Analyzing the implementation of strategic decisions aimed at ensuring Russia's scientific and technological security

Abstract

The article presents strategic planning documents results implementation analysis in Russian Federation’s progress and scientific and technological security ensuring field. The key orders and strategies approved at the federal level that determine the state policy for the development of the science and high technology sector are considered. According to the time frame defined by the relevant regulatory documents, the key indicators and their dynamics are analyzed . The conclusion about the insufficiently effective execution of the tasks fixed in the relevant acts is made. Thus, only the indicators characterizing the implementation of the national development goals of the Russian Federation, defined by Decree of the President of the Russian Federation No. 474 of 21.07.2020, showed an approximation to the target values, while the results of the tasks defined in the other documents considered in the article were not fully achieved. It is concluded that there is a problem of the effectiveness of the execution of strategic plans and the need to develop mechanisms for additional control and monitoring of their practical implementation to ensure the scientific and technological security of Russia.

Analysis of determinants of industrial systems competitiveness in the conditions of neo-industrial transformation

Abstract

The article highlights the determinants of the competitiveness of industrial systems, adapting them to the conditions of global instability and unpredictability of development, the challenges of digitalization, neoindustrialization, import substitution. The measures of the determinants of competitiveness are proposed and, within the framework of the author's methodology, the stability of their dynamics is assessed and their influence on the share of innovative products produced in the industry is analyzed. On the basis of the calculations carried out, systemic problems of industrial development associated with its low innovative effectiveness are identified. It is shown that an increase in the degree of depreciation of fixed assets of the manufacturing industry after a critical level causes a decrease in the specific volume of innovative products produced, and an increase in labor productivity in the manufacturing industry does not cause a significant increase in the specific volume of innovative industrial products. It is revealed that an increase in the share of manufacturing industry in value added is accompanied by a decrease in the share of innovative products in the total output of industry, and an increase in the number of advanced technologies used does not contribute to reducing the level of depreciation of fixed assets. As recommendations for overcoming the identified problems, it is proposed to focus state support measures on increasing the innovative activity of industrial entities, forming a clearer link between the use of advanced technologies and the release of innovative products, activating industrial marketing and the processes of commercialization of innovations in industrial systems. The results of the study are addressed to persons developing industrial development strategies at the level of regions, industries and the national economy as a whole, as well as scientists dealing with the problems of increasing competitiveness in the production sector.

Servitization patterns in the machine building: impact of financial performance and size on service delivery strategies

Abstract

Servitization is an important strategy for expanding the revenue stream of machine builders through the provision of basic, intermediate and advanced consulting, support and repair services that accompany technically complex products. The purpose of this article is to study servitization patterns and regularities in approaches to the provision of services in mechanical engineering, which characterize companies in accordance with their size and financial performance. For the study, reporting data of 98 Russian companies were used, which account for a third of the national machine-building market in terms of revenue in 2021. With the help of cluster analysis and comparison of differences in the average values of servitization indicators based on the Mann-Whitney criterion, differences in the nature and depth of services provided by manufacturing enterprises were determined. The results of the study showed that the paradox of servitization is confirmed in practice. With an increase in the volume of investments in the infrastructure and processes for the provision of services, the overall profitability of the company first grows and then decreases after reaching a certain level. The results can be applied in the practice of companies to determine the depth of services provided and develop service strategies that increase customer loyalty and expand the revenue streams generated by the business model.

Comparative analysis of the importance of domestic machine-tool construction in the modernization of production facilities of the USSR, the post-Soviet period and at the present stage of development of Russia

Abstract

The article is devoted to the characteristics of the level of development of the machine tool industry of our country and the degree of its participation in equipping industrial enterprises with means of production at various historical stages. In this regard, first of all, its condition and the level of dependence on equipment imports in the pre-war period associated with the industrialization of the national economy of the USSR are analyzed. Then, the state of the machine tool industry of the country in the period of the late USSR, associated with the modernization of production, is considered, and a conclusion is given about the insignificance of import supplies on it. After that, the state of the domestic machine tool industry of the country during the period of market transformation is described, data on the high importance of equipment imports during that period are given. The state and prospects of development of the pipe industry in Russia

Abstract

The article examines the state and prospects of development of the pipe industry of the Russian Federation. The authors, based on statistical data and the method of "Five Forces" by M. Porter, analyzed the current trends in the development of the industry, characterized its structure, investigated the volume of production, imports and exports, as well as the main factors determining the dynamics of the development of the pipe industry. The article also examines the main forces influencing this market, namely: provides information on the main manufacturers, existing substitute products and the possibility of new sellers entering the market, describes the economic opportunities and trading abilities of suppliers and consumers. In addition, the article discusses the main driving forces of the development of the Russian pipe industry, including: changes in the structure of costs and productivity, the introduction of new products, technological changes and the increasing globalization of the industry. Based on the analysis, it is concluded that the pipe industry has a great potential for development. This article will be of interest to specialists interested in the state and development of the pipe industry in the Russian Federation.

Competitiveness of condensed milk brands in the market of the city of Perm

Abstract

The article provides a comprehensive assessment of condensed milk competitiveness. The following groups of methods were used: sour cream quality and price index, the 11111-55555 method of expert group assessment and the method of integrated assessment of the competitiveness of condensed milk with sugar based on the results of the study of consumer demand. A significant body of data was obtained to assess the level of competitiveness of brands of condensed milk with sugar both from the point of view of experts on quality criteria and on the cumulative impact of quality and price components of competitiveness, as well as the group vision of experts based on the 11111-55555 method. In addition, the analysis of the competitiveness of condensed milk with sugar from the aggregate point of view of direct retail customers was carried out. A general overview of the condensed milk market and a primary marketing study of consumer preferences for condensed milk brands in the Perm market were conducted. The application of a complex of heterogeneous methods objectively provided quite different results. Some results were obtained by evaluating a simple ranking of the condensed milk brands by organoleptic and physico-chemical indicators of condensed milk quality. Somewhat different data were obtained by comparing the obtained quantitative estimates of the condensed milk quality with the price of its sale and as a result of calculating the integrated indicator of the competitiveness of the studied brands of condensed milk according to consumers. Practical recommendations for optimizing the purchase of sour cream for buyers and recommended measures to improve the competitive strategy for the beneficiaries of the condensed milk brands are formulated.

Brand multidimensionality: nature, content and classification

Abstract

In modern economic conditions, a wide choice and differentiation of goods, it is almost impossible for companies to compete without a strong trademark that could ensure the uniqueness and differentiation of the offer. Companies need to create conditions under which the products produced would have the qualities needed by consumers. In turn, consumers chose and bought exactly the products that fully met their growing needs. Thus, companies should concentrate their efforts on creating strong brands, which requires to apply modern branding concepts, adapt them to the peculiarities of production, the influence of factors of internal and external environments, characterized by variability, innovation and uncertainty. In addition, the digitalization requires the accelerated development of high-tech industries capable of producing high-tech products with high added value, the formation of an internal high-tech market, the development of the intellectual property market. It is the creation of effective strong brands that will allow domestic companies to determine their position in the market and ensure the promotion of high-tech products in the domestic and global markets, achieve competitive advantages and increase competitiveness.

Shaping the social marketing concept

Abstract

The modern economic agenda has led to the creation of the concept of Marketing 4.0. The strategic initiatives of this concept are as follows: online and offline marketing social interactions, social positioning of the company's brand and its products and the creation of a digital ecosystem. The Strategy of Innovative Development of the Russian Federation states that innovation, knowledge and new technology are the determining factor of sustainable growth and competitiveness. The article substantiates the implementation of the social marketing concept as an important condition for ensuring the company competitiveness. The purpose of the article was to form the concept of social marketing based on an innovative approach. The article analyzes the existing definitions of social marketing and reveals that they are constructed according to the following categories: reasonable needs, customers, staff, welfare of society and social problems. It is proved that the competitive concept of social marketing should be innovative by its implementation in synergy with the model of the four-link innovation spiral through the implementation of key factors of innovativeness: resources, process and results. The authors' definition of social marketing based on an innovative approach and responsible innovation is proposed. Based on the key structural elements of social marketing, such as a sustainable competitive position and social marketing activity, the article substantiates the concept of social marketing based on innovation and suggests its scheme.

Business challenges and how to raise the capital to get financed

Abstract

The results of the analysis of the main problems of launching a business in the modern economy of Russia, which are caused by the difficulties of attracting capital to finance entrepreneurial and investment projects, are presented. The most priority direction of launching a business in 2023 is the implementation of an innovative startup project. This is a priority area of entrepreneurial activity for aspiring businessmen who are focused on the results of digital transformation and are interested in adapting their business model to the new needs of society. To date, there is an increased level of competition in the market. Negative conditions of the external economic environment have been formed. These conditions reduce the volume of the market for financing small companies and startup projects. The importance of innovation-oriented projects at the beginning of entrepreneurial activity is considered. The main forms of capital raising for financing innovative and investment projects are analyzed. Trends in the financing of innovation-oriented companies and startups in the Russian economy are identified. The results of the study allow to identify the main problems not only of starting a business but also of raising capital to finance it.

Corporate bankruptcy and crises: analysis and trends

Abstract

The author analyzes the official statistics on the bankruptcy of organizations for 2022 and the Q1 of 2023 and draws conclusions about the trends in the development of the crisis situation in 2023. The analysis of the main indicators allows to conclude that the number of bankruptcies in the current 2023 is likely to increase. It is noted that there is a disproportionately large number of bankruptcy proceedings in comparison with the number of procedures aimed at restoring solvency, financial recovery and rehabilitation of debtors.As a result, creditors do not receive reimbursement of their claims, which is assessed as a direct loss. In addition, economic ties and supply chains are disrupted, which negatively affects the economy as a whole. It is proposed to discuss at the legislative level the possibility of conducting a mandatory financial recovery procedure for certain categories of debtors. Consideration of data on the total number of conclusions on the presence of signs of deliberate and fictitious bankruptcy is small, which indicates a real crisis state of enterprises and organizations. To prevent bankruptcies as an extreme manifestation of the crisis, it is proposed to apply a conceptually new innovative direction for ensuring strategic sustainable development. It is the mechanism of autogenic self-generated. In other words, controlled crisis.

Conceptual model of a digital analytical support system for the remote management of an organisation's workforce

Abstract

The authors discuss problems related to the requirements for digital dynamic employee management systems, taking into account their remote work. The purpose of the article was to formulate requirements for a conceptual model of a digital analytical decision support system for remote personnel management to improve the development plans' effectiveness. The functional requirements for the dynamic task management system of employees are considered. The necessary interactions, such as incoming and outgoing data, are analyzed. A conceptual model based on goals and best practices is substantiated. Functional requirements for the conceptual model of a dynamic employee task management system based on active feedback are formulated. A conceptual model of a dynamic management system for remotely working employees is proposed. It allows evaluating their work and managing changes. The basic requirements for a system that will allow companies and employees to flexibly plan, register and analyze their workload and productivity are outlined. The transition of the management system and remote interaction of employees to real-time mode will increase the client focus of the campaign and the work efficiency. The proposed approach is designed to help the company's management to prioritize the further development of relations with employees by increasing the level and quality of feedback and innovation activity. This article may be of interest to researchers studying innovative trends in management, staff efficiency improvement and digitalization. The research results can also be useful for practical managers who develop and implement corporate digital transformation strategies.

The article discusses the impact and interrelation of booking information systems on the tourism industry. The author analyzes the advantages and disadvantages of modern booking information systems. Special attention is paid to the consideration of methodological approaches to the introduction and implementation of information systems in the tourism industry of the Russian Federation. The scientific novelty of the research lies in the development of a structural and functional model of the booking information system and the definition of its main business processes and tasks: ensuring the exchange of information between users, obtaining background information about interacting objects; information support for the subject industry, ensuring automation of the process, integrated provision of booking services, as well as related services. It is concluded that in modern conditions there is an objective need for the introduction of a unified booking information system, the model of which has a more global functionality and makes it possible to increase the efficiency of travel industry organizations.

Abstract

The article presents the results of a study devoted to outlining and filling the innovation ecosystem of a modern university as a scientific and educational center for industrial development.The problem of finding effective mechanisms for financing universities is raised. It is proposed to consider university collaborations focused on the development and implementation of innovation as economic and scientific and educational ecosystems.To assess the development of the scientific and educational ecosystem, a matrix of innovation activity diagnostics and a list of tools that ensure an increase in the level of technology readiness were developed. Three types of readiness were identified. They are as follows: technological, production and market ones.The practical significance of the research lies in the development of tools for regional and sectoral innovation ecosystems and improving innovation performance.The results of the study may be of interest to federal and regional executive authorities, company management and management of educational organizations that form policy in science and education and manage programs for scientific and innovative development of industries.

Impact of urbanization on territorial development

Abstract

The article deals with the problems of the relationship between individual parameters of urbanization and indicators of territorial development.The relevance of this research is associated with the increased influence of the urbanization process on all aspects of the social and economic functioning of territories.The authors' approach to assess the relationship between the parameters of urbanization has been formed. The concept of sustainable development (in terms of the environmental component) was defined.The processes of the human capital formation in the particular territory with the subsequent modeling were identified. It becomes possible to attribute the received tools to the elements of scientific novelty, as well as the identification of individual characteristics depending on the level of management (strengthening or weakening of interdependencies with a change in the nature of communication).The authors' approach makes it possible to solve individual tasks of planning the social and economic development of the national system, as well as the subjects of the Federation, with the inclusion of individual territorial features in the future.Models of national, district and regional levels are obtained. It was proved that there is a relationship between individual parameters of urbanization, greening and indicators of human capital. The territorial features of these processes are determined.This research can be used in the future by researchers and representatives of public administration for planning and analyzing social and economic regional and national processes.

The authors have supplemented the concept of sustainable development of the region, which allows to fully and thoroughly substantiate its socio-economic essence on the basis of existing measures and the formed system of indicators of the strategy of socio-economic development of the regions. Based on the results of the conducted research, as well as the developed territorial development programs, the features of the sustainable development of the regions under consideration: the Omsk region of the Russian Federation and the North Kazakhstan region of the Republic of Kazakhstan are also revealed.
