Considering the question of the reaction of the value complexes of the modern Russian legal consciousness to the challenges and threats that modern Russian society has already encountered or will face in the foreseeable and not too distant future, the author starts from Arnold Toynbee's Challenges and Answers theory. Further, analyzing the Russian legal conscience itself, he is concluded that its structure can be objectively distinguished as the traditional (pre-revolutionary) component, Soviet and post-Soviet components too. They correspond to specific value complexes. With their domination in the minds of an individual, group or stratum, they determine their perception of major legal phenomena, the assessment of socio-legal processes and, naturally, one or another type of lawful or illegal behavior. Based on this, it is they who, obviously, will determine the social and legal perception of the challenges and threats that modern Russian society will have to face in the near future, and, naturally, the reaction to them. The article can be used to improve the state social and legal policy of the Russian Federation. Also, the materials presented can provide the interest of students, graduate students, teachers, researchers and other people who are interested in the current social, political and legal development of Russia.

This article presents an overview of the international conference of the State Duma the Committee for Commonwealth of Independent States' Affairs, Eurasian Integration and Relations with Compatriots on the theme: «the Role of interaction of political parties and blocs in the inter-parliamentary cooperation of the CIS countries». The subject of the study is the inter-parliamentary cooperation of the Russian Federation with the parliaments of the post-Soviet countries. The article presents various speeches of the conference speakers. The description of the main forms of interaction is given, as well as the author's definition of the term «inter-parliamentary cooperation» is presented in the article.

Article is devoted to the state and the perspectives of Russian energy export shift from the EU to the South-East Asia direction. The geographical diversification of oil and gas export flows considering from the perspective of infrastructural and socio-economic development capacity of East Siberia and Far East regions. In its turn economic growth of Russian territories within eastern areas that goes beyond the Yenisei River in their current state and under the existing political regime directly depends on revitalization economic activities related to the fuel and energy sector in those places. The economic specialization strengthened in 2000s provides the grounds to assume that it is the Oil and Gas industry that is going to be a driver of the regional development in the East Siberia and Far East regions in the long-term period. Domestic and international politics are considering as factors of oil and gas export flows geographical diversification. On the government planning content-analysis base the interdependence between regional policy and strategies of several energy companies were identified. The causality between global industry assets migration to the East Asia with less advanced labor legislation and social policy and the rising demand on Russian Eastern regions resources has been shown. The example of domestic National Oil Companies has been provided and proves the overwhelming business line in government strategical planning.

BRICS is an influential collective participant in world politics on a number of key issues, including issues of international security. Inter-state cooperation of the BRICS countries meets the challenges of diversifying the past foreign policy relations under the influence of strengthening the Asian vector of world development. In the article the author considers the approaches and position of BRICS participants in defending the national interests of the new force - developing countries.

The article analyzes advertising discourse in the social policy plane. The possibilities of using social advertising in the implementation of social policy are investigated. Using the example of social advertising, it is shown how and with what efficiency the content of the advertising message can be assimilated. The effective construction of argumentation in advertising discourse, which is designed for a youth audience, is considered.

The article is devoted to the study of the content of the concept of «parliamentary diplomacy» by studying the specific competences of parliament in the foreign policy sphere, as well as interpreting parliament as a «platform» for diplomatic interactions. As a result of the article, the definition of parliamentary diplomacy is proposed as the activity of a national representative body in the sphere of foreign policy, limited by the relevant competencies and aimed at ensuring political stability.

Task. The author of the article set himself the task of identifying the features and prerequisites for violence in the family. Model. To solve such a theoretical problem, it is necessary to investigate various aspects of human behavior in the family in relation to its family members, to identify the causes of aggressive behavior in the family and, as a consequence, the manifestation of violence. Findings. The problem of domestic violence is a complex, multidimensional category, the study of which cannot be limited only to the field of law. The framework of the study. Limited to relations in the field of family, criminal, administrative law of the Russian Federation. Practical value. Determining the nature and specifics of violence in family relationships will help develop effective mechanisms for protecting the rights of family members in practice. Social consequences. Determining the originality of domestic violence will make it possible to identify the reasons for its occurrence, to assess the degree of influence on the behavior of family members of such a factor as internal family relations, which will eliminate in practice existing violations of the rights and interests of family members. Originality, value. Studying the conditions and prerequisites for domestic violence, identifying its specific characteristics and peculiarities will make it possible to formulate new requirements for organizing the work of special bodies whose activities are aimed at protecting the rights of citizens and formulating general approaches to the implementation of preventive work to prevent domestic violence. An analysis of the current legislation in this area will allow for additional guarantees to ensure the protection of family members from attacks on their lives and health.

Objectives: the purpose of the prepared scientific research is to develop a unified concept for the implementation of criminal law on the categories of crimes in the articles of the Special Part of the Criminal Code of the Russian Federation. The scientific article identifies gaps and inconsistencies in relation to criminal law norms on categories of crimes, and also suggests specific measures to overcome them. Methods: the scientific article analyzes such concepts as «the nature and degree of public danger of a crime», «crime severity», «categories of crimes», «systematization of criminal legislation», «mitigating punishment circumstances», «aggravating circumstances». The use of logical and comparative legal methods made it possible to develop a unified concept for the implementation of categories of crimes in the criminal legislation of Russia. Conclusions: the scientific article shows the gaps and contradictions in the legislative consolidation of categories of crimes and the complexity of their implementation in the articles of the Special Part of the Criminal Code of the Russian Federation. The concept of systematization of the structural elements of the articles of the Special Part of the Criminal Code of the Russian Federation taking into account the criminal law norms on the categories of crimes and the principles of criminal law is proposed. Analyzed the difficulties in the implementation of the right of the court to reduce the category of crime (part 6 of article 15 of the Criminal Code of the Russian Federation). Sense: the content of this scientific research may be used by lecturers of universities during the course of the Criminal law, by students in their reports, researches and graduation works. The results of this research may be useful for those who involved in legislation in the criminal law sphere. The main idea of this article may be also helpful for dissertation scientific researches.

The search for methods to counter terrorist crimes is addressed by the entire international community in the person of intergovernmental organizations, counter-terrorism programs are being developed, new types of terrorism are being identified, methods of recruiting into similar organizations, etc. Of particular importance in the fight against this kind of grave crimes is still the development of the internal policy of counteraction. The political foundations of countering terrorism are implemented within the framework of the state’s criminal policy, which is the direction of the state’s targeted activity in the fight against crime, in particular, in the fight against terrorism. The main goal of criminal policy is to identify ways and methods to counter the global threat of terrorism, to develop concrete measures to combat it based on an objective assessment of current events.

This article reviews issues of the international practice of combating the use of a slave labor. It provides the analysis of topical issues of the conceptual framework definition and distinction in the area under consideration and also exemplifies the most striking international legal cases. The article reveals the vision of the European Court of Human Rights concerning issues of combating the use of slave labor. It highlights national statutory regulations in the area of protecting people from the use of slave labor. The article provides a solution approach of the specified issues.

Pedagogical and psychological practice shows that children have recently become more violent and irreconcilable, the situation is getting worse every year. Thus, the number of murders committed with extreme cruelty by persons under the age of 14 is growing rapidly. The reason for this situation lies, first of all, in the socio-economic and political changes that have occurred in the world recently. The majority of minors do not accept general social values; they refuse morality, family, and school. In this regard, naturally, personality changes occur, negative character traits are formed, which, in turn, give rise to deviant criminal behavior. The article substantiates the expediency of the age differentiation of the criminal responsibility of minors.

Historically presented an analysis of the main theoretical and regulatory developments to address the problem the establishment of a system of means of correction of juvenile offenders and its importance for the further development of the penal correction system in Russia. Explores transformation approaches to interpretation of policy in the sphere of State started the execution of the penalty of deprivation of liberty and necessity of more thoughtful and careful attitude to the domestic experience correction.

In the framework of this article, an analysis is made of the institution of punishments not related to the isolation of convicts from society. The advantages and current trends of their development are shown. The necessity of the further development of the system of punishments alternative to imprisonment in Russia is substantiated.

The Author analyzes the theoretical approaches to the interpretation of compulsory medical measures, because of the need to determine their legal nature in order to form an appropriate institution of criminal and criminal procedure law. Also, the Author associates himself with the supporters of an integrated approach to the essence of compulsory medical measures based on a combination of legal and medical criteria. The Author further argues for the separate purpose of the application of these measures, which does not fit into the framework of the exclusivity of criminal law regulation. This leads to the conclusion that there is a special form of state coercion, the use of which is associated with the lack of consent of the person to receive specialized medical care.

The presented material explains combining forensic accounting. The increase in the range resources of information systems is focused on improving the process of disclosure and investigation of criminal acts. The identified factors influencing the effectiveness of information support systems, positively influencing the detection and investigation of crimes were reflected. A new approach to increasing the available capabilities of primary accounting information systems is outlined. The available evidence-based system of details of the implementation of accounting objects at different levels of management for the purpose of further centralization.

Relevance of the article. Due to globalization the society is developing a strategy for humanity survival. Some civilizations hurry to join somewhat unions, i.e. Turkey and Ukraine to the European Union, others are eager to leave such unions like the United Kingdom hurried out the EU. Objectives of the study. In the survival strategy it becomes necessary to indicate levels for civilizations mutual adoption specification - levels of person, society, nature, West, East, public and private property, as well as between states, steady excess of mortality over birth rate, depopulation and demographic explosion, between religious organizations, political and geopolitical unions. Research model. Globally there is no unified and consequent strategy for civilizations survival which could determine mutual cultural adoption possibilities, the next scientific and technological revolution challenges and be of essential importance for European society in Islamophobia conditions. Islamophobia is partially a by-product of power and rivalry between the political elites of Europe and the United States in the era after the collapse of the Soviet Union. Conclusions. Over the past decades intercultural dialogue and adaptation possibilities of Eastern civilization have been sharply decreasing in the context of liberal ideology rejection in the morality, politics, law and degrading Western mentality over-dictatorship spheres. Non-eventual general mutual adoption of civilizations based on Western values as well as destroyed states - Iraq, Libya, Syria, Afghanistan - are the evidence. Originality of the article. The authors of the article offer a future strategy for the humanity survival and remind of what is worth living for. The mutual civilizations integration is meant to be a life strategy and the development of civilizations as a tactic allowing the living to be kept in a certain evolutionary framework thus ensuring whole society progress possibility.

The article discusses the results of a socio-philosophical study of the meaning of the rhythmological concept in the context of the interaction of heterogeneous discourses. The authors track the historically variable alignment of forces in the interaction of the three discursive practices - science, religion and esotericism - and consistently correlate rhythmology with each of these contexts in the conditions of the current situation after the postmodern. In the course of consideration, the bases of self-determination of these discourses along the human-world-transcendence axis are identified and the boundaries of each of them are defined for the right to access certain regions of reality. According to the results of consideration, a meaningful matrix of the rhythmology value is formed within the boundaries of each discourse, and on its basis a definition of the rhythmological concept is derived. At the end, the analysis methodology is discussed within the framework of the concept of transversality and its importance is emphasized in the construction of a constructive dialogue of cultures.

From the standpoint of the socio-philosophical analysis, the article explores topical issues related to the main goals, objectives, directions of the national project «Education». Formulated proposals on the need to form a holistic personality based on cultural traditions. It is shown that education is a foundation for uniting people and an institution that stabilizes the value core of modern culture. Emphasis is placed on the preservation of national-cultural identity and education. The ideas of education are analyzed, which are aimed at preserving spirituality and key values in society.

Background. The article deals with the analysis of one of the oldest Italian media outlets La Repubblica, its first apparition as a printed magazine with the strong left-wing alliance and its further transformation into the most proliferated media source countrywide. To fulfill this aim, the author studied the way this media was born and the factors that facilitated its proliferation, with both printed and digital periods taken into consideration. Materials and methods. The article is based on content analysis, digital archives of electronic media and data bases, formalisation of the retrieved data, its presentation is charts and graphics, and it’s further interpretation and analysis. Results. La Repubblica is proven to be the leader of the Italian media landscape and tends to still have left-wing orientation that is however becoming more centrist. The number of printed issues demonstrated a graduate decline, while the number of digital readers is growing. Yet it is of utmost importance to consider what user devices were taken into account while preparing the statistics. Conclusions. Media’s reach is a very important metric relevant to international relations studies, it is necessary to continue research in this field and look for different means of the exhaustive analysis of digital media.
