Invariant transmission of signals with processing in frequent field

The work offers a method of transmission of signals with the subsequent processing in the frequency field. In order to realize such kind of processing, the structure based on direct and inverse Furier transformation with division element that makes it possible to realize the quotient of the current and subsequent processing block is offered.

Аpplied method for carrier frequency restoration of telemetry systems signal by digital processing
Resumo
The paper considers the issue of restoring the level of the telemetry signal carrier frequency at digital processing in the automatic carrier control tract and the calculation of the threshold for taking the decision about the validity of received symbol of information from the spacecraft and carrier rocket. We describe the applied method and algorithm for calculating the level of the carrier frequency and the level of threshold for taking the decision based on histogram processing of the signal from the output of the frequency detector.

Forming of context-dependent grammar for describing of comlex scene with multi-level moving of objects

The problems of forming of the context-dependent grammar which describes structural information of both image and interaction of the images in a complex scene are considered. The work suggests the application of three-level grammar based on the task of image sequences syntactic analysis (with extended contents of the main and auxiliary dictionaries), and the task of scene syntactic analysis with multi-level moving of objects.

Magnetoelectric effect induced by orbital ordering of electrons
Resumo
Relationship between orbital order and formation of spontaneous magnetic moment, lattice constant, correlation function of orbital and spin moments between nearest neighbors have been investigated in terms of continuous Pots model for a set of parameters of electron-lattice and spin-lattice interactions. Change in dielectric permittivity and in orbital correlation functions in external magnetic field has been found.

Тechnique of rate making of medium mass of the working body of propulsion installation of the space vehicle in the conditions of uncertainty
Resumo
The technique of rationing of weight of a working body of propulsion installation at the space vehicle designing, considering uncertainty on parameters and conditions having a probabilistic nature has been developed. It is suggested to use spacecraft mass reserves, intended for uncertainty counteracting, for propulsion device working medium mass increase after spacecraft manufacturing. Analytical models of additional filling probability calculation have been devised. The effectiveness of the suggested method has been evaluated.

The state aviation airplanes functional systems reliability calculation methods comparison
Resumo
The comparative researches of calculation values of reliability indexes of airplanes systems has been carried out. The work shows that the traditional calculation method doesn't estimate adequately the reliability changes considering the operating time. Using of the breakdown probability calculation method in one hour of flight with a help of alternative method eliminates the marked irrelevance which is peculiar to traditional method.

Indicatrix account of materials dispersion at the estimations of erosion-contaminating influence of streams of plasma thrusters on space craft

The approach of the estimation accuracy increase of the erosion-contaminative plasma influence of the stationary plasma thrusters (SPT) on the space craft structure elements by means of recordkeeping of indicatrix of materials dispersion is investigated in the report. The experiment on the dispersion indicatrix rating of one of the constructional material - Л1-ПМ ribbon is described in the article. The results of the comparative analyses of the radiator contamination predicted levels of the Thermal Control System (TCS) of the perspective unified «Express-1000» satellite platform with account and without account of the indicatrix of dispersion are presented in the report.

Computerized test stand for research of strain waves in composite constructions
Resumo
The paper presents a test stand for investigation of composite constructions such as beams and plates to be shock loaded by a striker with piezoelectric force transducer. Velocity of the striker is up to 40 mps. Measurements results are acquired by a computerized measurement system. Experimental results of contact shock force acquisition are stated with following calculations of non-stationary bending and shearing strain waves in glass-fiber-reinforced plastic beams and plates.

Radiation resistance of thermo stabilizing barium titanate coatings for space aircrafts
Resumo
Comparative analysis of diffuse reflectance spectra, integral absorption factors and their change after electron irradiation (Е = 30 keV) for barium titanate coatings doped with aluminum oxide and zirconium oxide (Ba0,6Al0,4TiO3 and BaTi0,7Zr0,3O3) was carried out. It was found out that the use of Al2O3 and ZrO2 nano Powders instead of micro powders for doping BaTiO3 increases radiation resistance of the coatings.

Сompetition status in the Russian post-reform electric-power industry
Resumo
One of the main purposes of reforming electric power industry was creation of competitive conditions in the segments of electric power generation and sales. The article analyses the level of competition on the Russian current wholesale electric power and capacity market. As a tool for estimation of the level of competition we used Herfindahl-Hirschman Index (HHI) which is calculated for the suppliers and buyers in all the areas of the Russian wholesale electric power and capacity market free crossflow. Additionally we investigated with due regard for the influence on the state-owned assets competition. The analysis performed shows that coordinated oligopoly that was formed in the environment of the unprepared state regulation system that had been monopoly control oriented for a long time.

The article analyses the current methods of electric-power industry state regulation and estimates their major defects; it shows that the cause of the defects is preservation of principles of regulation that had been practiced for the industry-monopoly, though the industry structure was already changed (from monopoly to oligopoly).
The author formulates the thesis of maintaining the necessary level of competition as the basic method of oligopoly regulation. There is a suggestion for natural monopolies segments to transfer to the most progressive tariffs methods and the author proposes the method of competition between the consumers for the right to construct the network projects
