers. They employ a specific (brief) form of assessing the article’s academic merits. The reviews are kept at the Editorial office/Publishing house for 5 years.
  • In accordance with Clauses 3-7, the essays submitted for publication undergo internal double-blind reviewing by two anonymous experts without disclosing the author’s and the reviewer’s names, which secures a greater objectivity of the decision on the quality of the essay, the raised problem, its relevance and novelty. The reviewing is done by experts in the fields correlating with the subject matter of the essay. The reviewers’ names are not divulged to the authors and the reviewers who are notified of the fact that the submitted manuscripts are the intellectual property of the authors and belong to classified information. The reviewers are not allowed to copy the manuscripts for their own needs.
  • The reviewing is confidential, all the details being kept at the editorial office. The review is classified and can be obtained by the author at his/her written request without disclosing the reviewer’s name and position. Breach of confidentiality is possible only if the reviewer claims the alleged inaccuracy or distortion of the facts stated in the manuscript.
  • In the case of any unforeseen (conflicting) situation related to the denial of publication on the part of the editors, the review can be presented to the VAK Expert Board at the written request.
  • If the reviewer makes remarks requiring the modification of the essay, the manuscript is returned to the author with comments. The date of submitting the updated essay is fixed anew, and the manuscript itself is classified as a new entry. Making comments on the modification and improvement of the text, as well as the work with the authors, is the exclusive province of the editors.
  • In case of a positive decision of the Editorial Board on the publication of the essay, the author is notified by e-mail. If the decision is negative, the author receives a substantial written refusal.

IV. Editorial Board’s Functions in Peer-Reviewing Procedure

  • If the manuscript is recommended by the reviewer for publication it is considered at the session of the Editorial Board held every three months prior to the assembling of the next issue. The ultimate decision on the advisability of the publication is made by the Editorial board members and recorded in the minutes of the session.
  • In the case when the essay is rejected by one reviewer while being approved by the other (albeit with remarks) both the review and the manuscript are considered at the session of the Editorial Board preceding the assembling of the next issue. The Editorial Board retains the right to permit the publication if it has reasonable arguments recorded in the minutes. Besides, the Editorial Board can decide to give the controversial essay to another expert in the same academic area for peer-reviewing.
  • In the case of two negative reviews of the same manuscript the issue is not to be considered by the Editorial Board but the editors can make the final decision and reject the manuscript giving the author a substantial written refusal.

 

Publication Frequency

The journal issues quarterly (4 times per year).

 

Open Access Policy

The essays in the journal "Vestnik VGIK" are available to everyone since the publication that provides free and open access to research for scholarly advancement.

 

Archiving

The journal uses the PKP Preservation Network (PKP PN) to digitally preserve all the published articles. The PKP PN is a part of LOCKSS (Lots of Copies Keep Stuff Safe) program offers decentralized and distributed preservation, seamless perpetual access, and preservation of the authentic original version of the content.

Also, the journal makes full-text archives on the Russian Science Electronic Library (http://elibrary.ru/) platform.

 

Indexation

The Vestnik VGIK" | Journal of Film Art and Film Studies is indexed in the following international databases and directory editions:

  1. Russian Science Citation Index - a database accumulating information on papers by Russian scholars, published in Russia and abroad;
  2. Google Scholar;
  3. Ulrich's Periodical Directory;
  4. WorldCat.

 

Publishing Ethics

General requirements for manuscripts

When considering the received manuscripts, the Editorial Board is guided by International Committees on Ethics.

Committee on Publication Ethics (COPE): White Paper on Publication Ethics

The manuscript should have it expressly pointed out that all individuals who have become the objects of research gave their written consent.

The authors are personally responsible that the manuscript should not make it possible anyhow to identify the individuals who took part in the research.

The manuscript will be withdrawn from publication if at any stage of consideration or pre-publication the Editorial Board reveals a violation of the requirements of publication ethics.

In case this breach is identified by readers of the Journal after the manuscript has been published, it will also be withdrawn. This will also result in prohibition for the authors team to publish their works in the Journal in the future.

The breach of the publication ethics includes:

  • Plagiarism;
  • Submission for publication in several journals at one time;
  • Concealment of conflict of interests;
  • Assessment of the reviewers’ professional qualities;
  • Unacceptable authorship.

Plagiarism

Plagiarism may occur in many forms: from presenting someone other’s work as one’s own to copying and paraphrasing of significant volumes of someone else’s work (without referring to initial authors), or unfair claiming rights for someone else’s results of researches. Unauthorised borrowings in all forms are regarded as unethical actions and are therefore unacceptable.

The authors of the manuscripts are expected to present fully original works. Mentioning someone else’s work should properly refer to initial sources, which in their turn are subject to inclusion in References of the manuscript. Citing previously mentioned text should be arranged as direct speech and be enclosed in inverted commas with mandatory referring to initial source. Inclusion of large segments of the borrowed text is unacceptable.

It is always necessary to recognise all participants’ contribution to researches. The authors should refer to publications which have seriously influenced research covered in the manuscript. The data which have been unofficially obtained (e.g. in a talk, correspondence, or in discussion with third parties), should not be used or presented without prior written consent of the initial source. The information obtained from confidential sources (e.g. when it comes to scientific grants) should not be mentioned in the manuscript without clearly expressed written consent of the author concerned with the confidential source.

Plagiarisms are detected by means of:

  • Peer-review;
  • Antiplagiarism software (Antiplagiarism);
  • After the manuscripts have been published – following readers’ claims.

If plagiarism is identified, the manuscript will be denied, even if it has already been published. The website will contain official notification thereof.

Submission of one manuscript for publication in several journals at one time or presentation of earlier published results under different title:

In case the Editorial Board becomes knowledgeable that the manuscript has been submitted for publication in several journals at one time, it will be regarded as breach of publication ethics. The manuscript, after such breach is detected, will be declined.

Publication of a certain type of the paper (e.g. translated articles) in some cases is acceptable, provided that a number of criteria are met. When submitting the manuscript for the second time, the authors are required to notify the Editorial Board and substantiate the necessity thereof. In the case of the second-time publication, all copyright related issues are settled down individually in certain case specifically. The general requirements for the second-time publication are as follows:

  • Full bibliographical reference to the initial (first-time) publication;
  • Provision of original references of the initial (first-time) paper.

Concealment of conflict of interests

It is obligatory that all authors should disclose (declare in a specific section of the manuscript) financial or other express, or potential conflicts of interests, which may be regarded as those having influenced results or conclusions given in the manuscript.

The examples of potential conflicts of interests subject to disclosure are:

  • Acquisition of financial reward for participation in research or writing a manuscript;
  • Any connection (e.g. contract, consulting, shareholding, remuneration, provision of expert’s opinions) with organisations having direct interest in the subject of the research or review;
  • Patent application or registration of a patent for research findings (copyrights, etc.);
  • Acquisition of financial support for any stage of research undertaking or manuscript writing (including but not limited to grants and other financial coverage).

The information about any conflict of interests obtained from the authors will be available only for the Editorial Board when deciding on publication of the manuscript. In case the manuscript faces the positive decision on publication, the information about the conflict of interests becomes available through publication within the full paper.

Assessment of the reviewers’ competences

The assessment of professional competences of a reviewer is an exclusive prerogative of the Editorial Board.

Any attempts made by the authors to assess the team of reviewers’ competences will result in decline of publication.

Unacceptable authorship of publications

The authors of the manuscript may be only those who have significantly contributed to forming of the concept of the manuscript, development, and interpretation of the results of the research presented, as well as to the manuscript writing process itself (including scientific and stylistic revision, and adaptation of the paper to the Journal requirements).

The authors are expected to see to it that:

  • All authors who have significantly contributed to the research, are mentioned as co-authors;
  • No person who has not actually participated in the research is mentioned as a co-author;
  • All authors have seen through and approved the final version of the work, and agreed on its publication. The consent of the co-authors should be given in writing in cover letter.

Access to initial data and their storage:

The Editorial Board reserves the right to request the authors to provide initial (“raw”) research data, including for the purpose of providing those to the team of reviewers and editors. The authors are expected to be ready to provide such data to the editors as well as store these data.

Significant mistakes in the published works:

In case significant mistakes or inaccuracies are found in the publication, the authors are expected to inform the Editorial Board or the Publisher thereof, and cooperate with the editorial team to ensure prompt suspension of the work and rectification of mistakes. In case the Editorial Board or the Publisher is provided with substantiated information that the publication contains significant mistakes, the author is obliged either to have the work withdrawn and rectify the mistakes within the shortest time, or withdraw the notification of mistakes, providing the Editorial Board with all necessary proof.

 

Publication Fee

The papers are published in the Journal ”Vestnik VGIK" | Journal Film Art and Film Studies free of charge.

The Editorial Board do not charge the authors for open publication of their papers, as well as for reviewing, preparation of the Journal for publication, maintenance of the website and electronic storage of the manuscripts.
